At this stage, the Commission need not determine whether the proposal can ultimately satisfy the Historic Design Standards. Rather, the record demonstrates that the current drawings leave significant compatibility issues unresolved, and those issues warrant further design review through the ARC process before the application proceeds. Specifically, revised drawings should address the following compatibility concerns: • Building orientation. The proposed development is organized around a central internal driveway and courtyard rather than maintaining the predominant street- oriented pattern established by contributing buildings along West Lynn. • Central driveway and internal site planning. The inward-facing arrangement fundamentally alters the historic development pattern and warrants further study to determine whether the site’s organization is compatible with the district’s established character. • New curb cut. The proposed curb cut should be evaluated for its effect on the historic streetscape, continuity of the streetscape edge, and character of West Lynn. • Scale and massing. The overall massing, site coverage, and visual intensity of the proposed development should be revised to better reflect the scale and proportions of contributing buildings within the district. • Height. Building height, including any elevator overruns or other vertical elements, should be evaluated for compatibility with the surrounding historic context. 1001 S. The proposed rooftop terraces and associated roof elements should be reconsidered to ensure they remain subordinate to, and compatible with, the traditional roof forms that characterize the district. • Window proportions. The drawings should demonstrate how window size, proportion, rhythm, and placement relate to the historic pattern established by contributing buildings. • Streetscape relationship. Additional revisions should address how the project contributes to the established setbacks along West Lynn. • Compatibility with the Old West Austin National Register Historic District. The revised plans should also demonstrate compatibility with the historic character of the district. These are precisely the types of design issues that the Architectural Review Committee has historically been asked to resolve before the Commission takes final action. Referral to the ARC would provide an opportunity for the applicant to refine the proposal and return with drawings that more fully address the Historic Design Standards, allowing the Commission to make a more informed recommendation. This approach is consistent with the Commission’s prior practice of postponing activity where substantial compatibility questions remain and directing applicants to the ARC for further review. It also reflects the Commission’s responsibility under Chapter 25-11 of the Land Development Code to evaluate new construction within National Register Historic Districts for compatibility with the district’s historic character before plans are released. Accordingly, we respectfully request that the Commission: 1. Postpone consideration of this application until September; 2. Refer the proposal to the Architectural Review Committee; and 3.
