Discussion and possible action to evaluate and make recommendations regarding whether the Emma S. Barrientos Mexican American Cultural Center (ESB-MACC) Phase 2 project, located at 600 River Street, complies with the City Design and Sustainability Standards, for the City of Austin; Heidi Tse and Mari Boren City of Austin Public Works Department • Heidi Tse - City of Austin Public Works Department, Juan Miró, Miguel Rivera, Mariana Martins, - Miró Rivera Architect-Tatiana Bilbao Estudio JV, Stephanie Saulmon - Ten Eyck Landscape Architects and Brian Wells – MWM Design Group presented and answered questions. Page 1 of 4 • Commissioner S. Franco made a motion to approve that the project complies with the City Design and Sustainability Standards, for the City of Austin Commissioner J. Rollason seconded. • Commissioner A. Coleman made a friendly amendment to include with the understanding that the connection between the butler trail and rainy s treet is stronger and does not have to go through the building Commissinor S. Franco and Commissioner J. Rollason accepted the friendly amendment. The motion was approved [ 11 ayes, 0 nays,] • b. Discussion and possible action to evaluate and make recommendations regarding whether the Waterloo Greenway – Creek Delta project, located at Waller Creek, complies with the City Design and Sustainability Standards, for the City of Austin; Melissa Ayala and Chris Perkes Waterloo Greenway, Diana Wang City of Austin Waller Creek District Program. • Melissa Ayala and Chris Perkes Waterloo Greenway, Diana Wang City of Austin Waller Creek District Program presented and answered questions. • Commissioner E. Taniguchi made a motion to approve that the project complies with the City Design and Sustainability Standards, for the City of Austin Commissioner B. Whatley seconded. • Commissioner J. Mieners made a friendly amendment to include with the understanding that the safety concerns in regards to lighting be addressed Commissinor E. Taniguchi and Commissioner B. Whatley accepted the friendly amendment. The motion was approved [ 11 ayes, 0 nays,] • 2. COMMISSION-SPECIFIC BUSINESS (Discussion and Possible Action): a. Approval of the December 13th meeting minutes • Commissioner A. Coleman made a motion to approve the December 13th meeting minutes Commissioner E. Taniguchi seconded. • The motion was approved [ 11 ayes, 0 nays] b. Discussion and Possible Action on recent Council approval to update the Urban Design Guidelines • Chairman D. Carroll requested that the Design Commissioners please let him know if they are interested in participating in the Steering Committee for the Urban Design Guidelines as soon as possible. Page 2 of 4 c. Discussion and Possible Action related to the current Urban Design Guidelines Working Group. • Chairman D. Carroll asked those members that are on the current working group, if those members wish to remain on the working group? If they would let him know. • Urban Design staff spoke inregards to the update to the Urban Design guidelines in expanding the guidelines outside of its current downtown footprint so when framing that narrative, that it's very important it is emphasized that the urban design guidelines is looking to expand beyond the downtown footprint, because this is going to become very useful when framing that narrative, those in communities, they want to want to know why is this important to me? How is it going to impact me? Staff and the Design Commission will need to be able to tell that story at a people level rather than a policy level. d. Update from representation on the Downtown Commission regarding last meeting meeting • Commissioner J. Weaver briefed the commission that Brian Block, Development Services Dept., provided a presentation on the Safer Sixth Street initiative, and that a Safer Sixth Street Working group would be created. • Discussion was had on the rainy street trail head, and the Historic resources survey for all the austin neighborhood association. e. Update from representative on the Joint Sustainability committee regarding last • Chairman Carroll provided an update on the implementation of the new climate equity plan. There is some difficulty in reaching emissions, in that the LCRA is sort of blocking the city of austin, Austin Energy from shutting down, the fayette power plant piece, that they own. Which is a major part of the City of Austin reducing our emissions to meet our goals. On a happier note, an update on the City of Austin's fleet electrification, provided some really good numbers, in fact, we seem to be one of the leaders in the country on really converting our fleet to electric vehicles, including charging stations. f. Update from representative on the South Central Waterfront Advisory Board. • No new information, as the Central Waterfront Advisory Board did not have a meeting. Page 3 of 4 3. ANNOUNCEMENTS: a. Chair Announcements: • Welcome new Commissioner Jon Salinas for District 2. b. Items from Commission Members: • Commissioner J. Meiners briefed the Commission that inregards to 415 Colorado St. project that in the Commissions request that the project go above and beyond the project was showcased by the local media as going above and beyond and including retail at the corner of 5th and Colorado. c. Items from City Staff: • Aaron Jenkins announced that he will be moving on to a new Department within the City of Austin. ADJOURNMENT by consensus at: 8:12 PM. Page 4 of 4
