PARKS AND RECREATION BOARD RECOMMENDATION 20260928-004 Date: September 28, 2026 Subject: Permanent Taking of Parkland, Country Club Greenbelt Motioned By: Nicole Merritt Seconded By: Luai Abou-Emara Recommendation The Austin Parks and Recreation Board reviewed the request from Austin Transportation and Public Works to authorize a permanent change in use for approximately 121,156 square feet of dedicated parkland in the Country Club Creek West Greenbelt to construct, operate, maintain, and repair roadway and associated improvements. Following a presentation by the Austin Capital Delivery Service, the Board was unable to recommend approval of this project absent additional information regarding community involvement. Specifically, it remains unclear whether the surrounding community was provided an adequate opportunity to participate in the process or offer feedback. Furthermore, insufficient information was provided during the meeting, concerning projected traffic patterns and their impact on the surrounding area. The Board recommends that the City Council carefully consider these unaddressed community outreach and traffic impact issues when determining whether to approve this change in parkland use. Vote: 8-0 For: Stephanie Bazan, Lane Becker, Luai Abou-Emara, Ted Eubanks, Jennifer Franklin, Diane Kearns-Osterweil, Maritza Kelley, Nicole Merritt. Against: None. Abstain: Shelby Orme, Pedro Villalobos. Absent: Kim Taylor. Attest: Tim Dombeck, Board and Council Liaison, Austin Parks and Recreation.
