Strategic Advocacy Working Group Report Background The Library Commissioners expressed a desire to be better equipped to advocate for issues of importance to the Austin Public Library (APL) with their Council Members and other City of Austin Boards and Commissions during important City Council meetings and efforts such as the budgeting and bond approval process. A special Strategic Advocacy Working Group was asked to research and identify the Commission's next steps. This document, structured as a guide, results from this working group's research. Working Group Scope The Library Commissioners seek ways to better advocate for APL and strategically connect with City Council members and other Commissioners to support the library's financial and collaborative efforts. We must be better informed and equipped about the processes and timelines to be better advocates. To this end, we recommend the following: ● Equip Commissioners with Knowledge: ● Schedule agenda items on the status of the APL budget and bond opportunities for Commission and public comments as needed. ● Add an "Advocacy" section to the APL Public Programming Highlights and Facilities Updates to reference when engaging City Council Members, District members, and other Boards and Commissions. ● Plan for Action: ● ● Identify a small number of Boards and Commissions to foment stronger relationships that are pertinent to the APL Strategic Plan and the year's priorities Identify the months that Commission members can plan to attend and comment at City Council meetings ● Expectations of Commission Members: ● Ensure Commission members identify items to bring back to their District Offices and Council Representatives at the end of discussions or presentations ● Keep Council Members aware of pending library requests and needs ● Plan to speak at Council Meetings Conclusion Library Commission members are uniquely positioned to advocate for library programs and budgets that will allow the library to fulfill its unique role as an informational and educational resource for all Austinites. Commission members are trusted messengers and key conduits of information to their respective council members, the council as a whole, other boards and commissions, and the public. A key role of an expectation of commissioners is to keep their council members and other key decision-makers and groups apprised of library programs and to communicate the library's needs for resources and support. 3
