PUBLIC COMMUNICATION: GENERAL The first ten speakers who register to speak no later than noon the day before the meeting will be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. No members of the public signed up to speak. 1. APPROVAL OF MINUTES – March 9, 2022 Motion to approve the minutes as presented made by Commissioner Thompson, seconded by Commissioner Apodaca passed on a vote of 6-0. 2. STAFF AND COMMUNITY BRIEFINGS (A member of the public may not address a board at a meeting on an item posted as a briefing) a. Briefing from the Housing and Planning Department on the FY 22-23 Action Plan and Community Needs Assessment (Max Horstman, Mandy DeMayo) Presentation by Max Horstman and James May can be viewed here. b. Economic Development Department on COVID programs and current programs (Sylnovia Holt-Rabb, David Gray, and Susana Carbajal) Presentation by Sylnovia Holt-Rabb and Susana Carbajal can be viewed here. 3. NEW BUSINESS (Discussion and Possible Action) a. 2022 Grant for Technology Opportunities Program Award Recommendations – Jesse Rodriguez, Interim Program Manager, Financial Services Department (Commission discussion and possible action) Jesse Rodriguez, Interim Program Manager, presented the 2022 Grant for Technology Opportunities Program recommended awardees and gave an overview of the application and scoring process. The award memo can be viewed here. Motion to approve the award recommendations as presented made by Commissioner Gairo and seconded by Commissioner Ramos passed on a vote of 6-0. b. Digital Inclusion Town Hall Action – Chair Pitts (Commission discussion and possible action) Chair Pitts discussed the series of digital inclusion Town Halls that are occurring with the Austin Public Library, scheduled for April 30th and May 7th from 10 am to 2 pm at the Southeast Branch Library. Motion to allow commissioners to participate in the Town Hall Meetings as long as quorum is not met at the meeting made by Chair Pitts, seconded by Commissioner Ramos, passed on a vote of 6-0. c. Election of Officers (Commission discussion and possible action) Motion to nominate Chair Pitts as Chair made by Chair Pitts and seconded by Commissioner Gairo passed on a vote of 6-0. Chair Pitts accepted the nomination. Motion to nominate Commissioner Apodaca as Vice Chair made by Chair Pitts and seconded by Commissioner Thompson passed on a vote of 6-0. Commissioner Apodaca accepted the nomination. 4. COMMISSION UPDATES (Discussion and Possible Action) a. Digital Inclusion, Civic Engagement, and Strategic Technology and Telecom Policy Working Group Chair Pitts noted the GTOPs application process coming to a close and resulting in the award recommendations accepted earlier in the meeting. He also noted the work being done by the RGK center to evaluate the 20 years of GTOPs and the report that will be forthcoming. b. Knowledge, Information, and Data Stewardship Working Group Chair Pitts noted this working group discussed the Housing and Planning Department’s Action Plan covered earlier in the meeting. c. Technology, Infrastructure, and Innovation Working Group This working group discussed the Autonomy Institute and various staffers from the City to discuss Public Infrastructure Network Nodes. The group concluded that there will be follow-up questions generated and sent to the Autonomy Institute. FUTURE AGENDA ITEMS Discussion on broadband standards Commission work plan retreat ADJOURNMENT Motion to adjourn by Commissioner Apodaca, seconded by Chair Ramos, passed on a vote of 6-0 at 8:51 PM.
