JOINT INCLUSION COMMITTEE (JIC) REGULAR MEETING MINUTES July 27th, 2022 REGULAR MEETING of the JOINT INCLUSION COMMITTEE (JIC) WEDNESDAY, JULY 27, 2022 3:00 P.M. City of Austin Permitting and Development Center, Room 1215 6310 Wilhelmina Delco Dr., Austin, Texas 78752 MEETING MINUTES This meeting is being held in a hybrid format, and some members of the Commission may be participating by videoconference. Public comment will be allowed in-person or via telephone. Remote speakers must register in advance (July 26th by 12pm-Noon). All public comments will occur at the beginning of the meeting and public speakers will be allowed up to three minutes to provide their comments. To speak or attend remotely, residents must contact the Equity Office’s Commission/Neighborhood Liaison, Jeremy Garza, no later than 12pm-noon on Tuesday, July 26th, 2022. The information required is the speaker’s name, the item number(s) they wish to speak on, whether they are for/against/neutral, email address, and telephone number (must be the same number that will be used to call into the meeting). Approve the minutes of the COMMISSION’S SPECIAL CALLED MEETING on July 20, 2022. a. Minutes unavailable; vote of approval postponed to August meeting. 3. Staff Presentation from the Office of Sustainability on Austin First Food Plan. Staff Presentation from Austin Energy on the Medically Vulnerable Registry Program. NONE APPROVAL OF MINUTES 1. Discussion of FY22-23 Budget Process, Recommendations and Endorsements Discussion and possible action a resolution approving the Joint Inclusion Committee’s Annual Internal Review for July 1, 2021 to June 30, 2022. a. Motion to approve JIC 2021-2022 Annual Review by Commissioner Cobalis. Seconded by Commissioner Temperley. All those in favor. None opposed. Motion carries unanimously. Discussion and possible action on a resolution recommending to Council that the process for selecting the next Chief Equity Officer include community and commission input and participation. a. Motion to table recommendation by Commissioner Orlowski. Seconded by Commissioner Gonzalez. Roll Call Vote: 2 in favor, 5 opposed, 1 abstain. Motion fails. b. There is no standardized process for commission involvement in high level hires at the city. Commissioners request staff liaison invite staff from corporate HRD or City Clerk to provide more information. The City Clerk regular informs about executive recruitment. c. Motion by Commissioner Cobalis to amend the resolution by adding all the names of the JIC commissions. Seconded by Commissioner Gonzalez. All in favor. None opposed. Motion amending the resolution carries unanimously. d. Motion by Commissioner Afifi to endorse amended resolution on Chief Equity Officer. Seconded by Commissioner Smith. All in favor. None opposed. Motion passes unanimously. Discussion and possible action on the Commission for Women's recommendation to support the GRACE Act that is currently under review by City Council - Rebecca Austen a. Forward this and the grace act to all commissioners. b. Has been approved by city council c. Motion to table the recommendation by Commissioner Greg Smith. Seconded by Commissioner Amy Temperley. Motion passes with one against. Tabled to next month. Discussion and possible action on the Quality-of-Life Studies for JIC Commission members, recently funded by the FY23 Draft Budget. 6. 7. 8.
