Joint Inclusion Committee Meeting April 28, 2021 Joint Inclusion Committee Meeting to be held April 28, 2021 with Social Distancing Modifications Public comment will be allowed via telephone; no in-person input will be allowed. All speakers must register in advance (April 27, 2021 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the April 28, 2021 Joint Inclusion Committee Meeting, members of the public must: •Call or email the board liaison Rocío Villalobos at 512-351-5929 or rocio.villalobos@austintexas.gov no later than noon, (the day before the meeting). The following information is required: speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, email address and telephone number (must be the same number that will be used to call into the meeting). •Once a request to speak has been made to the board liaison, the information to call on the day of the scheduled meeting will be provided either by email or phone call. •Speakers must call in at least 15 minutes prior to meeting start time in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to Rocío Villalobos at rocio.villalobos@austintexas.gov by noon the day before the scheduled meeting. No Citizen Communication. 1. APPROVAL OF MINUTES Minutes from August 26, 2020 and March 31, 2021 were approved on a motion from Commissioner Orlowski and a second from Commissioner Briesemeister. Vote 8-0. 2. OLD BUSINESS a) Discussion and possible action on Compassion 2020 Compassion Contract. Presentation by Karen Gross on Compassion 2020 Compassion Contract. Item conducted as posted. Commissioner Álvarez, Commissioner Briesemeister, and Commissioner Orlowski will form a working group to continue discussing possible recommendations. b) Discussion and possible action on FY 2021-2022 budget recommendations. literacy was approved with a motion Recommendation 20210428-2B related to expanding digital access to online connectivity and digital from Commissioner Curry and a second from Commissioner Briesemeister. Recommendation 20210428-2B related to the budget recommendations made by the Asian American Quality of Life Advisory Commission, the Hispanic/Latino Quality of Life Resource Advisory Commission, and the Commission on Immigrant Affairs regarding funding immigrant legal services was approved with a motion from Commissioner Briesemeister and a second from Commissioner Cobalis. Vote 8-0. Recommendation 20210428-2B related to the budget recommendation made by the Asian American Quality of Life Advisory Commission regarding continuing cultural arts funding through various funding streams to offset the reduction in hotel occupancy tax funding for these programs was approved with a motion from Commissioner Cobalis and a second from Commissioner Curry. Vote 8-0. Recommendation 20210428-2B related to the budget recommendations made by the Asian American Quality of Life Advisory Commission, the Hispanic/Latino Quality of Life Resource Advisory Commission, and the Commission on Immigrant Affairs regarding language access was approved with a motion from Commissioner Cobalis and a second from Commissioner Orlowski. Vote 8-0. 3. NEW BUSINESS a) Introduction of new staff liaison for the JIC, ena ganguly. Item conducted as posted, no action taken. b) Officer elections Commissioner Curry is elected as Chair on a motion from Commissioner Cobalis and a second from Commissioner Briesemeister. Vote 8-0. Commissioner Crawford is elected as Vice Chair on a motion from Commissioner Cobalis and a second from Commissioner Orlowski. Vote 8-0. c) Discussion and possible action on adding a community member to the JIC. Item conducted as posted, no action taken. d) Discussion and possible action on how the JIC is discussed / described during city trainings. Item conducted as posted, no action taken.
