HISTORIC LANDMARK COMMISSION Applications for Demolition and Relocation Permits October 7, 2026 PR-2026-118055; GF-2026-119191 1009 E. 13th Street 22 – 1 Proposal Demolish a ca. 1938 house. Architecture One-story bungalow with asymmetrical gables atop inset corner porch, horizontal wood siding, and 1:1 wood windows. Research Joseph H. Marvels and Nannie Allen married in 1896. Joseph Marvels worked as a driver and express courier, establishing a business with several partners shortly after building a house on the property at 1009 E. 13th Street in 1906. Nannie worked on improving the property over the years: in 1938, she appears to have had the original 1906 building moved to the rear of their lot and replaced with the house that stands today. The Marvels moved into the new house and sold the rear house to Maggie Jackson in 1945. She added onto the front house that same year, and commissioned a second addition in 1957. After her husband’s death in 1950, she worked as a maid and rented out rooms in her house to make ends meet. She remained there until her own death in 1968. Department Comments This item first appears on the October 7, 2026 agenda of the Historic Landmark Commission. The Commission’s 75- day timeline for action will elapse on December 21, 2026. Property Evaluation The 2016 East Austin survey lists the property as contributing to a potential local historic district. Designation Criteria—Historic Landmark 1) The building is more than 50 years old. 2) The building appears to retain integrity. 3) Properties must meet two criteria for landmark designation (LDC §25-2-352). Staff have evaluated the property and determined that it does not meet two criteria for landmark designation: a. Architecture. The building does not appear to convey architectural significance. The original pre-1906 structure appears to have been rotated and moved to the rear of the lot (now 1208 Navasota) and the current structure built in its place. b. Historical association. The property is associated with the Marvels family. c. Archaeology. The property was not evaluated for its potential to yield significant data concerning the human history or prehistory of the region. d. Community value. The property does not possess a unique location, physical characteristic, or significant feature that contributes to the character, image, or cultural identity of the city, the neighborhood, or a particular demographic group. e. Landscape feature. The property is not a significant natural or designed landscape with artistic, aesthetic, cultural, or historical value to the city. Staff Recommendation Encourage rehabilitation and adaptive reuse, relocation, or deconstruction and salvage over demolition, but approve the demolition permit application upon completion of a City of Austin Documentation Package.
