Our primary concern is that the proposed building, in its current configuration, appears substantially out of scale with the surrounding homes. The immediate context of the site is particularly important when evaluating compatibility, and we believe the proposal should be considered primarily in relation to the contributing structures that directly surround it. Scale and Massing The proposed eight-unit development, at its current height and bulk, appears significantly larger than the established scale of this portion of West Lynn. The applicant’s renderings (attached) illustrate the proposed building rising substantially above the one-story cottages immediately adjacent at 613, 615, and 617 West Lynn, as well as the neighboring condominium buildings. This contrast is particularly striking from the street and raises concerns about whether the proposed massing appropriately responds to the established character and scale of this portion of the block (OWANA Design guidelines 1.0 Promote prevailing neighborhood character, 1.2 Maintain consistent mass and scale, and 2.2 Minimize driveway width and curb cuts) Front Setback We respectfully request that the applicant provide a dimensioned site plan clearly identifying the proposed front setback and demonstrating how it compares with the established setbacks of the contributing homes on the block. The front setback is an important component of the established development pattern and should be evaluated in the context of the surrounding properties. The project materials should clearly demonstrate how the proposed setback relates to the prevailing setback pattern of this portion of West Lynn. (OWANA Design guideline 3.1 Maintain street setback lines) Height and Immediate Context We believe height and massing should be evaluated primarily in relation to the adjacent contributing structures and the immediate block, rather than against isolated examples from elsewhere in the district. The larger structures cited by the applicant are scattered throughout, and in some cases outside, the district. Many are also single-family homes situated on substantially larger lots and therefore do not provide an appropriate comparison for the immediate context of 611 West Lynn. By contrast, the modest one-story cottages surrounding the property provide a much more relevant basis for evaluating whether the proposed building is compatible with this particular block. (OWANNA Design guideline 1.3 Maintain historic land use patterns) Recent Revisions We recently met with the developer and architects to review additional changes made in response to the ARC’s recommendations. We appreciate their willingness to meet with us and to consider revisions, and we recognize that the project has evolved since the August 12 ARC meeting. Several of the revisions, including the stepped-back bulkhead, terra-cotta elements, porches, and new window, are positive design improvements. However, we continue to believe that several significant issues have not yet been adequately addressed. In particular, these revisions do not resolve our fundamental concerns regarding the project’s front setback, overall size, height, and massing. The central question remains whether the building, as currently configured, is appropriately scaled and positioned in relation to the surrounding homes and the established character of this portion of West Lynn. Precedent Examples The applicant’s precedent argument also appears to rely selectively on several larger homes, including 1301 W 29th, 1108 W 9th, and 1206 Lorrain, to support the proposed 3.5-story massing. While these properties demonstrate that larger structures exist elsewhere in the district, they are scattered throughout the district and do not reflect the modest cottages that directly surround 611 West Lynn. They therefore do not, in our view, establish that a building of comparable scale would be compatible with this particular block. Compatibility should be evaluated primarily in relation to the immediate block, the adjacent contributing structures, and the prevailing scale and development pattern of the surrounding properties. Request for Additional Information Given these concerns, we respectfully request that the applicant provide: • A dimensioned site plan clearly identifying the proposed front setback. • Documentation showing how the proposed setback compares with the established setbacks of the contributing homes on the block. • A clear explanation of how the proposed height, bulk, and massing are compatible with the immediate block and surrounding contributing structures. The neighborhood is not opposed to thoughtful development of this property. We recognize that the site can and should be developed in a manner that responds to the needs of the neighborhood while respecting its historic character. However, the current proposal appears substantially larger than the established scale of this portion of West Lynn. We therefore respectfully ask that the Historic Landmark Commission allow the OWANA Zoning Committee additional time to continue working collaboratively with the developer and architects to address these concerns and improve the project’s relationship to the surrounding homes before the plans are released or advanced. We believe that additional dialogue at this stage could lead to a stronger project; one that accommodates appropriate development while better respecting the scale, character, and historic context of the surrounding neighborhood.
