Design Standards and Guidelines for Historic Properties Adopted December 2012 Design Standards and Guidelines for Historic Properties Landmarks and National Register historic district properties If you are making changes to a historic landmark, the project must comply with these standards to receive a Certificate of Appropriateness. If you are making changes to a contributing property or constructing a new building within a National Register historic district, consider the standards below as advisory guidelines: 1. Use a property for its historic purpose or place it in a new use that requires minimal change to the defining characteristics of the building and its site and environment. 2. Retain and preserve the historic character or a property shall be retained and preserved. Avoid the removal of historic materials or alteration of features and spaces that characterize a property. 3. Recognize each property as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken. 4. Most properties change over time; those changes that have acquired historic significance in their own right shall be retained and preserved. 5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved. 6. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. 7. Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest means possible. 8. Significant archaeological resources affected by a project shall be protected and preserved. If such resources must be disturbed, mitigation measures shall be undertaken. 9. New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. 10. New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. Local historic district properties If you are making changes to a contributing property or constructing a new building in a local historic district, the project must comply with the design standards established for that district to receive a Certificate of Appropriateness. What Type of Work Requires a Certificate of Appropriateness? Certificates of Appropriateness (COAs) are required for exterior changes or additions to historic landmarks, any property pending designation as a landmark, and contributing buildings in local historic districts; or if you are constructing a new building in a local historic district. Work requiring a COA includes: 1. Additions 2. Construction of new buildings, including outbuildings 3. Window and door replacement 4. Exterior siding replacement 5. Replacement of roof materials with a different material 6. Site changes such as a pool, deck, fence, or back porch enclosure Ordinary repair and maintenance projects do not require a Certificate of Appropriateness. Shelter House Rehabilitation - Project Description Historic Context The Shelter House is a masonry structure located in Sir Swante Palm Neighborhood Park, designed by Hugo Kuehne to serve as a park restroom and shade structure. It is one of several similar "Shelter Houses" built between 1930 and 1951 in parks throughout the city. Each Shelter House features a unique design in a "rustic" style. The Palm Park Shelter House is particularly unusual—it resembles a small castle with rustic stone cladding and crenellations. Like many of the Shelter Houses, it follows the "dog trot" pattern: two interior spaces connected by a covered porch. In the original configuration, one side served as restrooms while the other provided storage for operations and maintenance (O&M) of the park. The center shade structure served as a stage and lending library for students at the nearby Palm School. The Shelter House was originally built as a stick-framed structure with stone-clad walls and a low-slope metal roof that drained through scuppers in the parapet wall. Between the 1950s and 1980s, the stick-framed walls and roof began to fail. The walls were replaced with concrete, and the roof with a steel frame. That replacement roof has now failed again, and the building has fallen into disrepair. Concrete ramps were also built up to the structure to provide accessible access to the restrooms. The original wooden doors and double-hung windows were removed and replaced with steel doors and wooden louvers. Despite the lack of maintenance and these changes over the years, the original masonry and principal facade remain largely intact. The ramps, failed steel structure, and replacement steel doors and louvers are in poor condition but appear readily removable without damage to the historic portion of the structure. Proposed Rehabilitation This project is a portion of the Waterloo Greenway Chain of Parks, and part of a broader renovation of Palm Park intended to create a destination park for families with children. The park also will provide access to the Waterloo Greenway with pedestrian and bike connections to other parks along Waller Creek. The rehabilitated Shelter House will be owned and operated by the City of Austin Parks and Recreation and managed by the Waterloo Green Way Conservancy. This rehabilitation intends to return the shelter house to its original use, with adjustments to meet the ventilation and safety standards expected of modern park amenities, while preserving the existing structure for future generations. As part of this rehabilitation, we are pursuing a different roofing strategy than the original design. The two side rooms will be used as restrooms and O&M space (matching the original use). A new outdoor lavatory area will be added on the south side of the structure, which is visually obscured by the "wing wall" of the historic structure. The central dog trot will be used as a flexible space for park activities and programming (matching the original use). We anticipate that any attempt to replicate the building's original roof strategy will eventually fail and that attempts to flash into the historic masonry will cause damage to the structure. Rather than an in-kind replacement based on the original design, the existing retrofitted steel structure will be removed and the existing masonry will be stabilized and repointed as required. The new roof design is an approximately 1,760 SF steel shade structure that will fly over the historic masonry building with significant overhangs that extend 5'-0" to 8'-0" beyond the existing structure. This new roof will protect the shelter house, allow daylight into the bathroom spaces, and provide ample natural ventilation. The new overhang is particularly important for the protection of the parapet over the dog trot area, which consists of an original steel W- section embedded within the stone. (See the included structural engineer report for further evaluation.) Protecting this venerable feature from rain will help to increase the lifespan of the structure. The shade structure is designed to have a cantilevered overhang with a thin edge to minimize the visual impact on the historic structure. The soffit of this canopy is shaped to avoid the existing tree canopy while providing maximum shade and rain protection for the programmed area underneath. The surface will be clad in gray wood siding (see RCP on P1- A-103 for material sample image) to blend in with the surrounding trees. The existing concrete ramps will also be removed. New paving and surfaces will be level with the shelter house slab to facilitate accessible routes while restoring the building's original relationship with the surrounding park. The non-original doors and louvers will also be removed and replaced with new wooden doors and double-hung windows based on the original design drawings. The decorative metal screens over these windows will also be rebuilt and replaced. We have historic images from the 1940s as well as original design drawings, which will be the basis for this rehabilitation. All of these proposed interventions are reversible. All significant changes like the canopy and new lavatory area are placed outside of the footprint of the original structure. The superstructure consisted of stick-framed wood walls with stone cladding, and a combination of wood and steel beams supporting a metal roof and a rubble stone-clad parapet. Later renovations to this building included the replacement of the stick-framed wood walls of interior concrete walls. | 2 TYLin performed a site visit on May 08, 2025. The existing structure was generally observed to be in good condition and of sound integrity. Minor cosmetic issues were observed and are noted below with our recommendations: 1. Masonry Supporting Steel Header There was concern by the project architect, Murray Legge Architecture, about potential degradation or rusting of the steel lintel supporting masonry. Based on our visual observation, however, we determined that the steel lintel was performing as intended and no visible signs of corrosion was visible. The exposed bottom flange of the steel headers was observed to be in good condition. Additionally, there were no visible cracks in the surrounding masonry header, which suggests that significant corrosion behind the masonry is unlikely. Visible cracking would typically facilitate moisture intrusion, thereby accelerating corrosion—an issue not currently observed. We reviewed potential evaluation of the hidden steel with Non-Destructive Testing (NDT) methods, and it was determined that assessing the condition of the steel headers within the behind the masonry is not feasible without the removal of surrounding masonry. Techniques such as ultrasonic testing and ground-penetrating radar (GPR), while initially considered possible options, are ineffective due to the presence of masonry and the void between the steel and the masonry. The presence of rubble masonry further adds to the challenge. Given these findings, and assuming the new pavilion canopy successfully limits direct water exposure to the existing structure, the recommended course of action is to leave the steel headers in place without further intervention at this time. Note that we recommend the retained steel should be properly cleaned and painted to ensure continued structural integrity and to prevent corrosion. | 3 2. Roof Framing Modifications The original wood framing and roof at the central space was removed and non-structural steel channel framing installed. The channel framing was not connected to the existing masonry structure except for a single channel was welded and spanned a crossed the existing steel beam lintels. The extraneous channel framing can be removed except for the bottom most channel between the lintels is recommended to be left in place. Removal of the bottom channel would require torching off the welds between the channel and the lintel potentially generating excessive hit to the steel and potential of introducing heat related cracking to the existing masonry. We recommend that the retained steel should be properly cleaned and painted to ensure continued structural integrity and to prevent corrosion. 3. Parapet Condition There is visible separation between the existing stone on the parapet and the stone wall below. Additionally, a section of stone appears to be missing. We recommend the parapets be rebuilt to prevent future potential collapse. | 4 4. Wall Cracks Minor diagonal cracks were observed in various sections of the stone walls. These cracks do not currently suggest serious structural concerns but should be monitored over time for any progression. 5. Window Framing and Shutters The wood framing around the windows, including the shutters, are in poor condition. Full replacement of these components are recommended to maintain building envelope integrity and appearance. | 5 6. Concrete Pad Minor spalls and cracking and spalling was observed on the concrete pad. These cracks may worsen over time and should be repaired to prevent further degradation.
