JOINT INCLUSION COMMITTEE (JIC) REGULAR MEETING AGENDA December 7th, 2022 REGULAR MEETING of the JOINT INCLUSION COMMITTEE (JIC) WEDNESDAY, DECEMBER 7th, 2022 at 3:00 P.M. CST AUSTIN CITY HALL BOARDS & COMMISSIONS ROOM 301 W. 2nd Street, Austin, TX 78701 MEETING AGENDA This meeting is being held in a hybrid format, and some members of the Commission may be participating by video conference. Public comment will be allowed in-person or via telephone. Remote speakers must register in advance (December 6th by 12pm-Noon CST). All public comments will occur at the beginning of the meeting and public speakers will be allowed up to three minutes to provide their comments. To speak or attend remotely, residents must contact the Equity Office’s Commission/Neighborhood Liaison, Jeremy Garza, no later than 12pm- noon (CST) on Tuesday, December 6th, 2022. APPROVAL OF MINUTES 1. Approve the minutes of the COMMISSIONS SPECIAL CALLED MEETING on October 26th, 2022. STAFF PRESENTATION 2. Austin Public Health (APH) - Michelle Friedman, Akeshia Johnson-Smothers, and Roshanda Hodges: Presentation and request for feedback on the Basic Needs Issue Area Solicitation. DISCUSSION AND ACTION ITEMS 3. Discussion and possible action on nominating a new vice-chair of the JIC. City Clerk says only primary representatives of the JIC can be chair/vice-chair, and Ryn Gonzales (who was nominated as vice-chair in October) is an alternate representative, and therefore does not qualify for leadership within the JIC. The vote in October affirming her as vice- chair is now null and void. Discussion and possible action on the FY23-24 Budget Process, including feedback from the November 5th Budget Workshop. Discussion and possible action on the Quality-of-Life Town Halls. Discussion possible actinon Joint QoL Study Retreat at the end of January. 4. 5. 6. Discussion on the “How to Commission Manual” and possible action on creating a workgroup to develop commissioner onboarding, budget training, how-to commission guide, and facilitation suggestions on how to run a commission meeting, including recommendations for staff presentations, etc. Discussion and possible action on the Q&A document from City Clerk’s Office, and follow-up responses from the Clerk on additional questions from commissioners. Discussion and possible actions on how to make commission meetings and events more accessible. Discussion and possible action on establishing any needed working groups of the JIC or authorizing additional members for existing working groups. Discussion on leadership vacancies in the City's Equity Office, Innovation Office, Civil Rights Office, and Office of Police Oversight; with possible action on recommending JIC and community involvement in the candidate selection.
