JOINT INCLUSION COMMITTEE (JIC) SPECIAL MEETING MINUTES The JOINT INCLUSION COMMITTEE (JIC) convened a special meeting on WEDNESDAY, DECEMBER 18th, 2024, at 3:00 P.M. CST in the PERMITTING & DEVELOPMENT CENTER, ROOM #1401/1402 (6310 Wilhelmina Delco Dr. Austin, TX 78752) Chair AMANDA AFIFI called the JOINT INCLUSION COMMITTEE meeting to order at 3:09 p.m. Commissioners in Attendance: Commissioners in Attendance Remotely: Hispanic Latino Quality of Life Resource Advisory Commission: Amanda Afifi (Chair) Commission on Veterans Affairs: Curtis Wyman African American Resource Advisory Commission: Elaina Fowler Commission on Aging: Vice-Chair Richard Bondi Commission on Immigrant Affairs: Melissa Ortega Early Childhood Council: Eliza Gordon Human Rights Commission: Morgan Davis LGBTQ+ Quality of Life Advisory Commission: Jerry Joe Benson Mayor’s Committee for People with Disabilities: Jennifer Powell & Lisa Chang Commissioners Absent: Asian American Quality of Life Advisory Commission: Sonny Sin or Nayer Sikder Commission for Women: Diana Melendez or Julie Glasser PURPOSE OF THE JOINT INCLUSION COMMITTEE: City Code § 2-1-204 mandates The Committee shall: 1) advise the council on issues pertaining to equity, diversity, and inclusion; and 2) promote close cooperation between the council, City management, City boards, commissions, committees, and taskforces, and individuals, institutions, and agencies to increase and sustain equity, diversity, and inclusion in the city. 1 PUBLIC COMMUNICATION The first ten speakers signed up prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. None. APPROVAL OF MINUTES 1. Approve the minutes of the JOINT INCLUSION COMMITTEE’s SPECIAL CALLED MEETING on OCTOBER 23RD, 2024. The minutes were approved at the December 18th Special Called meeting on COMMISSIONER RICHARD BONDI’S motion, COMMISSIONER JENNIFER POWELL’S second, on a 7-0 vote (Off the dais: Commissioners Elaina Fowler from the African American Resource Advisory Commission and Morgan Davis from the Human Rights Commission. Absent: Commissioners Sonny Sin and Nayer Sikder from the Asian American Quality of Life Advisory Commission and Julie Glasser and Diana Melendez from the Commission for Women.) STAFF BRIEFINGS 2. Briefing on updates and opportunities for the City’s Open Government Partnership. (Ana DeFrates, Research Program Lead, Office of Innovation; Amanda Jasso, Equity and Inclusion Program Manager) Ana DeFrates serves as the Innovation Research Program Lead with the Office of Innovation where she helps facilitate the work of the Open Government Partnership (OGP) in collaboration with City departments and community members. Ana DeFrates shares the history of, and updates on the OGP. The presentation includes information on the OGP’s historical background and project approach of honoring the past OGP work. Ana DeFrates shares the current published commitments of Austin’s OGP Action Plan for 2024-2028 which includes 1) AI Accountability, 2) Climate Adaptation, and 3) Economic Resilience. Ana DeFrates shares that the approach of the project is to use a Futuristic Framework to reach these commitments. The Futuristic Framework includes being proactive and to use the City’s initial OGP project’s award winning Equity Assessment Tool. The Action Plan is dependent on the Equity Assessment Tool and collaboration with community partners who have an aligned racial analysis because they have participated in the Equity Office’s Undoing Racism Workshop through the People’s Institute for Survival and Beyond. Ana DeFrates is hopeful that once a director is hired for the newly created Office of Equity and Inclusion, the Equity Plan will be published, and the OGP’s fundamental requirement to co-create with members of the community will continue by recruiting participants for the Equity Assessment Working Group. DISCUSSION ITEMS 2 3. 4. 5. 6. 8. 9. Discussion on maintaining quorum through the FY2025-26 Budget Recommendation writing period by using the City’s holdover period. COMMISSIONERS RICHARD BONDI and AMANDA AFIFI share updates on need for reapplying for Districts 2, 4, 6, 7, 10, and Mayor’s appointee during the 60 day holdover period. They also share that Districts 6, 7, and 10 have new Council members. Discussion on the make-up session for the November 6th JIC’s Community Voices and Choices session on December 11th. COMMISSIONER AMANDA AFIFI shares that many recommendations from last year were given one time funding and recommendations this year should include language about maintaining and continuing funding. COMMISSIONERS AMANDA AFIFI and RICHARD BONDI share that highlights from the session were requests for continued funding of the Family Stabilization Grant; funding for workforce development and early childhood care. Discussion on developing a list of possible budget recommendations topics for the City’s FY26 budget. List to be considered in February and/or March. Discussion on including Joint Inclusion Committee updates on home Commission monthly agendas. Specific wording to be emailed to the JIC by staff liaison, Alejandra Mireles. DISCUSSION AND ACTION ITEMS 7. Approve the creation of a shared website listing FY26 budget recommendations for the Joint Inclusion Committee’s Commissions. COMMISSIONERS RICHARD BONDI and AMANDA AFIFI will send a request for communication to be sent to the JIC Commissioners regarding process for communication from member commission’s budget workgroups. Approve a Budget Recommendation Writing Workgroup for the FY26 City Budget. No updates. Approve a Get to Know Your Commission Day in 2025. The Get to Know Your Commission Day is approved on COMMISSIONER MORGAN DAVIS’s first and COMMISSIONER ELIZA GORDON’s second on a 9-0 vote (Absent: Commissioners Sonny Sin and Nayer Sikder from the Asian American Quality of Life Advisory Commission and Julie Glasser and Diana Melendez from the Commission for Women.) WORKING GROUP UPDATES 10. Budget & Policy Priorities Workgroup – updates on issues related to the FY25-26 City Budget (Workgroup Members: Commissioners Amanda Afifi, Richard Bondi, Morgan 3 11. Davis, Melissa Ortega, and Elaina Fowler). Updates given during agenda item 4. Investigating the involvement of Indigenous People and/or Native Americans to afford the group a voice Workgroup. (Workgroup Members: Commissioners Amanda Afifi, Richard Bondi, Elaina Fowler, and Morgan Davis). COMMISSIONER RICHARD BONDI shares that has reached out to several groups and hopes to hear back soon. FUTURE AGENDA ITEMS: Request for a staff briefing from the Homeless Strategy Office and Housing Department. Budget recommendations for JIC consideration. Request to approve a workgroup to investigate resources from HSEM/Travis County emergency response programs. ADJOURNMENT: 4:38 P.M.
