GTT RESPONSE - Volz Rebuttal HISTORIC SIGNIFICANCE: The claim that this home was designed by Kelly and Nancy McAdams appears to be unverified and inconsistent with available records. 1. City of Austin records and the DEED list the Zidd family as residents in 1959, and historical documentation identifies them as physicians, with no clear connection to the McAdams. It also indicates that the home was designed in 1950 for Christopher Claus Eckhoff, who later sold the property to the Zidd family. Deed timeline: - 1949 home was built for Eckhoff. He sold the house to the Zedds - 1959 the Zedds lived in this home and passed in 1968 - 1970 Cooper Raymond lived here till 1985 - 1985 Cooper Raymond sold the house to Kelly E+ Ina Ray McAdams (Kelly R+ Nancy’s parents/inlaws) - Kelly E and Ina Ray McAdams lived in this house for 3 years and sold it in 1987 to John and Janis Dailey - 1987 John and Janis Dailey owned the home and also used it as a rental property until 2024. - 2024 John and Janis Dailey sold the home to the Camerons Given these inconsistencies, it is important that any discussions regarding the home’s historical significance be based on factual evidence and verified documentation. Without concrete records linking 1412 Preston to the McAdams, the assertion that it is one of their surviving designs is speculative and does not provide a justified basis for additional historic designation considerations. At the end of the day, we are here to discuss bringing the home back to its intended use of a single family home. See the following: 2. Our approach to 1412 Preston Avenue is guided by principles provided by the city, engaging the city, respecting the existing with simple facts: ● We have followed the due process of applying for the permit Dec 19th, obtaining a demo permit Jan 29th, albeit with a minor mistake by the builder/subs which will (and has not) happened again. And we apologize for the mistake and miscommunication. ● We are committed to preserving the existing structure, ensuring that any modifications respect the original design while enhancing functionality. Our goal is to save the house and bring it back to its original intent as a single family dwelling, from a rental property. And doing this in a respectful fashion. ● The planned modifications aim to adapt the home for contemporary use while maintaining its historical essence. The fact is that this is a single family home we are maintaining and renovating for our clients needs. We are working with the staff's guidelines and find this very important. We want to be sympathetic and respectful to the existing, while supplying our clients with visual and functional cohesive designs. ● Our proposed modifications are designed to honor the property's history, reflect it into the historic fabric of the neighborhood, while adapting it for modern day use, reflecting a balance between preservation and functionality. ● At the end of the day, we are here to do the right thing. PERMIT REBUTTAL: The subs got ahead of themselves for an exploratory demo permit with the windows and siding, it is fair to say this was a misunderstanding and a mistake. We were issued a demo permit to move forward while waiting on historic review Jan 29th. We understand the request by the city to not demo the front of the house.This was stopped immediately once discovered and no other demo has occurred since on this portion. We fully respect and adhere to all guidelines. If the contractor’s intent was to bypass the permitting process or circumvent discussions with the historic council, it would be fair to assume all windows and materials would have been removed and demolished without regard for review. However, that is not the case. The front façade and all structural elements have been preserved, as outlined in our permit request. The decision to retain key components demonstrates a commitment to working within the proper guidelines and ensuring that modifications align with the historic character of the home. Permit Timeline: - The Cameron's closed on their house October 19th. This is shown in the deed history provided below. - We officially submitted for permit with the City of Austin December 19th - Jan 13th we reviewed with the city of Austin and understood we were coming to review HLC. - Jan 17th we received a noncompliant demo. This was a misunderstanding and mistake, as the subs got ahead of themselves. I was unaware this was going on. All work stopped until the demo permit was received. The code officer discussed this with the contractor onsite as well. - Jan 29th.We received our permit for demo.Appropriate demo within the guidelines proceeded. - Fortunately I am not a contractor. I have communicated this and they understand to not touch the front facade until we are permitted, which they have complied with since early January. The existing windows are installed directly onto the brick and siding without proper framing or flashing, leading to significant deterioration of the windows and contributing to major rot in the surrounding siding. From the street view, the windows and siding may appear intact; however, upon closer inspection, the siding has completely deteriorated, and the windows have sustained significant damage. The lower half of the windows has been retained temporarily to assess the necessary window replacements and repair to the brick. MOPAC Our clients have a clear need to restore this home to a single family home from a rental property and as an architecture firm with a deep appreciation for historic preservation, we specialize in working with historically significant projects. This is not an act of destruction; in fact the opposite, we are sympathetic to the original home and only enhancing it with respectful additions, while ensuring it remains functional and in harmony with the architectural character of Preston Avenue. Our approach carefully maintains the structure’s integrity while aligning it with the visual fabric of the majority of neighboring homes. The assertion that this project could lead to a reduction in the percentage of contributing structures in the Neighborhood district, ultimately resulting in the expansion of MoPac, is speculative and does not reflect the scope or intent of the minor renovations at 1412 Preston. This project does not fundamentally alter the historic character of the home in a way that would remove its contributing status. The scale, materiality and architectural details remain consistent with neighboring properties and historic precedent and follow the historic guidelines. The National register designation is based on the broad evaluation of the district as a whole, not the status of a single home. The idea that this project alone could lead to an entire district falling below 51% is not supported by direct evidence or regulatory precedent. The City of Austin has established clear historic guidelines and this project adheres to those standards. Maintaining contributing status is a priority for the Camerons and the updates made are in like with other historically sensitive project renovations seen through the district. Kelly R. McAdams passed away February 3, 2014 in his sleep. He was born February 28, 1929 in Huntsville, Texas to Kelly Edgar and Ina May Ogletree McAdams, and lived in Huntsville and Caldwell until his family moved to Austin in 1936. He attended Wooldridge Elementary and University Junior High and graduated from Austin High School in 1946, and from the School of Architecture of The University of Texas at Austin in 1951. While still a student, he passed the state architectural registration examination and became a registered architect at 21 years of age. After graduation, he worked in Austin as an associate architect with R. Gommel Roessner, FAIA, and as a partner with his wife Nancy R. McAdams, AIA, designing mid-century modern residences in Balcones Park and Rosedale. As a staff architect with the firm of Page Southerland Page, he prepared the construction drawings of many Austin landmark buildings, including the Bergstrom AFB headquarters building (now the Airport Hilton Hotel) and the Headliners Club in the Westgate Tower. In 1968 he began work toward a master's degree in architecture and developed innovative computer methodologies for technical drawings and solar energy calculations. He joined the faculty of the School of Architecture in 1970 and taught construction drawings and computer graphics until his retirement from the University in 1988. He served in the 111th Medical Battalion and Headquarters Company of the 36th Division. After its deactivation he was assigned to Headquarters of the Texas Army National Guard, and later transferred to the Army Reserves. He retired from the military as a Colonel in 1986. Kelly continued his interest in the Texas National Guard through his involvement with the Texas Military Forces Museum at Camp Mabry, which he served as a docent, as a member of the Board of Directors, and as the Museum's third president. He was also a founding supporter of the Thomas S. Bishop Chapel at Camp Mabry. Kelly's other interests were many: he was a licensed pilot; a rebuilder of classic British motorcars; a performer with the Judy Lee Dancers, a senior tapdance troupe; and the managing partner of family-owned timberlands in California and East Texas. He served on the Travis County Appraisal District appraisal review board. He and Nancy took dancing classes every Monday evening for 12 years, at the Bob Wilson Dance Studio, together becoming exhibition level dancers.
