HISTORIC LANDMARK COMMISSION WEDNESDAY, February 5th, 2025 – 6:00 PM City Hall – Council Chambers 301 W. 2nd Street Austin, TX 78701 Some members of the Commission may be participating by videoconference. The meeting may be viewed online at: http://www.austintexas.gov/page/watch-atxn-live. Public comment will be allowed in-person or remotely via telephone. Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation by telephone. MOTION: Postpone the public hearing to March 5, 2025, per passage of the consent postponement agenda, on a motion by Commissioner Koch. Commissioner Larosche seconded the motion. Vote: 7-0. The motion passed. National Register District Permit Applications 4. HR-2024-123060 – 1003 Maufrais St. West Line National Register Historic District Council District 9 Proposal: Addition and remodel, new construction of a cabana and pool. Applicant: Davey McEathron City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Comment on plans, encouraging the applicant to add more uniform windows and a stepback between floors at the east elevation, and to remove or reclad the boxed chimney. DA-2024-089522 – 810 W 11th St. West Downtown National Register Historic District Council District 9 Proposal: Total demolition. (Postponed January 8, 2025) Applicant: Drew Raffaele City Staff: Austin Lukes, Historic Preservation Office, 512-978-0766 Staff Recommendation: Encourage rehabilitation and adaptive reuse, then relocation over demolition, but release the permit upon completion of a City of Austin Documentation 3 Package. Drew Raffaele spoke in favor of demolition. Angela Hovis spoke against demolition. Charles Peveto spoke against demolition. MOTION: Close the public hearing on a motion by Commissioner Koch. Commissioner Larosche seconded the motion. Vote: 7-0. The motion passed. MOTION: Table further discussion on Item 5 on a motion by Commissioner Larosche. Commissioner Grogan seconded the motion. Alternatively, postpone the public hearing to invite the applicant to the Architectural Review Committee. Scott Turner spoke in favor of demolition. Steve Amos spoke against demolition. Charles Rice spoke against demolition. MOTION: Close the public hearing on a motion by Commissioner Larosche. Commissioner Grogan seconded the motion. Vote: 7-0. The motion passed. MOTION: Reopen the public hearing and postpone to the March 5, 2025 meeting with an invitation to the February 12, 2025 meeting of Architectural Review Committee on a motion by Commissioner Grogan. Commissioner Larosche seconded the motion. Vote: 7-0. The motion passed. Demolition and Relocation Permit Applications 10. DA 2024-165526 – 2600 E Martin Luther King Jr. Blvd. Council District 1 Proposal: Total demolition. (Postponed January 8, 2025). Applicant: Drenner Group City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 4 Staff Recommendation: Concur with Committee feedback and release the demolition permit upon receipt of a City of Austin Documentation Package, encouraging the applicant to continue working with the neighborhood on future site development outside the Commission’s purview. Leah Bojo spoke against postponement. Berri McBride spoke in favor of postponement. Misael Ramos spoke in favor of postponement. Meghan King spoke in favor of postponement. MOTION: Hear the case on a motion by Commissioner Koch. The motion failed due to lack of a second. MOTION: Postpone the public hearing to the March 5, 2025 meeting on a motion by Commissioner Evans. Architectural Review Committee – Comments on the January 15, 2025 meeting. Members: Commissioners Koch, Grogan. Commissioner Koch gave an update on the Architectural Review Committee. 16. Preservation Plan Committee – Comments on the January 9, 2025 meeting. Members: Commissioners Heimsath, Evans, Castillo. Kim McKnight gave an announcement of the Equity-Based Preservation Plan Celebration on February 12, 2025. ADJOURNMENT – 7:50PM on a motion by Commissioner Larosche.
