Liani Lye of Open Austin spoke to the commission regarding the city’s integration of AI into their day-to-day operations, calling for public concerns to be addressed before AI integration. Kevin Welch of EFF Austin spoke to the commission regarding the same subject and emphasized the privacy and security concerns regarding AI and called for regulations to prevent misuse. APPROVAL OF MINUTES 1. Approve the minutes of the Community Technology and Telecommunications Commission special called meeting on July 10th, 2024. Motion to approve the minutes made by Commissioner DasGupta and seconded by Commissioner Nwajiaku. The minutes from (7/10/2024) were approved on a vote of 7- 0. DISCUSSION ITEMS Presentation on Austin Urban Technology Movement’s Awareness to Employment programing (Michael Ward Jr, President and CEO, AUTMHQ) This presentation was delayed until the October 9th meeting. Briefing on budget amendment related to artificial intelligence focused training and upskilling for City of Austin Employees (Daniel Culotta, Chief Innovation Officer, City of Austin Office of Innovation) The presentation on the AI focused training budget amendment was delivered by Prakhar Bajpai and can be viewed at this link: https://austintx.new.swagit.com/videos/314848 2. 3. 2 4. 5. Approval of a working group to draft a recommendation regarding the level of public surveillance across Austin The commission discussed forming a working group to explore drafting a policy recommendation on public surveillance in Austin, planning to meet a couple of times a month and eventually draft a recommendation for the city council. This group would meet with past collaborators including some of this day’s speakers and Dr. Strover from the January meeting. Commissioner Pena-Villa and Commissioner Heritage both offered to assist Chair Apodaca on this effort. Motion to approve the creation of a working group to address the levels of public surveillance made by Commissioner DasGupta and seconded by Commissioner Heritage. The motion passed on a vote of 8-0. 7. Approval of digital communications enhancements for City of Austin Commissions resolution This item was tabled until the October 9th, 2024, meeting. FUTURE AGENDA ITEMS • Approval of the GTOPs Action plan for FY25 • Presentation from Austin Urban Technology Movement on their current programming • Additional GTOPs program recipient presentation ADJOURNMENT Motion to adjourn made by Vice Chair Alderete seconded by Commissioner DasGupta.
