PRESENTATIONS 1. APPROVAL OF MINUTES Minutes from April 28th 2021 were approved on a motion from Commissioner Crawford and a second from Commissioner Cobalis. Vote 7-0. a) Presentation from Civil Rights Officer Carol Johnson Presenter’s server disconnected, so she will present again in the July JIC meeting. b) Presentation from Central Health Pandemic Equity from Megan Cermak Item conducted as posted, no action taken. 3. OLD BUSINESS a) Discussion and possible action on Compassion 2020 Compassion Contract Item conducted as posted, no action taken. b) Discussion and possible action on FY 2021-2022 budget recommendations 1. 2022 Budget Recommendations from Mayor’s Committee for People with Disabilities i. Recommendation 1: Commissioner Orlowski’s motion to increase funding to prove for an employment liaison to specialize in expanding inclusive job opportunities for people with disabilities with the City of Austin is seconded by Commissioner Crawford. Passed with Vote 8 – 0. ii. Recommendation 2: Commissioner Orlowski’s motion to increase funding to provide additional slots available as well as additional locations for children with intellectual disabilities in seasonal camps and after-school programs, and for adults with intellectual disabilities in recreational programs is seconded by Commissioner Afifi. Vote 8 – 0. iii. Recommendation 3: Commissioner Orlowski’s motion to provide for additional funding Austin Police Department a permanent disability community liaison who is multilingual in English American Sign Language and Spanish is seconded by Commissioner Alvarez. Vote 8 – 0. 1. Commissioner Crawford moves to amend motion from ‘provide for additional funding’ to ‘identify funding’ which is approved by Commissioner Orlowski and Commissioner Alvarez. iv. Recommendation 4: Commissioner Orlowski’s motion to provide funding for restroom improvements for people with disabilities is seconded by Commissioner Briesemeister. Vote 8 – 0. v. Recommendation 5: Commissioner Orlowski’s motion to add audible crosswalk beacons at high pedestrian traffic intersections is seconded by Commissioner Briesemeister. Vote 8 – 0. vi. Recommendation 6: Commissioner Orlowski moves to identify funding within Austin Police Department to modify all Austin Police Department identification cards to be adapted with Braille to ensure equity in the identification of all APD police officers and is seconded by Commissioner Cobalis. Vote 8 – 0. 2. Approval of a recommendation for increased funding for cultural-specific mental health awareness and services and support for the recommendations from the Asian American Quality of Life Advisory Commission and the LGBTQ Quality of Life Commission. i. 2022 Budget Recommendation from Asian American Quality of Life Advisory Commission ii. 2022 Budget Recommendation from LGBTQ Quality of Life Commission Commissioner Orlowski motions to support culturally-specific mental health, which is seconded by Commissioner Cobalis. Vote 8 – 0. 3. 2022 Budget Recommendations from Hispanic Quality of Life Commission Item conducted as posted, no action taken. 4. Health Navigator Recommendations from Commission on Immigrant Affairs i. Recommendation for increased funding for health care navigators and support for the recommendations from the Asian American Quality of Life Advisory Commission and the Commission on Immigrant Affairs Amended to add Hispanic Quality of Life Commission Commissioner Crawford motions to increase funding for health care navigators and support for the recommendations from the Asian American Quality of Life Advisory Commission and the Commission on Immigrant Affairs and the Hispanic Quality of Life Commission, which is seconded by Commissioner Cobalis. Vote 8 – 0. 5. Commission for Women Recommendation 20210505-02a Commissioner Austen motions to provide free menstrual products in public places that are controlled and managed by the City of Austin that are accessible to folks experiencing homelessness and providing kits and educational materials about menstruation and menstrual disorders to individuals experiencing homelessness, which is seconded by Commissioner Crawford. Vote 8 – 0. 6. Meeting calendar for 2021 Commissioner Orlowski motions to meet on the fourth Wednesdays at 3 pm with the exception of the November and December meetings which is seconded by Alvarez. Vote 7 – 0. 7. Discussion and possible action on adding a community member to the JIC Commissioner Alvarez motions to table indefinitely and seconded by Commissioner Orlowski. Vote 7 – 0. 8. Discussion on how the JIC is explained / described to people with disabilities Item conducted as posted, no action taken. 4. NEW BUSINESS a) Discussion and possible endorsement of Mayor’s Committee for People with Disability’s Resolution Number: 20210212-2B: A Resolution to Replace Mention of TTY in City of Austin Facilities Commissioner Orlowski motions to endorse the Resolution Number: 20210212-2B: A Resolution to Replace Mention of TTY in City of Austin Facilities and is seconded by Commissioner Crawford. Vote 7 – 0. b) Discussion and possible endorsement of Mayor’s Committee for People with Disability’s Resolution Number: 20210409-2B: A Resolution Acknowledging Impacts of Winter Storm Uri on People with Disabilities Commissioner Cobalis motions to endorse the Resolution Number: 20210409-2B: A Resolution Acknowledging Impacts of Winter Storm Uri on People with Disabilities and is seconded by Commissioner Briesemeister. Vote 7 – 0. c) Discussion and possible endorsement of Mayor’s Committee for People with Disability’s Resolution Number: 20210312-2D: A Resolution For Austin Police department to reintegrate braille onto identification cards Item conducted as posted and vote taken (See: Item 3.b.vi). d) Discussion and possible endorsement of Early Childhood Council’s Resolution Number: 20210512-3biii: Spending Framework Addendums in Response to ResilientATX Resolution Tabled to next meeting. e) Discussion and possible endorsement of Early Childhood Council’s Resolution Number: 20210512-3biii: Recommendation about Family Connects in Response to ResilientATX Resolution Tabled to next meeting.
