Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation by telephone. Council District 10 Proposal: Commission-initiated historic zoning. (Postponed October 2, 2024) Applicant: HLC City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Do not recommend historic zoning (SF-3-H) for the main house if the applicant is able to relocate two historic-age outbuildings (cabin and tack barn) on-site and to protect the existing historic landscape features, including the spring-fed pool and Native American midden sites. Release the relocation permits upon receipt of a City of Austin Documentation Package for all structures and a plan for archaeological monitoring of the site as required by the Texas Historical Commission. 3. PR-2024-043035 – 1702 E Martin Luther King Jr Blvd. Council District 1 Proposal: Total demolition. (Postponed October 2, 2024) Applicant: Colton Santmyer City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Encourage relocation of the front house to a location where it will retain its historic context and continue to tell the stories of those who migrated to Austin from Antioch. If the Commission feels that the building retains sufficient historical associations, initiate historic zoning for the front house only if relocation is not considered; relocation within East Austin will not preclude later historic zoning. If not, strongly encourage rehabilitation and adaptive reuse, then relocation over demolition, but release the demolition permit only upon completion of a City of Austin Documentation Package for both houses. 20. PR-2024-043035 – 1704 E Martin Luther King Jr Blvd. Council District 1 Proposal: Total demolition. (Postponed October 2, 2024) Applicant: Colton Santmyer City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Strongly encourage rehabilitation and adaptive reuse, then relocation over demolition, but release the demolition permit upon completion of a City of Austin Documentation Package for both houses. While the buildings retain some integrity, they do not appear to have the same level of significance as the front house at 1702 East Martin Luther King, Jr. Blvd. 21. PR-2024-096343 – 5303 Samuel Huston Ave. Council District 1 5 Proposal: Total demolition.
