Goal 1 calls for maintaining neighborhood character and assets, while Objective 1.4 promotes historic designation to preserve existing properties. The plan’s voluntary design guidelines explicitly state: “Encourage the renovation, rather than the demolition, of existing structures.” The City’s own staff report acknowledges that this circa-1938 house appears to retain integrity and was identified in the 2016 survey as contributing to a potential historic district. Continuing to approve demolitions of these properties undermines the City’s adopted commitments. A neighborhood plan means little when the very buildings and character it seeks to preserve are steadily erased. The front yard also contains an original sidewalk that I understand dates to the 1920s. To my knowledge, it is the only remaining example of its kind in our neighborhood, and its elevated position appears to document how much higher the street once stood. This is a physical connection to our neighborhood’s early history, not simply disposable concrete. Although this review concerns structures, the sidewalk’s historical significance should not be overlooked or lost during demolition or subsequent construction. I ask the Commission to postpone approval while alternatives to demolition are explored and the sidewalk is inspected, documented, and evaluated for preservation in its original location.
