JOINT INCLUSION COMMITTEE (JIC) REGULAR MEETING MINUTES The JOINT INCLUSION COMMITTEE (JIC) convened a regular meeting on WEDNESDAY, SEPTEMBER 25th, 2024, at 3:00 P.M. CST in the BOARDS & COMMISSIONS ROOM #1101 (301 W. 2ND STREET, AUSTIN, TX 78701) Chair AMANDA AFIFI called the JOINT INCLUSION COMMITTEE meeting to order at 3:09 p.m. Commissioners in Attendance: Hispanic Latino Quality of Life Resource Advisory Commission: Amanda Afifi (Chair) Commission on Aging: Richard Bondi (Vice Chair) Commissioners in Attendance Remotely: African American Resource Advisory Commission: Elaina Fowler Asian American Quality of Life Advisory Commission: Sonny Sin & Nayer Sikder Commission on Immigrant Affairs: Melissa Ortega Commission for Women: Diana Melendez Human Rights Commission: Morgan Davis Mayor’s Committee for People with Disabilities: Jennifer Powell & Lisa Chang Commissions With Vacancies: Commission on Veterans Affairs Commissioners Absent: Early Childhood Council: Eliza Gordon LGBTQ+ Quality of Life Advisory Commission: Jerry Joe Benson AGENDA PUBLIC COMMUNICATION The first ten speakers signed up prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. None. 1 APPROVAL OF MINUTES 1. Approve the minutes of the COMMITTEE’s SPECIAL CALLED MEETING on SEPTEMBER 4TH, 2024. The minutes were approved on COMMISSIONER JENNIFER POWELL’s motion, COMMISSIONER JERRY JOE BENSON’s second, on a 6-0 vote. (Off the dais: African American Resource Advisory Commission’s Commission Fowler, Commission for Women’s Commissioner Diana Melendez, and Human Rights Commission’s Commissioner Morgan Davis. Absent: Early Childhood Council’s Commissioner Eliza Gordon.) DISCUSSION ITEMS 2. Presentation by Sunday Sessions ATX with an overview of the organization, upcoming opportunities for Community engagement, and needs for FY25. (Cierra Madison, Founder of Sunday Sessions ATX) Cierra begins presentation by providing context for Resolution 20240215-023. Shares that Austin’s Black and Brown communities do not have green spaces available to them. Shares that Sunday Sessions ATX has been rejected for permits, that the impacts of this has shown a bias when serving Austin’s Black and Brown owned businesses and communities. Cierra shares that because People of Color continue to be displaced from central Austin, it is important to provide a central local for Black and Brown people to socialize in green spaces. Sunday Sessions ATX asks for structural support and money in support of the organization’s work and the impact of the work. COMMISSIONER SONNY SIN thanks Cierra for presenting and asks if Sunday Sessions ATX has connected with Parks and Recreations Department. COMMISSIONER ELAINA FOWLER thanks Cierra for presenting and asks the JIC what the Commission can do to support Sunday Sessions ATX. COMMISSIONER JERRY JOE BENSON answers the JIC can draft a Recommendation to request that City fees are waived, and to bring for approval during the next JIC meeting. COMMISSIONER LISA CHANG asks if Sunday Sessions ATX has a 501c3 status because organizations such as H.E.B. can provide grants. COMMISSIONER RICHARD BONDI asks if Sunday Sessions ATX can share flyers with the JIC so that Commissioners can promote the events. COMMISSIONER AMANDA AFIFI thanks Cierra for presenting. Discuss updates from attending the Joint Inclusion Committee’s Budget Engagement Session with City Departments on September 7th, 2024. COMMISSIONER AMANDA AFIFI provides context about opportunity. COMMISSIONER RICHARD BONDI shares take away about what is the in purview of 3-1-1. COMMISSIONER AMANDA AFIFI shares about early childcare funding moving from APH to EDD. COMMISSIONER ELAINA FOWLER shares about connecting with Austin Energy over solar stations, Watershed Department about flood systems and 2 3. DISCUSSION AND ACTION ITEMS 7. responses, and Austin Public Library about the possibility for the African American Resource Advisory Commission holding meetings at different locations throughout the City. COMMISSIONER LISA CHANG shares that she met with the Homeland and Emergency Security Management to learn more about the idea of a registry for residents to self-identify as someone having a disability. Discuss updates for collaborating with the College Student Commission. No updates. Discuss updates on the Commission on Aging’s initiative for a City of Austin Implicit Bias Day. No updates. Discuss updates on the Commission on Veteran Affairs becoming a member of the Joint Inclusion Committee. COMMISSIONER RICHARD BONDI provides overview of the process and that the Commission on Veterans Affairs will be selecting two representatives for the Joint Inclusion Committee. Approve Commissioners attending the Joint Inclusion Committee’s FY25 Community Input Sessions on October 2nd, October 16th, November 6th, and November 20th, 2024. COMMISSIONER AMANDA AFIFI describes importance of not speaking on behalf of the Joint Inclusion Committee at the sessions and that Commissioners would be attending as individuals to collect information. COMMISSIONER AFIFI shares that they are approving a Commissioner to attend and avoid a making a quorum at each session. COMMISISONERS AMANDA AFIFI, RICHARD BONDI, and LISA CHANG were APPROVED to attend the October 2nd session on COMMISSIONER MELISSA ORTEGA’s motion, COMMISSIONER JENNIFER POWELL’s second on an 8-0 vote (Off the dais: Commissioner Elaina Fowler. Absent: Early Childhood Council’s Commissioner Eliza Gordon.) COMMISSIONERS AMANDA AFIFI, RICHARD BONDI, MELISSA ORTEGA, and JERRY JOE BENSON were APPROVED to attend the October 16th session on COMMISSIONER SONNY SIN’s motion, COMMISSIONER MORGAN DAVIS’ second on an 8-0 vote (Off the dais: Commissioner Elaina Fowler. Absent: Early Childhood Council’s Commissioner Eliza Gordon.) COMMISSIONERS AMANDA AFIFI, RICHARD BONDI, SONNY SIN, and MORGAN DAVIS were APPROVED to attend the November 6th session on COMMISSIONER JERRY JOE BENSON’s motion, COMMISSIONER MELISSA ORTEGA’s second on an 8-0 vote (Off the dais: Commissioner Elaina Fowler. Absent: Early Childhood Council’s Commissioner Eliza Gordon.) COMMISSIONERS AMANDA AFIFI, RICHARD BONDI, MELISSA ORTEGA, and JERRY JOE BENSON were APPROVED to attend the November 20th session 3 4. 5. 6. 8. 10. on COMMISSIONER MELISSA ORTEGA’s motion, COMMISSIONER JERRY JOE BENSON’s second on an 8-0 vote (Off the dais: Commissioner Elaina Fowler. Absent: Early Childhood Council’s Commissioner Eliza Gordon.) Approve the Joint Inclusion Committee’s Regular Meeting schedule (dates and location) for 2025. COMMISSIONER AMANDA AFIFI asks to change the December 4th date to December 3rd. The Joint Inclusion Committee’s Regular meeting schedule was APPROVED on COMMISSIONER MELISSA ORTEGA’s motion, COMMISSIONER JENNIFER POWELL’s second on an 8-0 vote (Off the dais: Commissioner Elaina Fowler. Absent: Early Childhood Council’s Commissioner Eliza Gordon.) WORKING GROUP UPDATES 9. Budget & Policy Priorities Workgroup – updates on issues related to the FY24-25 City Budget (Workgroup Members: Commissioners Amanda Afifi, Richard Bondi, Morgan Davis, Melissa Ortega, and Elaina Fowler). COMMISSIONERS AMANDA AFIFI and RICHARD BONDI share about the presentation, and about the possibility of including a proposed budget timeline for the City’s FY26 budget. Other updates given during agenda items 3 and 7. Investigating the involvement of Indigenous People and/or Native Americans to afford the group a voice Workgroup. (Workgroup Members: Commissioners Amanda Afifi, Richard Bondi, and Morgan Davis). No updates. FUTURE AGENDA ITEMS: Update on the Joint Inclusion Committee’s Community Voices and Choices session. Update on work towards an Implicit Bias Day in the City. Update on collaboration with the College Student Commission. Update on an LGBTQ+ Quality of Life Cultural Center, including its feasibility study. Approve a workgroup to investigate the possibility of an APD Self Identification Registration for people with disabilities.
