Staff Recommendation: Encourage the applicant to consider omitting the triangular brackets at the addition’s front gable ends, then approve the application. B.4. HR-2022-029477 – 3006 Hemphill Park – Pulled for Discussion Aldridge Place Local Historic District Council District 9 Proposal: Porch addition. Applicant: Tere O’Connell City Staff: Kimberly Collins, Historic Preservation Office, 512-978-1801 Staff Recommendation: Approve the application. 3 Tere O’Connell spoke in favor of the project. There were no speakers in opposition. MOTION: Release the permit in accordance with the staff recommendation and close the public hearing, on a motion by Commissioner Larosche. Commissioner Featherston seconded the motion. Vote: 3-8. Commissioners Castillo, Heimsath, and Larosche in favor. Commissioners Myers, Featherston, Little, Koch, Tollett, McWhorter, Wright, and Valenzuela in opposition. The motion fails. MOTION: Approve the permit with modifications to the front porch and extend invitation to the Architectural Review Committee, on a motion by Commissioner Heimsath. Commissioner McWhorter seconded the motion. Vote: 10-1. Commissioners Myers, Heimsath, Little, Castillo, Koch, Tollett, McWhorter, Featherston, Wright, and Valenzuela in favor. HR-2022-016431 – 1803 Kenwood Ave. – Pulled for Discussion (postponed February 28, 2022) Travis Heights – Fairview Park National Register District Council District 9 Proposal: Demolish a circa 1937 single-story residence and replace it with a new construction single-family residence. Applicant: Ben Goudy City Staff: Kimberly Collins, Historic Preservation Office, 512-978-1801 Committee Feedback: The Architectural Review Committee received a presentation on the project on April 18, 2022. Committee members did not find the design compatible with the Travis Heights-Fairview Park National Register District. Discussion included the lot would accommodate keeping the house and adding an addition onto the back, the proposed design was a barrier to its surroundings and stark, and the design should be more approachable and maintain current setbacks. Members recommended bringing a one-story presence out in front and moving parking to the side or rear, reducing the sizeable second-story window size, and overall making the design more compatible because it significantly diverges from the historic streetscape. Staff Recommendation: Comment on the plans, then encourage rehabilitation and adaptive reuse, then relocation over demolition, but release 5 the permit upon completion of a City of Austin Documentation Package. Ben Goudy spoke in favor of the project. Clifton Ladd, Paula Kothman, Susan Minor, Susan Armstrong Fischer, and Melanie Martinez spoke in opposition. Commissioner Valenzuela off dais.
