Procurement Language: Austin Financial Services issued a Request for Proposals solicitation RFP 1100 DCM3046 for these services. The solicitation was published on April 13, 2026, and closed on May 28, 2026. Of the four offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. Additional Backup Information: The purpose of this contract is to provide emergency and non-emergency response, clean-up and restoration services for both hazardous and non-hazardous oil and chemical spills. Response services include oil spills from electrical equipment (which may contain Polychlorinated Biphenyls ), hazardous materials spills, clean- up and restoration of contaminated areas, and other environmental project support tasks that require trained environmental technicians. This is replacing the current contract which expires on November 8, 2026. The recommended contractor is the current provider for these services. An evaluation team with expertise in this area evaluated the offers and scored Triumvirate Environmental Item 8 Services, LLC as the best to provide these services based on concept and solution, experience and personnel, price proposal, local business preference and small business preference. Clean-up and restoration services for both hazardous and non-hazardous oil and chemical spills is regulated by the Texas Commission on Environmental Quality and the Environmental Protection Agency. Federal and State laws and regulations require Austin Energy to respond promptly to oil spills from electrical equipment or other spills that may occur from Austin Energy equipment and operations, to remediate such spills to applicable clean-up levels, and to restore the areas to their pre-spill conditions. This contract is critical to Austin Energy’s ability to comply with these rules and regulations in a timely manner. If this contract is not approved, Austin Energy will lack a qualified contractor to respond to oil and hazardous material spills, including spills from electrical equipment that may contain PCBs, risking delayed clean-up and noncompliance with federal and state spill response deadlines.
