Highlights of Published Energy Code Changes Mapping the 2021 IECC to the 2024 IECC, Commercial Requirements Only Summary This guide, relevant to the City of Austin (COA), covers what are considered, at this time, to be the major changes to the published commercial energy code (IECC). Used with the Summary of Local Amendments, it is a roadmap for the development community to better understand what to expect when the new energy codes become effective. Many more changes than are represented here have been made. Some of those not listed have been requirements in Austin for some time and are now part of the national code. Others are considered relatively insignificant or are not applicable to Austin’s climate zone. Each change, whether summarized below or not, will have differing impacts on each project so it is encouraged that practitioners become familiar with the published code. Significant Changes in the 2024 IECC The ICC Board changed the development framework of the 2024 IECC and versions going forward from a governmental consensus process to a standards development process that changed the timeline and removed governmental consensus voting from the process. The code was developed through committees and subcommittees consisting of different stakeholder categories including the public, government, manufacturers, and utilities, among others. The version of the 2024 IECC voted upon by the consensus committee was appealed by various stakeholders and went through a process that ended with final decisions by the ICC board to move certain parts of the code to optional appendices that could be adopted by local jurisdictions. The 2024 IECC includes many new components that provide pathways for local jurisdictions to meet climate goals. The Department of Energy’s analysis of the ASHRAE Standard 90.1-2022 (a compliance pathway allowed in the IECC) estimates that the average savings within our climate zone from the new code will be 8.4% by energy cost and 8.8% by carbon emissions. When savings from renewable energy systems are included, the average savings within our climate zone are 14% by energy cost and 13.8% by carbon emissions. COA Commercial Energy Code – CURRENT AMENDMENTS June, 2024 The following is a brief summary of current amendments to the commercial energy code, recommendation for moving forward, and rationale for that recommendation. Amendments applicable to 90.1 would be adjusted to align. C201.3 Terms defined in other codes. Refers to local codes rather than model codes. C402.2.8 Insulation encapsulation requirement. City of Austin 2024 Technical Code Changes UMC & UPC Background The City of Austin updates the technical codes in accordance with the International Code Council (ICC), International Association of Plumbing & mechanical Officials (IAPMO) code cycle schedules. The International Codes are the most trusted source of model codes and standards. 2024 Uniform Mechanical Code Reducing Amendments GOAL: To minimize the number of amendments and return to model code. Reasons for amendments: 1. Council mandated 2. Business needs (chapter 1) 3. Clarification purposes 4. ISO rating Strikethrough means deleted from amendments – underline is a new amendment Amendment 1 104.1.1 Commercial Mechanical Change-Out Program. For buildings not covered under the Residential Code, the building official may establish, by rule, an inspection program for commercial mechanical components identified in this section or a change-out program authorized in other technical or building codes. The buildings must be located within the zoning jurisdiction of the City, outside of the zoning jurisdiction under agreement with a municipal utility district, or where the City provides electrical service. The program applies to replacing roof top equipment; refrigeration equipment; and heating, ventilation, and air conditioning (HVAC) equipment. Amendment 2 CHAPTER 2: DEFINITIONS 202.1.1 Supplemental Definitions. The definitions in this subsection apply throughout this code and amend or supplement the definitions in Chapter 2 Alternate Water Source. Austin Water-Laundry to Landscape- Austin Water Kevin Kluge recapped on 3 local amendments that are being proposed to save water as part of the 2018 Water forward plan in strategy of the landscape transformation for new homes, which includes pressure reduction devices on new irrigation systems, limit irrigation areas and required laundry to landscape ready plumbing in new homes after January 2025. Laundry to landscape would be a requirement for new homes with laundry connections only adjacent to an exterior wall. These inspections would be enforced by DSD plumbing inspections and would not apply to homes built in the Edwards Aquifer recharge zone. Exterior systems which distribute water to the plants and trees, would be voluntary for homeowners and a permit would be required. Austin water will provide education and incentives for this. No impact on affordability. In the past board meeting, there were concerns regarding venting of the plumbing specifications and how to ensure that homeowners install this correctly. In coordination with International Association of Mechanical and Plumbing Code Officials and John Mata of IAPMO, design was approved to vent through the roof as means of alternative venting system. Description of Recommendation to Council Environmental Class 1 and Class 2 air duct exhaust shall terminate no less than 3 ft from a property line, 10 ft above a public way, 3 ft from openings into the building and the minimum separation distance from ventilation system outdoor air intakes determined in accordance with Section 402.4.1 Rationale: For the purpose of maintaining consistency with the 2024 Uniform Mechanical Code and ASHRAE Standards. BOARD MEETING February 27, 2024 Mechanical and Plumbing Board APPROVED MINUTES The Mechanical and Plumbing Board convened in a Regular Called Meeting on February 27, 2024. The meeting took place at the Permitting Development Center at 6310 Wilhelmina Delco Drive. Chairman Thornton, called the Meeting to order at 9:39 a.m. Board Members in Attendance: Robert Thornton, Bill Harris, Joe Cooper, Stephen Cox, Joe Bowie, Bobbi Jo Foster and Ramon Perez Absent members: Alex Ramires, Mark Mapes, Blaine Butler and Kyle Smith Staff Members in Attendance: Marty Starrett (DSD), Charlie Ablanedo (DSD) Robert Stefani (AWU), Kevin Kluge (AWU) and Eric Reynolds (AWU) GENERAL CITIZEN COMMUNICATION- John Mata from the International Association of Mechanical and Plumbing Association (IAPMO) was on hand to listen in. APPROVAL OF MINUTES: 1.The minutes from the January 23, 2024 meeting was approved as written. Board member Cooper made a motion to approve the minutes, Vice Chair Bowie second the motion. Motion passed 6-0. Board member Foster, Butler, Ramirez, Mapes and Harris were absent. Board member Foster arrived after the minutes were conducted. DISCUSSION ITMES Prior to going into discussion with the board, Austin Water’s Kevin Kluge provided a brief presentation on Austin Water's landscape transformation and the 2024 Uniform plumbing amendments. In that presentation, Kevin pointed out that 42% of Austin water supply remains and very could hit 30% by fall. Potential dryer and hotter weather patterns tend to be trending this summer with La Nina taking control, which then could put Central Texas stricter stages of water conservation which will lead to reduced water needs for plants and turf. In his discussion on item 2, 2024 UPC amendment 614.1.9- irrigation pressure on compensation heads and item 3, UPC amendment 614.1.10-irrigation system pressure over 80 psi and Pressure Reducing valve, Kevin, noted that required pressure regulating heads on all new irrigation systems unless the pressure is less than 40 psi. Over pressurization on irrigation systems can lead to water waste through misting and overspray. Also noted, was to require a pressure regulating valve on mainline, if pressure is greater than 80 psi at the backflow device. The impact on affordable housing was determined by the Austin Housing department, the cost was a neutral impact and was determined to be around $550.00.
