Discussion and possible action to identify candidates to fill open seat on commission. Conduct officer election for the role of Vice Chair. APPROVAL OF MINUTES The April 6, 2022, ICRC meeting minutes were approved unanimously without objection. 2. NEW BUSINESS The ICRC may discuss and take action on the following agenda items: A. Introduction of new ICRC members Commissioners McKiernan-Gonzalez and Palma introduced themselves. B. Adoption of annexations City Senior Planner Andrei Lubomudrov gave an overview of the annexation process. On Commissioner Land's motion and Commissioner Kannan's second, the ICRC unanimously approved tabling the adoption of annexations until after the City Council has taken the approved action. C. Contract renewal for legal counsel and mapping ICRC agreed to renew contract for legal counsel and mapping specialist through 2023. D. Identify future meeting dates re: action on potential annexations On Vice Chair Gonzalez's motion and Commissioner Blank's second, the ICRC unanimously approved and adopted 6 p.m., Wednesday, Aug. 10, 2022, as the next ICRC meeting date. E. Staff has compiled ordinance information as well as case numbers and other pertinent information for all potential annexations. Annexation information, including an interactive map, is available at: https://austintexas.gov/page/annexation. As of the date of this memo, five annexations have been completed in 2022. A sixth is scheduled for Council consideration on 9/1/2022, and a seventh has been indefinitely postponed. In relation to single member districts: • • three of the annexations were full purpose annexations of limited purpose jurisdiction areas and therefore do not require any changes to the single member districts map because all limited purpose jurisdiction areas were assigned Council Districts when the ICRC adopted the revised District map in October, 2021; two of the annexations were full purpose annexations of Extraterritorial jurisdiction (ETJ) and therefore are brought to the ICRC for recommended District assignments; and • one annexation is a limited purpose annexation of ETJ and will also need to be assigned a District by the ICRC. Staff has provided District recommendations for each of the annexation areas. One annexation planned at the time of this memo has been scheduled for Council consideration on September 1, 2022. The ICRC may recommend a District for this annexation prospectively at its discretion.
