The Austin Public Library wants you to read, explore, and create with us this summer! Reading and learning are important all year, but in the summer it is especially important to be an active reader and learner. The Austin Public Library wants you to spend your summer with us. Austin Completely Booked is a great way for us to experience the summer together, and to keep learning. Come Read, Explore and Create with us! Plus, we’re giving away prizes for folks who complete the challenge! (While supplies last.) All ages are welcome, and there are three ways to participate: • #1 – Collect a paper form (available in English and Spanish) and a set of crayons from any library branch to use as your activity sheet. In the May 18 issue of the Austin Chronicle, APL is a recipient of one of this year’s Austin Chronicle Best of Austin 2022 awards, with our going fine-free named this year’s “Best Reason to Go Back to the Library.” The award is featured in the issue of the Chronicle that is out today. FACILITIES SERVICES FY2018 Bond Program Summary Description The library’s fifteen (15) 2018 Bond Funded projects are active and are in various stages of the design development phase. The projects are grouped into the following categories: Site/Civil Engineering Projects, Faulk Library Building/Austin History Center Complex Improvements, Branch Library Interior Renovation Projects, and Roof Replacement & HVAC System Upgrades. The development framework to deliver the library’s 2018 Bond Program includes Construction Manager at Risk, Competitive Sealed Proposals and Design-Bid-Build. Council approval will be needed to onboard an Interior Design Firm and furniture supplier that will identify, procure, and install specific furniture pieces and finishes to cultivate a consistent interior look and brand across five (5) different Interior Renovation Projects within the Austin Public Library (APL) system. Council approval will also be needed on for the Competitive Sealed Proposal procurement methodology so that the Competitive Sealed Proposals can be evaluated on best value criteria. The Library’s FY18 Bond Program Summaries are as follows. • CLMP180 2016 Site/Civil: Hampton at Oak Hill Parking Lot Expansion & Cepeda Branch Trail: Current Phase: Design Development Cepeda Branch Trail – The Consultant (Halff Engr’s) is currently preparing site survey and electrical evaluation as part of the design phase. 60% Design Documents are complete. 90% Design Documents are tracking for a 5/24/22 completion. Public Works Department will provide the construction services to install the trail. It is the goal of the design team for the automatic gate, electric vehicle charging stations and site lighting electrical work will be undertaken by a Rotation List Consultant. The assignment hinges on cost and authorization from the Capital Contracts Office. Schedule • 90% plans submission 5/24/22 • Permitting process start 6/14/22 • Bid phase start 8/8/22 • Construction period 10/22/22 to 1/23 Hampton at Oak Hill Parking Lot Expansion – Geotechnical results validating irrigation field parameters revealed the irrigation field as not to current standards. Additional work is needed to expansion/rework the detention pond and various electrical work for the system’s irrigation controls and metering system. Consultant is reviewing outstanding issues and preparing the PER. There is a projected funding shortage, the amount is a TBD item. The PER (Technical Summary Report) will be submitted with cost estimate to better identify the parking lot expansion total project cost. Once total project cost is known the project Consultants will develop the design and construction schedule that highlights key deliverable dates to move the project forward. Schedule • PER Complete late 5/24/22 (estimated) • CLMP282 Archival Repository Faulk Building & History Center Renovation: Current Phase: Construction Documents @ 90% in progress General: COA has finalized alternate decisions. The fire sprinkler, flooded conduit feeder, and additional shelving will be included in an RCA budget increase request of $1.2 Million Dollar moved from both contingency and HOT funds. The alternates to remain through 90% are (in priority level) the elevator adjustment for a more direct employee access and a potential covered walkway Pitch Package Request: Contract is being finalized and reviewed by Library staff. LAS should be providing a proposal update per Library staff comments. CMAR Spawglass: SpawGlass is providing additional backup regarding collapsed sewer lines in the basement. The scope is currently approx. 50 ft of line, but the PM asked for them to go back out and do additional camera scopes to try to confirm the final length of damaged line for budgetary reasons. We are reviewing their procurement plan and will start the GMP process shortly after the 90% pricing exercise. Cx Specs and Abatement Specs are pending from consultants as well. Schedule • Construction Documents 90% Complete May 2022 • Select Demolition August 2022 • Construction NTP August 2022 Impacts None at this time • CLMP286 Interior Renovation Projects – Old Quarry Branch Renovation; Little Walnut Creek Branch Renovation; Willie Mae Kirk Branch Renovation; Manchaca Road Branch Roof Replacement & Renovation; St. John Branch Renovation Current Phase: Schematic Design Consultant Amendment #1, for schematic design phase, was executed 19 Jan 2022; NTP date is 31 Jan 2022. A kick-off meeting with the consultant was held 9 Feb 2022. Site visits were scheduled on March 1, 2022. Schematic Design submittal to the library occurred for April 29, 2022. The Library Department is pursuing Council approval to execute a contract with Demco for furnishings, from the Buy Board. A supplemental amendment for the consultant to provide schematic design services was executed in Jan 2022. Site surveys and scope walk-throughs have been completed. Schedule • Design Phase Start June 2022 • Competitive Sealed Proposal (CSP) Selection August 2023 • CLMP287 Roof Replacement & System Upgrades – Carver Branch; Howson Branch; Yarborough Branch Current Phase: Design Development APL reviewed and approved the Consultants, Baer Engineering revised proposal for Roof Replacement at Carver and Yarborough Branched and, HVAC System Upgrades at the Howson Branch. The next phase of the work includes 30 / 60 / 90 percent construction documents for the roof replacement and system upgrade projects. The new project proposal has been submitted to the PM and CCO for an amendment that reflects Baer Engineering revised scope of work. The rates have been approved. Supplemental Agreement 04 has been approved, however, some discussion on the overall fees is taking place with Baer Engineering to see the possibility of further reducing FY 18 Bond Program Schedule All timelines are estimates and subject to change without notice. Schedule: TBD The 2018 Bond Program for the Library Department consists of fifteen improvement projects located across the City of Austin. FY2012 Bond Program Summary Description • Proposition 18: Library, Museums and Cultural Facilities Cepeda Branch Library Renovation Status Cepeda Branch has been turned over to the APL Facilities Project Coordinator Megan Stanford to hold reoccurring stakeholder meetings with key library staff and to oversee move in activities, beneficial occupancy, and branch reopening. The re-opening is being delayed by supply chain issues regarding the installation of 66” shelving. The original ship date was 5/5/22 but has now been delayed until 6/9/22. The order includes end panels, top panels, and a new shelving unit for the children’s area. Meeting the initial 6/25/22 re-opening with this new delay will likely be too tight, as the shelving shipment would take at least 8-10 days to arrive, and the subsequent tasks would need at least 2-3 weeks to complete. Work by the Contractor to lower the drinking fountains to meet accessibility standards and miscellaneous maintenance and custodial items were completed the week of 5/2/22. Appropriation $1,264,706; Obligated $1,254,972.53; Balance $9,733.47 Budget / Cost Schedule • Shelving delivery 6/22/22 (estimated) • Shelving installation complete 6/27/22 (estimated) • Signage installation complete 6/30/22 (estimated) • Shelving books restocking complete 7/8/22 (estimated) • Branch Re-Opening (tentative) 7/16/22 The materials supply chain delay has created a domino effect, also delaying shelving the rest of the collections, installing wayfinding signs, and final Impacts cleaning Zaragosa Technical Support Warehouse To meet current building, fire and life safety codes, the project retrofitted the faulty 35-year-old fire suppression sprinkler system at the 20,000 SF, wood Zaragoza Warehouse, protecting the Library Department's only storage facility. The work will include demolition of a traditional wet system with some dry-pipe elements. The new construction shall include special application fire sprinklers for commodity storage/general warehousing, low-pressure dry/pre-action valves, electric fire pumps, deluge systems, and flexible drops to accommodate changes in occupied areas. To meet the City’s Baseline Sustainability Criteria as defined by USGBC LEED for Energy Efficiency, the Warehouse Mezzanine was retrofitted with energy efficient LED lighting and weatherization upgrades as part of the fire suppression sprinkler system project. Project Construction is complete, and the Final Pay Application has been submitted, approved, and is being processed for payment (by Public Works Accounts Payable). The installation of code-required Emergency Lighting in the Warehouse is complete with Final fire Inspection and full Certificate of Occupancy. Budget / Cost Appropriation $1,185,965; Obligated $1,180,183.90; Balance $5,781.10 Schedule • The project is in the Post Construction Warranty Phase University Hills Interior Repairs & Roof Replacement The University Hills Roof Replacement Project is part of the FY18 CIP Bond; Air quality and materials testing after the February 2021 extreme freeze / weather event revealed extensive mold and mildew damage inside the drywall system. The interior repairs work completed March 2022 included the following. Removal of all furniture, shelving, and books for drywall and carpet mold abatement. Installation of new TPO (Thermoplastic Polyolefin) Roofing System. Repair/replaced sheetrock walls and ceiling. Re-lamped all interior lighting in the library. Exterior power-washing and painting of the facility. Restriping of the parking lot. Installed new luxury vinyl tile throughout the branch. Applied new paint to the interior walls and restrooms. Branch was selected to benchmark and pilot new customer entry counting technology. University Hills Branch Parking Lot Expansion Scope of Work The work consisted of constructing a new 25 parking space expansion for the existing University Hills Branch Library Parking Lot. The work included the installation of pervious pavers, new LEED Compliant Parking Lot Lighting Electric Vehicle Infrastructure, Landscape upgrades, New Monument Signage and Retention Pond. Budget / Cost Appropriation $1,702,458; Obligated $1,616,005.15; Balance $86,453 • The project is complete and in the Post Construction Warranty Phase Schedule • Project Complete 5/3 • Project Closeout 5/18 University Hills Parking Lot Expansion LIBRARY PRIORITIES Literacy Advancement The Kids’ Block Party, held on Saturday, May 14, was a tremendous success! Activities including kite-making and seed planting were enjoyed by all. The storytime, presented by Heidy Urbina and Alicia Niwagaba was excellent. The Singing Zoologist brought his fun and enthusiasm for animals and science. And, of course, SaulPaul was the tremendous hit we expected him to be. It was wonderful! Central Library Teen Services has partnered with Girls Rock! Every Saturday in June “Girls Rock” will be leading workshops in using musical instruments, sheet music composition, chorus singing, and positive building and engagement. These activities will be reflective of paid workshops/camps they provide to young girls in Austin. The workshops this summer will be all gender. Staff members from Hampton and Windsor Park Branches presented a book discussion at the Jones Contemporary Art Museum. Their presentation was on the graphic novel The Incantations of Daniel Johnston about the life of the late Austin sonwriter/artist. Digital Inclusion & STEM To help with nature programming, Milwood staff created identification signs for all of the plants at the branch. They plan to add more of these signs for Milwood’s plants, trees, and wildlife inside the StoryWalk posts outside the branch once they arrive. At the Twin Oaks Branch, more customers are requesting assistance with computers to access things like social security, employment forms, IRS documents, etc. Equity, Diversity & Inclusion In celebration of Asian American & Pacific Islander Heritage month, Central Library Adult Services will host “Eat the World: Vietnamese Cooking” on Saturday, May 21, from 2:00-3:30 p.m. ArtSmart: Celebrating Asian Dragons will be a stortyime for children on Saturday, May 21 in which children will travel the world of dragons through stories, songs, rhythm and crafts. Carver Branch hosted 60 tenth graders from the International High School based at Eastside HS. They learned about their school library cards, how to access Spanish language eBooks, and checked out the library during their visit. Ninety per cent of the students were ESL, so the school and branch manager collaborated on providing the presentation in both English/Spanish as well as ensuring all materials that they took home were in Spanish! Civic and Community Engagement Strategic Plan and Facility Master Plan. In the next few weeks Austin Public Library will send out a survey for the community. It will be available in multiple languages. We will also have a group doing a Facility Condition Assessments of most of our buildings in the near future. St. John Branch staff provided materials for customers to make cards for the branch to send to Seniors. Their customers said that they really enjoyed this opportunity to spread kindness, and the branch collected a big pile of cards to send to the Senior Center. Staff Development LEAPS. Leadership Education and Public Service (LEAPS) was established in 1992 as a grassroots, employee- developed leadership enhancement training academy for City of Austin employees. Graduates gain leadership skills to develop themselves personally and professionally. The annual cohort design also establishes a cross- departmental network of colleagues. Library staff may apply to join the LEAPS FY23 Cohort. The application deadline is June 3, 2022. Workforce and Economic Development All staff are excited about the upcoming Youth Career Fest scheduled for Thursday, March 31. In partnership with Austin Public Health, the Youth Career Fest is a career exploration event for Austin area high school students. The Fest will feature 160+ vendors including St. David’s Healthcare, IBC Bank, AT&T, South by Southwest (SXSW), Samsung, Dell Technologies, and more. Over 30 schools throughout the Austin area are invited to participate.
