Additional Backup Information: District Cooling Plant No.1 (DCP1) is one of three district cooling plants which collectively provide chilled water service to over fifty downtown customers including hotels and office buildings via the underground chilled water distribution system. The aging cooling towers at Austin Energy’s DCP1 were placed in service in 1999 and are approaching the end of manufacturer’s recommended service life of 20 to 30 years. The piping and fittings are showing deterioration, creating a risk for leaks and system failures. Additionally, control valves are failing more frequently, causing unplanned maintenance, downtime, and costs associated with repairs. This project will replace aging and degrading condenser water system at DCP1. Major elements of the scope of work include replacement of cooling towers, condenser water pumps, piping, controls and structural repairs. The new condenser water system will have an expected lifespan of 30 years and improve the system’s performance, reliability, and customer satisfaction. Due to the potential for unforeseen conditions of the aging cooling towers, a 10% contingency has been Item 3 included to allow for the expeditious processing of any change orders to cover any redesigned work. A delay in approval of this request will impact execution of the contract and the contractor’s ability to procure long lead time equipment specifically cooling towers and condenser water pumps that have a lead time of one year. Construction is expected to begin October 2027, and the approximate project duration is 211 calendar days, barring no weather delays or other unforeseen circumstances.
