HISTORIC LANDMARK COMMISSION PRESERVATION PLAN COMMITTEE Monday, July 1, 2024 – 5:15 P.M. Carver Branch Library, Meeting Room #1 1161 Angelina Street Austin, Texas 78702 Some members of the committee may participate by videoconference. Public comment will be allowed in-person or remotely via telephone. Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation by telephone. COMMITTEE MEMBERS: X X Raymond Castillo, Chair Roxanne Evans Ben Heimsath DRAFT MINUTES CALL TO ORDER PUBLIC COMMUNICATION: GENERAL No public communication. DISCUSSION ITEMS 1. Discussion of transparency • The group discussed projects they’ve seen that demonstrated transparency • What can keep this project transparent: provide background documents, comments, and meeting minutes 2. Discuss recommendations identified for further discussion on June 24, 2024 • Goal: give guidance to the Drafting Committee for revising recommendations • The group discussed revisions to the land acknowledgment and six recommendations • Make the recommendations less specific to ordinances and better explain terms • Make the purpose of recommendations around historic incentives clear: to strengthen support for historic property owners and make incentives more equitable • Focus on recommended practices and good use of time 3. Identify proposed new plan recommendations for further discussion in the next two meetings • Eight proposed new recommendations were approved for further discussion at the next meeting • Two draft recommendations were deleted, and one was flagged for further discussion 4. Discuss how to decide where to start implementing the plan • The group brainstormed how to define resources and impact • This activity will help prepare for discussion in the next meeting 5. Next steps • Review minor edits over email or in next meeting • Next meeting in two weeks FUTURE AGENDA ITEMS ADJOURNMENT MOTION: Adjourn on a motion by Castillo, Evans seconding.
