The public is invited to a reopening celebration from 10 AM to 2 PM on Saturday, Oct. 26, at the Hampton Branch at Oak Hill. Austin City Council Member Paige Ellis, District 8, is expected to attend. 10 10 10 Recycled Reads 10 Year Anniversary On October 10 we will be celebrating 10 years of Recycled Reads goodness! Diverting over 3000 tons of materials from the landfill since we have started, Recycled Reads has become a place where individuals, other library systems in Central Texas, and groups can drop off their books for a chance of a second life. Recycled Reads provide books and media for mostly two dollars and under, and is a fun place to hunt for book treasures. It is a gathering place for poets, re-use minded individuals, Fix-It Clinics, crafters and collectors, book and music lovers. Come join us to help us mark this 10th year of operation! We will be having: Live Music with Joe Blanda A reusable mug decorating craft A discussion about Sustainable Party Planning by Bernadette Noll And more! Exhibits Entre Líneas, curated by Coka Treviño features the work of artists María Fernanda Barrero, Luisa Duarte, and Jenelle Esparza, celebrating women in Latin American and Hispanic communities. Historically, much of this group’s contributions have fallen in between the lines. This exhibition explores displacement, labor, boundaries, and fragility, in hopes to evoke pride and empower Latinas to claim their space and realize their important role in our society. Recycled Reads has diverted over 3000 tons of materials from the landfill since it opened ten years ago. 4 FACILITIES SERVICES FY2018 Bond Program Summary Description • APLs 2018 Bond Program is currently in the project initiation stage. City Council’s appropriated $3.7M in March 2019 to fund the solicitation and execution of the Professional Service Agreements necessary to implement the Library’s Bond Program. • The 2018 Bond Program for the Library Department consists of fifteen improvement projects located across the City of Austin. The projects are grouped into the following categories: Site/Civil Engineering Projects, Faulk Library Building/Austin History Center Complex Improvements, Branch Library Interior Renovation Projects, and Roof Replacement & HVAC System Upgrades. • The development framework to deliver the Library’s 2018 Bond Program will include Rotation List Solicitation, Professional Service Agreements Construction Manager at Risk, and Competitive Sealed Proposals. The program’s deliverables have a 60-month time line, and construction starts will be staggered over this period to minimize impacts to existing levels of library service. The 2018 Bond Program for the Library Department consists of fifteen improvement projects located across the City of Austin. 5 Status The FY18 Program is in the Preliminary Phase. The CCO is leading PSA procurement during this period. Packages A and D are advancing with Rotation List and stand along design solicitations. B and C require Council Approval of CMAR and CSP Methodologies and design services are advancing as stand-alone. All PSAs are anticipated to be fully executed by Nov. 2019. Schedule It is anticipated that the procurement of Professional Services Agreements that covers this phase of the work will be fully executed within 180 calendar days. Cost Pre-Design & Design costs is estimated at $3.7 million 6 FY2012 Bond Program Summary Description • Proposition 18: Library, Museums and Cultural Facilities $13.4 Million Cepeda Branch Scope of Work Site Drainage Remediation and Interior Renovation of 8,110 SF Facility Status Design Phase 90% Complete. ACFS Project Coordinator is working with architectural team to re-configure existing plans and specifications to take project out for bid. Budget / Cost Appropriation $1,049,839; Obligated $512,686.37; Balance $537,152.63 Other Issues Due to previous Project Coordinator choosing the Job Order Contract delivery method, this project was extremely fiscally tight and much of the original scope had been discarded. While it will take longer to get competitive bids for this work, we anticipate this delivery method will ensure that we can do more of the work with a responsible budget. Zaragosa Technical Support Warehouse Scope of Work Replacement of Sprinkler System (life safety) in 20,000 SF Facility Status Design Phase 90% complete Funding has been balanced for this project and we are applying for a solicitation number so that we can submit 95% drawings and specs to Quality Management Division, (QMD) Budget / Cost Appropriation $790,538; Obligated $293,337.41; Balance $497,200.59 Other Issues Construction estimate is $452,000.It is anticipated that the procurement of Professional Services Agreements that cover this phase of the work will be fully executed within 180 calendar days. University Hills Branch Scope of Work The work of this project comprises the construction of a new asphalt 29 parking space parking lot expansion at the existing University Hills Branch Library. 7 Status 100% Construction Documents and with the Development Services Dept for site plan review and estimate review process will take approx. 4 to 6 months for review/approval. Budget / Cost Appropriation $1,532,458.00; Obligated $714,941.48; Balance $817,516.52 Twin Oaks Scope of Work Installation of Solar Shades for outdoor amphitheater Status 60 % Complete, Project is anticipated to take 90 days and does not require Branch shut-down Budget / Cost Appropriation $54,544.87; Obligated $54,544.87; Balance $0.00 Other Issues Received drawings necessary for permitting from Rotation List Civil Engineer July 5 and sent to General Contractor. Waiting to hear from them about permitting and start of work. Yarborough Branch Scope of Work Interior Renovation of 15,120 sf Facility Status Construction Period 65 % Complete in the interior and 20% complete on the exterior. Substantial Completion is anticipated by Mid Oct Budget / Cost Appropriation $984,066; Obligated $869,662.21; Balance $114,403.79 Other Issues Structure of light fixture in the lobby, electrical wiring for security gates, main signs in front, under stairs panel structure, and control panel. Southeast Branch Scope of Work Replacement of the failed precast retainers at the perimeter of the building's pier and beam foundation. Status Warranty towards the end of its period 8 Budget / Cost Appropriation $838,289; Obligated $838,286.94; Balance $2.06 Other Issues A list of items that need to be corrected has been submitted by the Consultants to the GC. Some dead plants have been replaced by the sub, Kin Performance Contractors. Other items are still pending response from GC to correct the rest of the punch list. Faulk Building Re-Roof (Deferred Maintenance) Scope of Work The project will provide for the removal of the existing, built-up roof at the Faulk Central Library and its replacement with a modified bitumen, built-up roof Pleasant Hill Branch Scope of Work Roof replacement and HVAC system overhaul for 8,851 SF facility Status Construction phase 40% complete Budget / Cost Appropriation $1,147,997; Obligated $1,001,531.71; Balance $146,465.29 Hampton Branch at Oak Hill Scope of Work The project includes replacement of the deteriorated roof, new skylight and interior renovation 8,580 sq. ft. Status Construction phase at 98 % Complete Substantial Completion is anticipated by September 6, 2019. Budget / Cost Appropriation $1,490,000; Obligated $1,415,722.31; Balance $74,277.69 Scope of Work 9 Cepeda Branch / Hampton Branch Monthly Report Project Description • The Cepeda Branch Library Trail Project was initiated to provide a safe, well-lighted pedestrian pathway from the Cepeda Branch Library property at 651 N Pleasant Valley Road through to Gonzalez Street under the adjacent East Seventh overpass • The Will Hampton Branch Library at 5125 Convict Hill Road has experienced heavy use by the community since the facility first opened its doors in 1997. The community facility is public-facing and adjacent to the equally popular Dick Nichols District Park. The project consists of adding 22 parking spaces to the existing parking lot. Status CCO assigned Espy Engr. Consultants on June 28, 2019. At Scope Development and Negotiations (5%) A scheduled meeting was conducted with Espy Engr. Consultant and APL Facilities is waiting on a professional services proposal. Schedule Rotating List Assignment In-Progress. See Gantt Chart Cost Design Budget $77,349; Construction Budget $644,578 10 Cepeda Branch / Hampton Branch Monthly Schedule 11 Faulk Building / Austin History Center Monthly Report Facility Improvements & Archival Repository Expansion Project Description • The Faulk Library and Austin History Center are grouped together to meet the growth demands of the City’s burgeoning population by adding much needed archival storage space, security for collections, and upgrading environmental controls. The campus will be reinforces as a single destination that will facilitate seamless interchanges between the Faulk Building, the Austin History Center, adjacent Wooldrige Square and many nearby historical sites. • With sustainability as a project goal the work to the Faulk Building include but is not limited to modifying the 2nd and 3rd floors of JHF to meet minimal archival storage standards. Removing existing carpet and providing a sealed, epoxy-coated concrete flooring finish. Additional work includes upgrading the building M/E/P and Elevator Retrofit. Infrastructure upgrades at the Austin History Center include wheel chair lift replacements, lead-based paint abatement, renovation of worn finishes, lighting retrofit, and renovation of exteriors to redress structural and aesthetic improvements. • The work also entails improvements to the existing, occupied, historic, three story center. System upgrades include HVAC and electrical components, life safety systems, interior and exterior security camera and card access system, miscellaneous new construction, signage and retrofit for ADA compliance. The work require project designs that are reflective of the emerging architectural styles of our region and sympathetic to the City of Austin initiatives including citizen participation in the design processes, Art in Public Places, and project team participation by minority and women-owned businesses. The scope of Package “C” consists of selective demolition of the finishes of the existing building and renovations to the same that include interior finishes, floor finishes and base, new suspended ceilings and electrical service, lighting and plumbing, new gypsum drywall assemblies, storefront window systems and new furnishings. The project includes miscellaneous asbestos abatement. Compliance with current Americans with Disabilities Act (ADA) standards and the City of Austin Sustainability objectives are project goals. Warranty requirements for roofing systems shall be 20 years for leakage and weather and, 10 years for HVAC Systems. The HVAC Systems shall be upgraded to contribute to overall building energy goals, shall have low life cycle costs and capable of providing excellent indoor environmental quality while minimizing maintenance requirements. A Commissioning Agent (Cx) will assist ACFS with refining the HVAC functional requirements and roofing system rehabilitation requirements. Systems to be commissioned are Roof, Air Conditioning, Heating Systems, Security / CCTV, PV Array and Sub-Metering devices Work by related trades may include but is not limited to, asbestos abatement, steel, building automation, electrical and plumbing. Project will also feature: upgrading of the roof drainage system including scupper’s, repair and upgrade of lightning protection system. Projects which comprise Pkg. The event featured 8 storytellers from India, Sri Lanka, Vietnam, Indonesia and Iran and had an estimated attendance of 70. • On August 7, Processing Archivist Kelly Hanus represented the AHC at the Austin Chronicle’s Summer of Pride Party at Blanton. She interacted with around 50 people, solicited donations from multiple queer organizations, handed out multiple resource guides and informational materials about AHC collections and programs. • On August 24, the AHC hosted the “Your Town on TV” program organized by AHC volunteer John Moore and Media Archivist Madeline Moya. The program and pop-up exhibit featured selections from different Public Access television shows broadcast over the years that are part of the AHC’s video archives. • On August 31, African American Community Archivist kYmberly Keeton exhibited Historical Film documentation during the Capital City Black Film Festival. On May 11, the AHC hosted a transportation forum, “Off the Rails: Austin’s Commuter Future,” organized by Reference Archivist Rusty Heckaman. Representatives from about a dozen different mobility organizations around town gave lightning talks about their efforts to improve mobility as well as tabled during the open house style event, held with the backdrop of the “Off the Rails: The Rise and Fall of the Austin Streetcar” exhibit. Collections • AHC staff finished processing 3 collections, the Marietta Brooks Papers (AR.1995.004), the Austin (Tex.). Austin Resource Recovery Records (AR.2014.032), and the Prather Family Papers (AR.2005.036). The finding aids are available online at: http://www.lib.utexas.edu/taro/browse/browse_ahc1.html. • The AHC acquired 46 linear feet of records from Seton Healthcare Family documenting Brackenridge Hospital, Brackenridge School of Nursing, Children’s Hospital of Austin, Dell Children’s Hospital, and Seton’s history from 1902-2018. These records were part of the official Seton Archives that were recently closed by the company. • The AHC received a Rescuing Texas History grant run through the Portal to Texas History for digitization, metadata creation, and hosting of the Parks and Recreation Department Photo Negatives Collection (AR.2014.017). AHC staff finished processing 8 collections, the Phyllis Akmal Photographs, the Cindy Light Photograph Collection, the Heard Family Papers, the Travis County Sheriff’s Posse Rodeo Scrapbook, the Weed and Aden Families Papers, the Ada Blackburn Papers, the Gretchen Phillips Papers, and the Might! Records. The husband grew up in East Austin and his wife said he talks about his childhood home all the time. When he said the house had been torn down during Urban Renewal, Curator of Archives Molly Hults was able to find photographs from the Blackshear Urban Renewal Project in the Wukasch Records of his childhood home. Know Your District History – District 8 20 LIBRARY PRIORITIES Literacy Advancement Youth librarians at Central are now offering ‘Pop up story times’. These are story times where the librarians realize there are a good number of children in the area and they offer a ‘pop up’ story time that is unexpected, but very much welcome. For example, on Wednesday, August 14, the youth librarians gathered kids and parents in the Busy Town area of the Children’s room to read Grumpy Pants. In addition, two other pop up story times were held by staff and volunteers. Digital Inclusion & STEM The University Hills branch hosted Arcade Night on August 10. Families gathered to play video games and experience Virtual Reality. Equity, Diversity & Inclusion The library is building its offerings of programs for seniors around the city as part of the Age Friendly Austin initiative. Activities for seniors in August included: • Puzzlepalooza at Spicewood Springs • iPad Basics at St John • Yoga for Seniors at Manchaca • Genealogy at Milwood • Fifty Plus Tech Club at Twin Oaks On August 30, the Central Library hosted the program, “Piano Latino Bajo las Esrellas”. Concert pianist, Esteban Alvarez, entertained 430 people with lovely romantic music from Latin America. Eat the World: Jewish Food was held at Howson on August 10 complete with a cooking demonstration and plenty of food to sample. Little Walnut Creek Branch featured live music by local band Bamako Airlines (check them out on the Electric Ladybird streaming platform!) “A Family Culture Celebration” was held on August 7 at Central. A special teen created program, this cultural celebration was one in which children and families learned about their world from Austin’s own cultural heritage 21 center and museums. Books were read, songs were sung, music was listened to, and everyone had the opportunity to participate in a scavenger hunt around the Children’s area. 58 people attended. Civic and Community Engagement Seven local artists have created temporary sculptures and sited them at Austin Public Library branches through Austin from August 25 to November 7. Artworks will be re-installed in Edward Rendon Sr. Park for East Austin Studio Tours from November 8 to 30. Each artist will give a talk about their body of work and the sculpture they have created for TEMPO. Locations include Southeast, Willie Mae Kirk, Manchaca, Little Walnut, Hampton at Oak Hill, Ruiz and Central. Staff Development ASL: Deaf Community Workshop is a new class developed for APL staff. Participants learn about Deaf community culture and some simple do’s and don’ts etiquette, covering language, facial expressions, and how to engage with a customer. The instructor also teaches basic American Sign Language library signs and other commonly used phrases. Workforce and Economic Development Create Your In-Demand Brand was offered on Tuesday, August 13, at the Central Library.
