JOINT INCLUSION COMMITTEE MEETING MINUTES April 27th, 2022 JOINT INCLUSION COMMITTEE (JIC) April 27th, 2022 at 3:00 PM Austin City Hall Boards & Commissions Room 301 W. 2nd Street, Austin, TX MEETING MINUTES This meeting is being held in a hybrid format, and some members of the Commission may be participating by videoconference. Public comment will be allowed in person or via telephone. Remote speakers must register in advance (April 26th by 12pm-Noon). All public comments will occur at the beginning of the meeting. To speak or attend remotely, residents must contact the Equity Office’s Commission/Neighborhood Liaison, Jeremy Garza, no later than 12pm-noon on Tuesday, April 26th, 2022. The information required is the speaker’s name, the item number(s) they wish to speak on, whether they are for/against/neutral, email address, and telephone number (must be the same number that will be used to call into the meeting). ROLL CALL: Present: April 27th, 2022 ● Gregory Smith – African American Resource Advisor Commission ● Vincent Cobalis – Asian American Quality of Life Commission ● Amy Temperley – Commission on Seniors ● Karen Crawford – Commission in Immigrant Affairs ● Charles Curry – LGBTQ+ Quality of Life Commission ● Robin Orlowski – Mayor’s Committee for People with Disabilities ● Amanda Afifi – Hispanic Quality of Life Advisory Commission ● Rebecca Austen – Commission on Women ● Raul Alvarez – Early Childhood Council (30min late) Absent: ● Jamarr Brown – Human Rights Commission PUBLIC COMMUNICATION: GENERAL The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Public comment will be allowed in-person or remotely by telephone. Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation. Minutes from March 23rd, 2022 Motion to Approve by Commissioner Austen. Seconded by Amy Temperley All in favor, none oppressed, motion passed. PRESENTATIONS: 2. a. Introduction: New Executive Liaison for the JIC, Assitant City Manager Hayden- Howard. She plans on attending meetings moving forward. b. Staff Briefing on APD Body-Worn & Dashboard Camera Program by Karla Peredo & Lindsay Southard, Community Engagement Specialist, Office of Police Oversight (OPO). JOINT INCLUSION COMMITTEE MEETING MINUTES i. Questions & Possible Action Taken: 3. OLD BUSINESS: April 27th, 2022 a. Discussion of FY22-23 Budget Process, Recommendations & Endorsements i. Report from Chair, Charles Curry, on the comprehensive report on JIC’s FY22-23 Proposed Budget Recommendations & Endorsements, including consideration, discussion, and possible action 1. Motion by Greg 2. Seconded by Robin 3. All in favor, none opposed, motion carries. ii. Next steps in the budget process. Such as organizing informational meetings with departments, Council offices, etc. iii. Consideration, discussion, and possible action on endorsing budget recommendations that were not discussed at the last meeting, such as 1. (Tabled Item) Colony Park Proposal from AARAC. a. Committee requests full staff presentation on this issue. 2. Mayor’s Committee: Recommendation Number 20220311-002c to increase funding for recreational services, including day habilitation services, for people with intellectual disabilities. a. Motion by Vince Cobalis, Seconded by Robin; all in favor, none opposed, motion carries unanimously. Commission Alvarez just joined. 4. NEW BUSINESS: a. April Elections: Discussion and possible action on the election of officers to the Joint Inclusion Committee (JIC) i. Chair: 1. Cobalis nominate Charles, seconded by Greg. 2. All in favor, no opposed, passes unanimously. ii. Vice-Chair Orlowski. 1. Rebecca Austen nominates Karen Crawford, seconded by Robin 2. All in favor, no opposed, passes unanimously. 5. FUTURE AGENDA ITEMS: a. Cathy McHorse: Wants to present to the JIC (or any other Board/Commission meetings) about how the ARPA funds are being invested to increase equitable JOINT INCLUSION COMMITTEE MEETING MINUTES April 27th, 2022 access for early childhood services across Austin communities - please let the other chairs know to contact me if interested? b. SOGI - Sexual Orientation & Gender Identity - To ask the City to start collecting this information. (LGBTQ Commission) c. New agenda item from Mayor’s Committee on Disabilities about media. Who must be authorized to speak for the commission? d. Colony Park (Resiliency Rec): Committee wants the Economic Development Department (EDD) to give an update on the Colony Park sustainable neighborhood re-development project. e. Zilker Recommendation 6. ADJOURNMENT: Chair Charles Curry adjourned the meeting at 5:00 pm -- The City of Austin is committed to compliance with the Americans with Disabilities Act.
