JOINT INCLUSION COMMITTEE (JIC) REGULAR MEETING MINUTES The JOINT INCLUSION COMMITTEE (JIC) convened a regular meeting on WEDNESDAY, APRIL 23RD, 2025, at 3:00 P.M. CST in the BOARDS AND COMMISSIONS ROOM #1101 (301 W. Second Street, Austin, Texas 78701) Chair AMANDA AFIFI called the JOINT INCLUSION COMMITTEE meeting to order at 3:02 p.m. Commissioners in Attendance: African American Resource Advisory Commission, Justin Parsons Commission on Aging: Richard Bondi (Vice-Chair) Early Childhood Council, Andrea McIllwain Hispanic Latino Quality of Life Resource Advisory Commission: Amanda Afifi (Chair) Commissioners in Attendance Remotely: Asian American Quality of Life Commission: Sonny Sin Commission on Immigrant Affairs: Melissa Ortega Commission for Women: Diana Melendez Human Rights Commission: Morgan Davis LGBTQ+ Quality of Life Commission: Jerry Joe Benson Mayor’s Committee for People with Disabilities: Jennifer Powell Commissioners Absent: Commission on Veterans Affairs: Philip Reichert or Curtis Wyman PURPOSE OF THE JOINT INCLUSION COMMITTEE: City Code § 2-1-204 mandates The Committee shall: 1) advise the council on issues pertaining to equity, diversity, and inclusion; and 2) promote close cooperation between the council, City management, City boards, commissions, committees, and taskforces, and individuals, institutions, and agencies to increase and sustain equity, diversity, and inclusion in the city. APPROVAL OF MINUTES AGENDA 1 1. 2. Approve the minutes of the JOINT INCLUSION COMMITTEE’s REGULAR MEETING on FEBRUARY 26TH, 2025. The minutes for the JOINT INCLUSION COMMITTEE’s FEBRARY 26, 2025 MEETING were approved at the APRIL 23RD MEETING on COMMISSIONER LISA CHANG’s motion, COMMISSIONER JERRY JOE BENSON’s second, on a 10-0 vote (Absent: Commission on Veterans Affairs’ Philip Reichert and Curtis Wyman.) Approve the minutes of the JOINT INCLUSION COMMITTEE’s REGULAR MEETING on MARCH 26TH, 2025. The minutes for the JOINT INCLUSION COMMITTEE’s MARCH 26, 2025 MEETING were approved at the APRIL 23RD MEETING on COMMISSIONER SONNY SIN’s motion, COMMISSIONER JUSTIN PARSON’s second, on a 10-0 vote (Absent: Commission on Veterans Affairs’ Phillip Reichert and Curtis Wyman.) STAFF BRIEFINGS 3. Briefing on the Austin Lesbian & Gay Peace Officers Association and the 4th World LGBTQI+ Conference for Criminal Justice Professionals August 5-8, 2025 by Sgt. Michael Wilmore-Crumrine (he/him). Sgt. Wilmore-Crumrine discusses the August conference. Presentation begins with Sgt. Wilmore-Crumrine describing that the City acknowledges that the LGBTQI+ community is experiencing a huge amount of anxiety and stress considering the political climate and because of incidents with the Austin Police Department. Sgt. Wilmore-Crumrine shares history of the organization and how the Austin Police Department has changed it’s policies and trainings. Sgt. Wilmore-Crumrine shares information regarding the conference’s purpose of brining people together to discuss issues and matters the LGTBQI+ members of the community are facing and shares that Commissioners can go to the website 4th World LGBTQI+ Conference for Criminal Justice Professionals to learn more. DISCUSSION ITEMS 4. 5. Discussion on reappointment of Primary and Secondary Representative to the Joint Inclusion Committee, before the end of April, by emailing the Chairs of Member Commissions, and the staff liaisons, to sponsor an agenda item. Discussion regarding member commissions sponsoring a discussion and action item to the agendas for their next meetings. Discussion on supporting Joint Inclusion Committee’s Member Commissions’ budget recommendations by following up with appointing Council Members or Mayor (i.e., following up with appointing Council Members regarding the creation of the Native American and Indigenous Community Commission.) 2 Updates on collaboration with community organizations and necessary steps JIC members could do in following up with Council and/or the Mayor. Update to City Code to reflect addition of Commission on Veterans Affairs, approved by Council, August 29, 2025. See Adopted Ordinances Not Yet Codified. Discussion on City Code being updated in May. Discussion on the upcoming State Sales Tax Holiday for Emergency Supplies, April 26- 28. List of Qualifying Items for the exemption. No updates. Conduct officer elections for the positions of the 2025 Joint Inclusion Committee’s Chair. Commissioner Amanda Afifi was approved to be the Chair of the Joint Inclusion Committee on Commissioner Richard Bondi’s first, and Commission Morgan Davis’s second on a 9-0 vote (Off the dais: Commissioner Melissa Ortega and Absent: Commissioners Philip Reicher or Curtis Wyman). Conduct officer elections for the position of the 2025 Joint Inclusion Committee’s Vice- Chair. Commissioner Richard Bondi was approved to be the Vice-Chair of the Joint Inclusion Committee on Commissioner Amanda Afifi’s first, and Commission Morgan Davis’s second on a 9-0 vote (Off the dais: Commissioner Melissa Ortega and Absent: Commissioners Philip Reicher or Curtis Wyman). Approve a Joint Inclusion Committee budget recommendation for the City of Austin Fiscal Year Budget 25-26 from the African American Resource Advisory Commission. Joint Inclusion Committee’s budget recommendation endorsement of the FY25-26 African American Resource Advisory Commission was approved on Commissioner Justin Parsons’ first, and Commissioner Morgan Davis’s second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). Communicate and collaborate with the Chairs of the Public Safety Commission as it relates to the Public Safety Commission becoming a member of the Joint Inclusion Committee. Discussion on items 12-14. Motion to email the three Commissions to present to the JIC is approved on Commissioner Justin Parsons’ first, and Commissioner Morgan Davis’s second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). 13. Communicate and collaborate with the Chairs of the College Student Commission as it relates to the College Student Commission becoming a member of the Joint Inclusion 3 Committee. Communicate and collaborate with the Chairs of the Community Development Commission as it relates to the Community Development Commission becoming a member of the Joint Inclusion Committee. Invite the new Director of the Office and Equity Inclusion, Dr. Lindsey Wilson, to the Joint Inclusion Committee’s May 28th regular meeting for an introduction to the Joint Inclusion Committee’s member commissions. Motion to invite the new Director of the Office of Equity and Inclusion, Dr. Lindsey Wilson, is approved by Commissioner Melissa Ortega’s first, and Commissioner Andrea McIllwain’s second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). Approve creating an Emergency Preparedness Workgroup to advocate for, and follow up on, increased community involvement in the existing partnership between City and County Agencies on emergency preparedness. Motion to create an Emergency Preparedness Workgroup, is approved by Commissioner Justin Parsons’ first, and Commissioner Morgan Davis’s second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). Motion to approve Commissioners Lisa Chang, Jerry Joe Benson, and Richard Bondi to serve on the Emergency Preparedness Workgroup is approved on Commission Melissa Ortega’s first, and Commissioner Andrea McIllwain’s second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). Approve creating a Joint Inclusion Committee Budget Workgroup to track Fiscal Year 2025-26 budget recommendations through the publishing of the Fiscal Year 2025-26 City Budget. Motion to create a Joint Inclusion Committee Budget Workgroup is approved on Commissioner Andrea McIllwain’s first, and Commissioner Melissa Ortega’s second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). Motion to approve Commissioners Justin Parsons, Jerry Joe Benson, Lisa Chang, and Amanda Afifi to serve on the Joint Inclusion Committee Budget Workgroup is approved on Commission Melissa Ortega’s first, and Commissioner Justin Parsons’ second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). Approve creating a Texas State Legislative Workgroup to identify key bills which impact the Joint Inclusion Committee and its member commissions, and suggested follow up advocacy. Motion to create a Texas State Legislative Workgroup, is approved on Commissioner Melissa Ortega’s first, and Commissioner Justin Parsons’ second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). Motion to approve Commissioners Richard Bondi, Diana Melendez, and Amanda Afifi to serve on the Texas State Legislative Workgroup is approved on 4 Commissioner Justin Parsons’ first, Commissioner Andrea McIllwain’s second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). 19. Approve scheduling a date for a Special Called Meeting and invite the City’s Intergovernmental Relations Office and Legal Department to brief the Joint Inclusion Committee on the City’s work in addressing bills filed in Texas 89th Legislative, before the Legislature’s June 2nd Sine Dine date. Motion to schedule a May 7th Joint Inclusion Committee’s Special Called meeting and to invite the City’s Intergovernmental Relations Office and Legal Department to brief the Joint Inclusion Committee is approved on Commissioner Andrea McIllwain’s first, and Commissioner Justin Parsons’ second on a 10-0 vote (Absent: Commissioners Philip Reicher or Curtis Wyman). 20. Approve inviting the City’s Intergovernmental Relations Office and Legal Department to brief the Joint Inclusion Committee during the Joint Inclusion Committee’s May 28th regular meeting, on the City’s work in addressing bills filed in Texas 89th Legislative, before the Legislature’s June 2nd Sine Dine date.
