Heritage Preservation Grant Awareness Workshop Heritage Tourism Division City of Austin Parks and Recreation Department CITY OF AUS TIN 1 Heritage Preservation Grant Overview The Heritage Preservation Grant promotes tourism through the preservation of historic buildings, sites, and districts, or through planning, educational, or marketing projects inclusive of all stories on well-documented places rooted in history and heritage. Based on State Statute Ch. 351, the project must: • Be used for historical restoration and preservation projects or activities to encourage tourism to visit preserved historic sites. • At, or in the immediate vicinity of, Convention Center facilities or visitor information centers; Located in the areas that would be frequented by tourists and convention delegates; • CITY OF AUS TIN 2 Eligibility Requirements USES: Historic preservation projects and history-focused activities that promote heritage tourism (Contract term: 2 years) ELIGIBLE: Non-Profit and For Profit (leased or owned) REQUIRED: Accessible Historically Designated Grounds and Non-Residential Marketed to Increase/Benefit Tourism and Expand Audiences Projects must occur in an Austin City Council District MATCH: No match required. Funds project costs. CITY OF AUS TIN 6 Capital Projects Restore, rehabilitate, and stabilize exterior building envelope, accessory structures, and grounds. Capital Projects must: • Meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties and/or • local Historic Design Standards; Review and Approval by the Architectural Review Committee and the Historic Landmark Commission. Planning projects must: • Meet the Secretary of the Interior’s Standards for the Treatment of Historic Properties and/or local Historic Design Standards. Common Planning Projects • Architectural Design • Historic Structures Report • Heritage Tourism Assessment • • Interpretive Plans Consultants For Historic Designation Nomination CITY OF AUS TIN 8 Experiential Education Projects Actively create experiences for tourists to interact with places, events, or activities that represent the stories and people of the past and enhance the understanding or perspective on heritage, community, and history. Tour Development: Historic, Heritage, Legacy, Natural Resources Exhibitions, Programs, or Demonstrations (in-person) Eligible Project Types • • • Conferences or Workshops • History-Focused Events, Festivals, or Programs at historic sites CITY OF AUS TIN 9 Marketing Projects Projects that actively connect and market Austin’s heritage and history, particularly of underrepresented or under-interpreted histories, places, or events that encourage tourists and residents to connect and engage with stories associated with the site history and its heritage. Projects must include the significance of the historic place. Eligible Project Types • Marketing Content, Asset Development, and Distribution: Photography, Brochures, Maps, Guides, Rack Cards, Travel/Tour Itineraries, and Translation (print or digital) • Heritage and Multicultural Tourism: Destination Videos, Social Media, Advertising, or Marketing Campaigns • Website Enhancements (must be associated with an existing website and feature history- focused content; operational costs are ineligible) CITY OF AUS TIN 10 Heritage Preservation Grant Scoring Criteria PRESERVATION IMPACT MAX SCORE: 36 Points 1. Significance of Historic Site: Describe the history, architecture, historic / current use, and cultural and social importance. 2. Preservation-Related Work: Describe the preservation-related work, use of funds, & the sharing of the site’s history with tourists. 3. Endangerment: Describe the threat, endangerment, or underrepresentation of the site, property, or collection. 4. Long-Range Preservation Goals: Long-range goals for preservation of historic property, current conditions, and preservation plan (Capital or Planning Projects) 4a. Diversity & Stabilization: Demonstrate commitment to diversity, equity, and inclusion of historically underrepresented communities (Educational or Marketing Projects) TOURISM IMPACT MAX SCORE: 24 Points 1. Strategies: Describe how the stories related to the site’s history will be represented and marketed to draw tourists to Austin. 2. Marketing Plan & Audience: Describe the marketing plan and how you will attract new and diverse audiences and tourists. 3. Performance Measures: Describe how the success of the tourism marketing strategies will be measured annually. ACCESSIBILITY AND LOCAL IMPACT MAX SCORE: 20 Points 1. First-Time Applicant: Indicate if the historic project site is a first-time applicant. 2. Lack of Access to Preservation-Related Technical Assistance: Indicate if there is a lack of access to preservation-related technical assistance. 3. East Austin Historic Survey Listing: Indicate if project site listed in the East Austin Historic Survey. 4. Community Collaborators: The project reflects community voice and participation. 5. Specialized Accommodations and/or Programming: Describe the specialized accommodations and/or programming for individuals with disabilities. PROJECT MANAGEMENT, BUDGET, AND BIDS MAX SCORE: 20 Points 1. Project Management: Describe project management team viability including qualifications, skills, and bios. 2. Experience: Demonstrate project manager’s and team’s relevant project experience. 3. Project Budget & Funding Plan: Complete project budget with associated project costs that correspond with the submitted bid proposals. 4. Bids: Two (2) detailed projects bids from each contractor, subcontractor, or vendor (Capital or Planning Projects: Describe how project meets the Secretary of Interior’s Standards).
