Human Rights Commission Meeting Minutes Monday, March 5, 2025 HUMAN RIGHTS COMMISSION REGULAR MEETING MINUTES Monday, March 24, 2025 The Human Rights Commission convened in a regular meeting on Monday, March 24, 2025, at 301 W. 2nd St., Boards & Commissions Room, in Austin, Texas. Chair Duhon called the Human Rights Commission meeting to order at 6:04 p.m. Commissioners in Attendance: Kolby Duhon, Chair Gabriella Zeidan, Vice Chair Jeffrey Clemmons Harriet Kirsh Pozen Mariana Krueger Commissioners in Attendance Remotely: Muneeb “Meebs” Aslam Maryam Khawar Tannya Oliva Martinez PUBLIC COMMUNICATION: GENERAL None APPROVAL OF MINUTES 1. Approve the minutes of the Human Rights Commission regular meeting on February 24, 2025. The approval of the minutes of the Human Rights Commission regular meeting on February 24, 2025 was postponed until the April meeting on Commissioner Krueger’s motion, Commissioner Clemmons’ second, on a 7-0 vote. Commissioner Oliva Martinez was off the dais. Commissioners Bryant, Davis, and Weigel were absent. STAFF BRIEFINGS 2. Briefing regarding Austin Police Department’s officer training, departmental enforcement of non-discrimination policies, community engagement efforts, protest responses, and the March 2 incident on 6th Street. Recommendations from the Budget Working Group regarding commission budget recommendations for the City of Austin 2025-26 Fiscal Year. Recommendations were provided by members of the Budget Working Group. DISCUSSION AND ACTION ITEMS 4. Approve a recommendation on the FY2025-26 Budget for Enhanced Climate Resilience in Austin. The recommendation was amended to strike “Establish 15” and insert “Ensure the continued funding, and expansion of, the neighbor resilience hub pilot program in the Eastern Crescent” on Commissioner Krueger’s motion, Vice Chair Zeidan’s second, on an 8-0 vote. Commissioners Bryant, Davis, and Weigel were absent. The recommendation was amended to strike “Tree Planting Program: Implement a comprehensive program to add 50,000 trees” and insert “Urban Forestry Program: Expand funding for urban forestry efforts,” on Commissioner Krueger’s motion, Chair Duhon’s second, on a 7-0 vote. Commissioner Aslam was off the dais. Commissioners Bryant, Davis, and Weigel were absent. The recommendation was amended to strike “Install 200 new public charging stations” and insert “Offer” and insert “add incentives public charging stations in future development” on Commissioner Krueger’s motion, Chair Duhon’s second, on a 7-0 vote. Commissioner Aslam was off the dais. The recommendation was approved on Commissioner Krueger’s motion, Commissioner Clemmons’ second, on an 8-0 vote. Commissioners Bryant, Davis, and Weigel were absent. 6. Approve a recommendation on the FY2025-26 Budget for Community Dialogue Funding. The recommendation was approved on Commissioner Clemmons’ motion, Commissioner Duhon’s second, on an 8-0 vote. Commissioners Bryant, Davis, and Weigel were absent. 7. Approve a recommendation on the FY2025-26 Budget for Providing Funding for Printing and Distribution of “Know Your Rights” Red Cards at Austin Public Library Sites. The recommendation was amended to insert “up to” before “$25,000” and insert “-26” after “FY25” on Chair Duhon’s motion, Commissioner Clemmons’ second, on an 8-0 vote. Commissioners Bryant, Davis, and Weigel were absent. The recommendation was amended to strike “$25,000” and replace it with “$10,000” on Commissioner Clemmons’ motion, Commissioner Kirsh Pozen’s second on an 8-0 vote. Commissioners Bryant, Davis, and Weigel were absent. The recommendation was approved as amended on Commissioner Oliva Martinez’ motion, Chair Duhon’s second, on an 8-0 vote. Commissioners Bryant, Davis, and Weigel were absent. 8. Approve a recommendation on the FY2025-26 Budget for a High School to Technical/Trade School to City Workforce Pipeline Program. The recommendation was approved on Chair Duhon’s motion, Commissioner Zeidan’s second on a 7-0 vote. Commissioner Oliva Martinez was off the dais. Commissioners Bryant, Davis, and Weigel were absent. 9. Approve a recommendation on the FY2025-26 Budget for Improving the Accuracy and Effectiveness of the Austin Point-In-Time (PIT) Count. The recommendation was amended to add “IA” at the end of “LGBTQ” in all instances on Chair Duhon’s motion, Commissioner Zeidan’s second, on a 7-0 vote. Commissioner Oliva Martinez was off the dais. Approve a recommendation on the FY2025-26 Budget for Supporting Supplies to Enhance Immigrant Student Protections and Rights. Commissioner Meebs recused. The commission was unable to take action due to a lack of quorum. FUTURE AGENDA ITEMS Updates regarding the 2025 Texas Legislature Session. Motion by Commissioner Clemmons, second by Commissioner Krueger. Update from the Intergroup Relations Working Group. Motion by Commissioner Clemmons, second by Commissioner Krueger. Discussion and action to reform the budget working group. Motion by Chair Duhon, second by Vice Chair Zeidan. Chair Duhon adjourned the meeting at 9:26 p.m. without objection.
