1 ENVIRONMENTAL COMMISSION MOTION 20211201 003c Date: December 1, 2021 Subject: 2021 Annual Report of City of Austin Parks and Recreation Department Managed Concessions on Lady Bird (Town) Lake Motion by: Jennifer Bristol RATIONALE: WHEREAS, the Environmental Commission has received a staff briefing of the 2021 Annual Report of City of Austin Parks and Recreation Department (PARD) Managed Concessions on Lady Bird (Town) Lake. Seconded by: Perry Bedford THEREFORE, the Environmental Commission recommends continuation of the concession contracts on Lady Bird Lake Park with the following Environmental Commission Conditions: 1. Consistent with the Environmental Commission’s previous recommendations: in the 2022 Annual Report, PARD staff will verify that three years of records for marine waste disposal have been maintained for any entity that pumps waste on Lady Bird Lake, and that these monthly records are included in the public record going forward. 2. PARD staff should review the number of public and private boats that are typically on Lady Bird Lake, and if there is a capacity issue, that should be considered, including consultation with the City of Austin rescue teams and the Watershed Protection Department. 3. PARD should continue working on consistent terms and conditions in the various contracts to the extent practicable. 4. Include the waste pump-out data in the 2022 Annual Report. 5. Consider the physical, social, and environmental capacity of Lady Bird Lake Park when anticipating 6. The proposed multi-family development is consistent with the applicable zoning and surrounding properties. North BACKGROUND Austin Fire Department requires two points of ingress/egress. The applicant is proposing one access on Brezza Lane leading South to FM 1626 and another access on the private road leading East to IH 35. This will decrease overall impervious cover and increase stormwater infiltration onsite and baseflow in the stream channel. 2) The critical water quality zone shall be crossed with a span bridge design instead of the normal box culvert. This will reduce the bridge’s footprint in the channel and allow for light to penetrate to the natural ground surface and for vegetation to grow thus maintaining a more natural stream channel. Property lies within an industrial zone LI-CO with similar warehouse buildings ranging between 115,000 square feet to 160,000 square feet. This site offers a reasonable location for large industrial manufacturing warehouses as it is located in the Desired Development Zone. No critical environmental features, no steep slope. In order to facilitate this type of development, significant levelling is required to enhance maneuverability into the loading docks, allowing trucks to operate safely. 5 BACKGROUND (CONTINUED) • • • • Existing natural ground level grades are as much as 15 feet below the finish floor elevation for the proposed new buildings. Due to the topography of the site and the size of the proposed buildings (each approximately 4 acres in size), in order to accomplish the operational criteria, fill up to 17 feet is necessary. Therefore, staff is agreeing with retaining walls provided to structurally contain the fill and minimize the amount of grading. Accessibility to portions of the building would not be achievable without this variance. 6 EXISTING CONDITIONS • Tall grasses, weeds and tree cover. The style of the building proposes a single finished floor building with a 4 -foot loading dock and flat truck court.
