JOINT INCLUSION COMMITTEE MEETING MINUTES MAY 25th, 2022 JOINT INCLUSION COMMITTEE (JIC) May 25th, 2022 at 3:00 PM Austin City Hall Boards & Commissions Room 301 W. 2nd Street, Austin, TX MEETING MINUTES This meeting is being held in a hybrid format, and some members of the Commission may be participating by videoconference. Public comment will be allowed in person or via telephone. Remote speakers must register in advance (May 24th by 12pm-Noon). All public comments will occur at the beginning of the meeting. To speak or attend remotely, residents must contact the Equity Office’s Commission/Neighborhood Liaison, Jeremy Garza, no later than 12pm-noon on Tuesday, May 24th, 2022. Public comment will be allowed in-person or remotely by telephone. Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation. Minutes from April 27th, 2022 ● Motion to approve minutes by Amy Temperley - 2nd Robin Orlowski. All in favor, none opposed, minutes approved unanimously. PRESENTATIONS: 2. a. Cathy McHorse: Presentation to the JIC about how the ARPA funds are being invested to increase equitable access to early childhood services across Austin communities. JOINT INCLUSION COMMITTEE MEETING MINUTES 3. OLD BUSINESS: MAY 25th, 2022 a. Discussion of FY22-23 Budget Process, Recommendations & Endorsements i. Next steps in the budget process. Such as organizing informational meetings with departments, Council offices, etc. ii. Next steps in the budget process. Possible discussion includes: organizing informational meetings with departments, Council offices, etc; possible creation of budget follow-up working groups; possible vote on JIC representatives to upcoming meetings with departments, Budget Office, or Council offices. 1. Notes: ACM Hayden-Howard will have a conversation with Ed & Kerri about how they envision this part of the budget engagement process to work. This could include information being shared with the City Manager, but questions remain about the response from departments about if recommendations can be implemented with existing funds or require new funds. The part of the process being referred to here is the city manager’s proposed budget and the expectation is that commissions would be provided by the budget office a report on recommendations that were made, in terms of if they were included in the budget or not. a. New agenda item from Mayor’s Committee on Disabilities on Media authorization. Discussion and potential action on authorizing the chair and vice- chair to speak on behalf of the JIC. i. Motion by Greg to authorize the Chair & Vice-Chair of the JIC to speak to the media on behalf of the JIC – Seconded by Commissioner Orlowski. No discussion. All in Favor Aye, None Opposed, motion carries unanimously. b. Discussion and possible action on determining a process for selecting representatives for budget-related meetings. i. Charles proposed not to take action today. Research on the action taken at the original budget meeting in January, and the Chair will report back to the Committee at the next meeting if we need additional action, beyond what was taken in January. 4. NEW BUSINESS: 5. FUTURE AGENDA ITEMS: a. SOGI - Sexual Orientation & Gender Identity - To ask the City to start collecting this information. (LGBTQ Commission) b. Colony Park (Resiliency Recommendation). Committee wants the Economic Development Department to come to give an update on this issue around the Colony Park sustainable neighborhood 7 redevelopment project.
