Historic Landmark Commission July 27, 2020 The Historic Landmark Commission meeting will be held July 27, 2020 with social distancing modifications. Public comment will be allowed via telephone; no in-person input will be allowed. All speakers (applicants and others) must register in advance (no later than Sunday, July 26, 2020 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the July 27, 2020 Historic Landmark Commission meeting, residents must: • Call or email the board liaison at preservation@austintexas.gov or (512) 974-1264 no later than noon on Sunday, July 26. The information required is the speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, and a telephone number or email address. • Once a request to speak has been called in or emailed to the board liaison, residents will receive either an email or phone call providing the telephone number to call on the day of the scheduled meeting. • Speakers must call in at least 15 minutes prior to the meeting start in order to speak (not later than 5:45 p.m.). Late callers will not be accepted and will not be able to speak. • Speakers will be placed in a queue until their time to speak. • Handouts or other information may be emailed to preservation@austintexas.gov no later than noon on Sunday, July 26, 2020. Vote: 10-0. B. DISCUSSION AND ACTION ON APPLICATIONS FOR CERTIFICATES OF APPROPRIATENESS 1. C14H-1996-0003 – Postpone to August 24, 2020 Bartholomew-Robinson Building, 1415 Lavaca Street Council District 9 Proposal: Construct a mid-rise addition within the walls of the existing historic building. Applicant: William Franks City Staff: Steve Sadowsky, Historic Preservation Office, 974-6454 Committee Recommendation: Not comfortable with the scale of the addition, the Committee recommended increasing the distance between the existing and new walls and mansard turrets, consider a different color scheme that will not distract the eye from the historic building. Staff Recommendation: Refer the case back to the Certificate of Appropriateness Review Committee for further consultations on the scale of the addition and its relation to the historic building. MOTION: Postpone Item B.1 to the August 24, 2020 meeting by Little, Myers seconds. Vote: 9-0-1, Heimsath abstaining. 2. C14H-2008-0016 – Discussion Davis-Sibley House, 2210 Windsor Road Council District 9 Proposal: Construct additions and a carport to the rear of the house; restore damaged and deteriorated architectural features, replace non-historic metal windows with wood windows, install new windows, modify the garage door opening. Applicant: Tim Cuppett, architect City Staff: Steve Sadowsky, Historic Preservation Office, 974-6454 Committee Recommendation: Retain the feeling of open spaces, minimize the presence of the carport, provide additional drawings and perspectives. C14H-2009-0058 – Discussion Graham-Bybee Residence, 1406 Enfield Road Council District 9 Proposal: Modify window and door openings on the rear of the house; demolish detached garage and install an in-ground pool in its place; demolish a stone wall along the alley. Applicant: Holly Arthur for house; Cary Devore for landscape aspects City Staff: Steve Sadowsky, Historic Preservation Office, 974-6454 Committee Recommendation: Not reviewed. Staff Recommendation: Approve the plans if the Commission feels that the modifications to the rear of the house do not compromise the historic integrity of the house, and that the detached garage and stone wall do not contribute to the context of the property. MOTION: Close the public hearing and approve removal of the garage and stone wall; refer the changes to the rear of the house to the Certificate of Appropriateness Review Committee by Koch, Myers seconds. Vote: 10-0. 4. C14H-2011-0002 – Discussion postponement Routon-Alvarez-Lopez House, 809 E. 9th Street Council District 9 Proposal: Construct a mid-rise affordable housing building at the rear of the house. Applicant: Mark Rogers, Guadalupe Neighborhood Development Corporation City Staff: Steve Sadowsky, Historic Preservation Office, 974-6454 Committee Recommendation: Increase the space between the two buildings, consider changing the siding of the first two stories of the new building so as not to compete with the siding on the house. Staff Recommendation: Approve the plans with a suggestion for vegetation creating the impression of a greater separation between the buildings. MOTION: Postpone Item B.4 to the August 24, 2020 meeting by Heimsath, Little seconds. Vote: 10-0. 5. C14H-2013-0040 – Applicant request for postponement to August 24, 2020 Commodore Perry Estate, 710 E. 41st Street Proposal: Install two signs along the Red River Street frontage of the property. Applicant: Michele Lynch, agent City Staff: Steve Sadowsky, Historic Preservation Office, 974-6454 Staff Recommendation: Approve the postponement request. MOTION: Postpone Item A.5 to the August 24, 2020 meeting by Little, Myers seconds. Vote: 10-0. 6. GF-2020-098312 – Offered for consent approval (Heritage Grant) The UMLAUF Council District 5 Proposal: Replace the roof in-kind, repoint brick, and repair roof framing in a rear area. Applicant: Katie Robinson Edwards City Staff: Cara Bertron, Historic Preservation Office, 974-1446 Committee Recommendation: Not reviewed Staff Recommendation: Approve the project, except for the mortar type; authorize staff to review and administratively approve the mortar type. HR-2020-109100 – Offered for consent approval Aldridge Place Historic District sign toppers Council District 9 Proposal: Install street sign toppers in the Aldridge Place Historic District at 19 locations, using the Hyde Park Historic District street sign toppers as a model. Applicant: Janet Beinke Committee Recommendation: Not reviewed. Staff Recommendation: Approve the proposal; the Commission approved the Hyde Park sign toppers as a model for future toppers in 2012. MOTION: Approve Item B.7 on the consent agenda by Myers, Koch seconds. Vote: 10-0. C. DISCUSSION AND ACTION ON APPLICATIONS FOR A PERMIT WITHIN A NATIONAL REGISTER HISTORIC DISTRICT 1. NRD-2020-0004 – Discussion 90-92 Rainey Street (Rainey Street National Register District) Council District 9 Proposal: Demolish a ca. 1911-12 contributing building. Applicant: Nelsen Partners City Staff: Kalan Contreras, Historic Preservation Office, 974-2727 Committee Recommendation: The building’s scale precludes the possibility of compatibility through design choices. Staff Recommendation: If the Commission votes to release the permit, then staff recommends relocation over demolition and completion of a City of Austin Documentation Package. NRD-2020-0025 – Offered for consent approval 2338 Columbus Drive (Zilker Park National Register District) Council District 9 Proposal: Construct a new maintenance barn. Applicant: Austin Parks and Recreation Department City Staff: Kalan Contreras, Historic Preservation Office, 974-2727 Committee Recommendation: Not reviewed. Staff Recommendation: Comment on and release the plans. MOTION: Approve Item C.2 on the consent agenda by Myers, Koch seconds. Vote: 10-0. 3. NRD-2020-0027 – Discussion 2607 McCallum Drive (Old West Austin National Register District) Council District 9 Proposal: Demolish a ca. 1941 contributing house. Applicant: David Cancialosi and Jen Hanlen City Staff: Kalan Contreras, Historic Preservation Office, 974-2727 Staff Recommendation: Release the permit upon completion of a City of Austin Documentation Package, consisting of photographs of all elevations, a dimensioned sketch plan, and a narrative history, for archiving at the Austin History Center. Alternately, the Commission may choose to initiate a 180-day demolition delay, as the building contributes to a National Register Historic District. Applicant: Lindsay Hunter City Staff: Cara Bertron, Historic Preservation Office, 974-1446 Staff Recommendation: Comment on and release the plans; the building does not appear to retain integrity. Vote: 10-0. 5. 3313 Bryker Drive (Old West Austin National Register District) – Discussion Council District 9 Proposal: Demolish a contributing ca. 1941-42 duplex and construct a new building. Applicant: Stuart Sampley City Staff: Kalan Contreras, Historic Preservation Office, 974-2727 Staff Recommendation: Comment on and release the permit upon completion of a City of Austin Documentation Package, consisting of photographs of all elevations, a dimensioned sketch plan, and a narrative history, for archiving at the Austin History Center.
