JOINT INCLUSION COMMITTEE (JIC) SPECIAL CALLED MEETING MINUTES OCTOBER 5th, 2022 SPECIAL CALLED MEETING of the JOINT INCLUSION COMMITTEE (JIC) WEDNESDAY, OCTOBER 5th, 2022 at 3:00 P.M. CST Permitting & Development Center (PDC) 6310 Wilhelmina Delco Dr, Austin, TX 78752 RM #1215 MEETING MINUTES This meeting is being held in a hybrid format, and some members of the Commission may be participating by video conference. Public comment will be allowed in-person or via telephone. Remote speakers must register in advance (October 4th by 12pm-Noon CST). All public comments will occur at the beginning of the meeting and public speakers will be allowed up to three minutes to provide their comments. To speak or attend remotely, residents must contact the Equity Office’s Commission/Neighborhood Liaison, Jeremy Garza, no later than 12pm- noon (CST) on Tuesday, October 4th, 2022. The information required is the speaker’s name, the item number(s) they wish to speak on, whether they are for/against/neutral, email address, and telephone number (must be the same number that will be used to call into the meeting). None. APPROVAL OF MINUTES 1. Approve the minutes of the COMMISSIONS REGULAR MEETING on August 24th, 2022. a. Motion to approve meeting minutes made by Commissioner Greg Smith. Seconded by Commissioner Raul Alvarez. All in Favor, none abstained, none opposed. Motion passed unanimously. OCTOBER 5th, 2022 JOINT INCLUSION COMMITTEE (JIC) SPECIAL CALLED MEETING MINUTES DISCUSSION AND ACTION ITEMS 2. Discussion and possible action on the Q&A document from City Clerk’s Office. a. Charles Curry: The final product of the budget workgroup should be a report back to the commission on the final budget adoption. i. Ryn thought Working groups were informal advisory bodies to the commission, but no, they must have a defined purpose, with an end date and end product to the commission. b. Follow Up Questions for the City Clerk i. Ryn Gonzales: Given that the budget process is an entire year, what is the City Clerk’s recommendation on Budget Workgroups? ii. Clarification from City Clerk is needed on Question #4: At Townhalls and community meetings, is attendance by commission members limited at these events? If so, what is the limitations? Can all commissioners join the community town hall they are organizing for the communities they represent? iii. Clarification from City Clerk is needed on Question #5: At a Townhall or community meeting organized by a commission, is there a distinction between “attendance” and “participation”? What if a commissioner declares they are not speaking on behalf of any commission? iv. Staff Liaison will follow up with the city clerk on the above question. Discussion and possible action on the budget calendar and budget process for the FY23- 24 Budget, including budget town halls. a. Budget Office has been rigorous about meeting their obligation to provide the JIC with information. They have given us two documents (found in backup) indicating all the board & commission recommendations and if they made it to the city manager’s budget. Also provided is a tracking sheet on the changes & amendments city council made during budget adoption. b. First question: is there any reason for the budget office to come meet with us, to give a formal presentation on what is in the final FY22-23 Budget. Commissioners agree there is no need for a formal presentation. c. The approved budget document publication takes a couple of months, once available from the Budget Office, the staff liaison will share with commissioners. d. November 5th Budget Workshop Session – Finance Director Ed Van Eenoo will conduct a Q&A to address how commissions can better fulfill their function to advise City Council on the Budget. i. The following commissioners will be unavailable on November 5th: 1. Vince Cobalis – Asian American Quality of Life Commission 2. Amanda Afifi – Hispanic/Latino Quality of Life Commission 3. All in favor, none opposed, motion carries unanimously. e. JIC Sponsored Town Halls before the end of the year? i. The Commission agrees to host three joint town halls this upcoming November, December, and January. ii. Commissioners do not want this to be called a “budget town hall,” but just a “Quality of Life Town Hall for the Community” iii. These town halls will combine and address several topics on the FY23-24 budget, the quality-of-life studies, and more. 4. 5. Discussion and possible action on creating a budget workgroup, designating members, outlining responsibilities, timeline, and authorizing members to speak on behalf of the Joint Inclusion Committee on matters pertaining to their assignment. a. Motion on Budget Workgroup: Motion to designate a Budget Workgroup to investigate the challenges our community face and that need to be included in the upcoming FY23-24 budget. The workgroup shall consist of no more than 5 members. Will make periodic reports to the JIC as deemed appropriate, with a summary report on what is included in the adopted budget, no later than October 31st, 2023. The workgroup members are authorized to represent the JIC as necessary and speak on behalf of the committee on matters pertaining to their assignment. i. Moved by Commissioner Vincent Cobalis. Seconded by Commissioner Greg Smith. No questions. All in favor, none opposed the motion passed unanimously. b. Named members of the budget workgroup: Charles Curry, Ryn Gonzales, Richard Bondi or Amy Temperley, Kirk Yoshida (nominated by Vince Cobalis) and Idonna Griffith (nominated by Kimberly Brienzi), and Juan Vences-Benitez (nominated by Karen Crawford). Discussion and possible action on creating a housing workgroup, designating members, outlining responsibilities, schedule and authorizing members to speak on behalf of the Joint Inclusion Committee on matters pertaining to their assignment. a. Motion on Housing Workgroup: Motion to designate a housing workgroup to investigate and report on the housing challenges currently facing the communities represented on the Joint Inclusion Committee (JIC). The workgroup will consist of no more than five members, with replacement members to be designated by the JIC as necessary. The workgroup will make periodic reports/recommendations to the JIC as deemed appropriate with a summary report no later than October 31, 2023. The workgroup members are authorized to represent the JIC as necessary and speak on behalf of the committee on matters pertaining to their assignment. i. Motioned by Charles Curry. Seconded by Karen Crawford. No questions, Raul Alvarez abstains, all remaining Commissioners in favor, motion passes. Discussion and debrief on the Quality-of-Life Information Session on Saturday, September 10th, and possible action on creating a Quality-of-Life Study workgroup, designating members, outlining responsibilities and schedule and authorizing members to speak on behalf of the Joint Inclusion Committee on matters pertaining to their assignment. a. Motion on Quality-of-Life Studies Workgroup: Motion to designate a Quality-of- Life Studies workgroup to discuss issues pertaining the Quality-of-Life Studies and make recommendations to the JIC. The workgroup will consist of no more than five JIC quorum members, with replacement members to be designated by the JIC as necessary. The workgroup will make periodic reports/recommendations to the JIC as deemed appropriate with a summary report no later than October 31, 2023. The workgroup members are authorized to represent the JIC as necessary and speak on behalf of the committee on matters pertaining to their assignment. i. Motioned by Raul Alvarez. Seconded by Kimberly Brienzi. All in favor, none abstained, none opposed, and motion passed unanimously. b. Named Members of the Quality-of-Life Studies workgroup: Rebecca Austen (Commission for Women), Juan Vences-Benetiz (Commission on Immigrant Affairs), Amy Temperley or Richard Bondi (Commission on Seniors/Aging), Raul Alvarez (Early Childhood Council), Idonna Griffith or Kimberly Brienzi (Human Rights Commission); Also Melissa Taylor (Ad-Hoc Consultant Member) Discussion and possible action on establishing any other needed working groups of the JIC in addition to the ones named above. a. None. Discussion and possible action on authorizing the chair and vice chair to speak on behalf of the Joint Inclusion Committee regarding the work of the Committee. a. Motion to authorize the chair and vice chair to speak on behalf of the JIC regarding the work of the Committee until April 2022. i. Motioned by Vincent Cobalis. Seconded by Karen Crawford. All in favor, none opposed, motion passed unanimously. Discussion and possible action scheduling JIC meetings for the 2023 calendar year. a. Motion to approve the JIC’s 2023 Annual Meeting Calendar, which maintains the current schedule of regular meetings for 3-5pm on the 4th Wednesday of every month; with the exception of no meeting in November, and December’s meeting on the first Wednesday of the month. b. Motioned by Karen Crawford. Seconded by Vincent Cobalis. All in favor, none abstained, none opposed, and the motion passed unanimously. OCTOBER 5th, 2022 JOINT INCLUSION COMMITTEE (JIC) SPECIAL CALLED MEETING MINUTES FUTURE AGENDA ITEMS 10. Call for items from Committee members: a. Presentation form M.D. Candidate (UT Dell Medical) on non-profit "Dollar For" helping to provide Medical Debt Relief b. Vice-Chair election at the next meeting.
