HISTORIC LANDMARK COMMISSION WEDNESDAY, September 4th, 2024 – 6:00 PM City Hall – Council Chambers 301 W. 2nd Street Austin, TX 78701 Some members of the Commission may be participating by videoconference. The meeting may be viewed online at: http://www.austintexas.gov/page/watch-atxn-live. Public comment will be allowed in-person or remotely via telephone. Speakers may only register to speak on an item once either in-person or remotely and will be allowed up to three minutes to provide their comments. Registration no later than noon the day before the meeting is required for remote participation by telephone. Should the Commission decide against initiation, strongly encourage rehabilitation and adaptive reuse, then relocation over demolition, and release the demolition permit only upon completion of a City of Austin Documentation Package. 21. PR-2024-022957 – 4700 S Congress Ave. #10 Council District 3 Proposal: Total demolition. (Postponed August 7, 2024) Applicant: Michele Lynch City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Release the permit upon completion with a City of Austin Documentation Package. The applicant has amended the overall proposal for the site to reflect Committee feedback. 22. PR-2024-043035 – 1702 E Martin Luther King Jr Blvd. Council District 1 Proposal: Total demolition. (Postponed August 7, 2024) Applicant: Colton Santmyer City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Encourage relocation of the front house elsewhere in the neighborhood, where it will retain its historic context and continue to tell the stories of those who migrated to Austin from Antioch. If the Commission feels that the building retains sufficient historical associations, initiate historic zoning for the front house only; relocation within the same area of East Austin will not preclude later historic zoning. If not, strongly encourage rehabilitation and adaptive reuse, then relocation over demolition, but release the demolition permit only upon completion of a City of Austin Documentation Package for both houses. 5 23. (Postponed August 7, 2024) Applicant: Colton Santmyer City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Strongly encourage rehabilitation and adaptive reuse, then relocation over demolition, but release the demolition permit upon completion of a City of Austin Documentation Package for both houses. While the buildings retain some integrity, they do not appear to have the same level of significance as the front house at 1702 East Martin Luther King, Jr. Blvd. 24. PR-2024-021145 – 7304 Knox Ln. Council District 10 Proposal: Relocation. (Postponed August 7, 2024) Applicant: Leah Bojo City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Consider initiation of historic zoning. Should the Commission decide against historic zoning, strongly encourage the applicant to relocate the house elsewhere on the property, rather than outside the City limits, and release the relocation permit only upon receipt of a City of Austin Documentation Package and a plan for archaeological monitoring. 25. PR-2024-096343 – 5303 Samuel Huston Ave. Council District 1 Proposal: Total demolition. Applicant: DAR Construction City Staff: Kalan Contreras, Historic Preservation Office, 512-974-2727 Staff Recommendation: Consider whether the church meets the architectural and associational significance required for initiation of historic zoning. Should the Commission decide against initiation, release the demolition permit only upon completion of a City of Austin Documentation Package.
