Historic Landmark Commission October 26, 2020 Historic Landmark Commission to be held October 26, 2020 with Social Distancing Modifications Public comment will be allowed via telephone; no in-person input will be allowed. All speakers must register in advance (October 25th by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the October 26, 2020 meeting, residents must: • Call or email the board liaison at (512) 974-1264 or preservation@austintexas.gov no later than noon, October 25th. The information required is the speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, and a telephone number or email address. • Once a request to speak has been called in or emailed to the board liaison, residents will receive either an email or phone call providing the telephone number to call on the day of the scheduled meeting. • Speakers must call in at least 15 minutes prior to meeting start in order to speak, late callers will not be accepted and will not be able to speak. • Speakers will be placed in a queue until their time to speak. • Handouts or other information may be emailed to preservation@austintexas.gov by noon, October 25th. Applicant: Nikelle Meade City Staff: Kate Clark, Housing and Planning Department, 974-1237 Staff Recommendation: To recommend rezoning Tract 1 from CS and SF-3 to CS-MU and Tract 2 from MF-3-H to GO-MU-H. Applicant has informed staff that they are okay with staff’s recommendation, there has been no opposition to this rezoning request. B. HR-2020-125268 – Discussion 602 Highland Avenue (Smoot/Terrace Park Historic District) Council District 9 Proposal: Construct a second-story rear addition and side carport. Applicant: Clarisa House City Staff: Steve Sadowsky, Historic Preservation Office, 974-6454 Committee Recommendation: Lower the ridgeline of the proposed addition, pull back the roof deck, and pull back the carport. Staff Recommendation: Approve the addition but request that the applicant return to the Architectural Review Committee for the carport to determine if it can be set further back from the front of the house to better conform to the historic district design standards. 2. C14H-1982-0004 – Postponement request by staff to accommodate applicant’s discussions on replacement windows. Miller-Searight House, 5400 Freidrich Lane Council District 2 Proposal: Replace all windows with solid vinyl windows. Adjust the placement of the addition’s windows to match the height of existing windows and/or align with dormers to create rhythmic pattern. Staff Recommendation: Recommend that the applicant restore, rather than replace, historic wood windows on the original house where advanced deterioration does not inhibit repair, then approve the application. 4. HR-2020-135226 – Postponement request by applicant Jackson-Novy-Kelly-Hoey House, 2406 Harris Boulevard Council District 9 Proposal: Construct a swimming pool and terrace in the front yard. GF-2020-119343 – Discussion 1113 W. 22nd Half Street Council District 9 Proposal: Partially demolish a building, construct a 2nd floor addition; modify the entrance. HDP-2020-0353 – Discussion 2505 Park View Drive Council District 7 Proposal: Demolish a ca. 1954 house. Applicant: Heidi Goebel City Staff: Steve Sadowsky, Historic Preservation Office, 974-6454 Staff Recommendation: Strongly encourage the applicant to retain the existing house to the greatest extent possible as it retains an important identity as a test house in the Air-Conditioned Village. 5. HDP-2020-0352 – Discussion 2507 Park View Drive Council District 7 Proposal: Demolish a ca. 1954 house.
