The project advances the goals of the Austin Strategic Mobility Plan and Imagine Austin by enhancing transportation choices, supporting future transit, and improving access to neighborhoods, parks, and schools. The project closes an existing transportation gap of approximately 970 ft in length between South Pleasant Valley Road and Burleson Road. The new roadway will improve multimodal connectivity and safety for all users. Provides the safest and most direct connection between South Pleasant Valley Road and Burleson Road. • Alignment B • • Crosses two (2) APR parcels of approximately 600 feet and connects to existing South Pleasant Valley Road segment and ultimately connects at the intersection of Mission Hill and Burleson Road crossing four (4) private property parcels of approximately 750 -ft owned by citizens. Does not minimize environmental and community impacts as effectively as Alignment A. • Alignment C • • • Crosses four (4) APR parcels of approximately 1,450 feet and through two (2) private property parcels of approximately 575 feet owned by citizens to connect to SH 71 and Burleson Road Crosses the greatest amount of parkland and private property. Least feasible due to scale of impacts and alignment length. • Why Alignment A Was Selected • • Best meets the project’s purpose while minimizing parkland impacts. Has the least amount of undisturbed land affected, making it the most environmentally responsible choice. 12 Minimizing Parkland Impacts and Maintaining Access • Trees will be protected and maintained in locations that are not conflicting with proposed improvements. • Trees in the improvements will be removed and replaced as part of City criteria mitigation requirements. • The existing trailhead kiosk will be restored and relocated to west of Burleson Road, in APR property. • Existing trail connection will be improved, including a new moderate-grade concrete connection to the mountain bike trail. • Shared-use paths will be provided on both sides of the roadway to maintain and enhance pedestrian and bicycle access. • Back-of-curb improvements include landscaped areas, street trees, irrigation, illumination, and trail/pedestrian facilities. • Park/trail access will be maintained and coordinated with APR during construction phasing. 13 Stakeholder Engagement Open houses were held on June 23, 2026, at Ruiz Branch Austin Public Library and June 27, 2026, at the project site. Two people attended the open houses. Comments received related to parking, future bus service, and garbage pickup location near the kiosk. Additionally, the project team is in coordination with East Riverside/Oltorf Combined Neighborhood Plan, Austin Ridge Riders and Austin Parks Foundation. 14 Timeline • This project has reached final design and awaiting Site Development Permit in Fall 2026. • Bidding is expected to start Winter 2026 (tentatively). • Construction is expected to begin Spring 2027 (tentatively) and will last approximately one year. • Project Sponsor: Fernando Cantero (TPW) • CDS PM: Alma Pradeepan • APR Point of Contact: Paul Books 15 Summary The project closes an existing transportation gap between South Pleasant Valley Road and Burleson Road approved by Voters of the 2020 Mobility Bond. Complete avoidance of parkland is not feasible given the alternatives would require more disturbance and acquisition of parkland. The proposed design minimizes harm through reduced-impact design measures, tree protection, trail improvements, landscaping, and coordinated mitigation. Requested action: Austin Transportation and Public Works requests a recommendation to City Council for approval of: 1. Permanent Use: 121,156 square feet of parkland and, 2. Total mitigation to be paid of $1,368,050 3. Park improvements that are part of the project $107,735 16 Questions? 17
