APPROVAL OF MINUTES – October 9, 2020 Motion to approve the October 9, 2020 meeting minutes, made by Vice Chair Alexander and seconded by Commissioner DasGupta, failed on a vote of 5-0-1 with Commissioner Floyd abstaining. 2. STAFF AND COMMUNITY BRIEFINGS (A member of the public may not address a board at a meeting on an item posted as a briefing) a. Presentation on the City of Austin Communications and Technology Management Department (CTM), digital equity and infrastructure (Chris Stewart, Interim Chief Information Officer) Presentation by Chris Stewart can be viewed here. b. Presentation on Affordable Internet Options in Austin and Lived Experience with the Digital Divide (Catherine Crago - Head of Strategic Initiatives - Housing Authority of the City of Austin & Austin Pathways and Alexis Henderson, Rosewood Council Head) The presentation by Catherine Crago and Alexis Henderson can be viewed here. c. Presentation on achieving digital equity in Austin and Texas (Michael Ward Jr., Austin Urban Technology Movement) The presentation on by Michael Ward Jr. can be viewed here and here. 3. COMMISSION UPDATES (Discussion and Possible Action) a. Digital Inclusion, Civic Engagement, and Strategic Technology and Telecom Policy Working Group Chair Pitts noted the Special Conversation on Digital Equity that took place on October 9. He also referenced a memorandum drafted by John Speirs on digital inclusion in Austin. b. Knowledge, Information, and Data Stewardship Working Group Vice Chair Alexander noted that this working group would like to focus on the Residential Technology Study. He also noted a desire to consider the effectiveness of the AISD mobile wi-fi bus effort. c. Technology, Infrastructure, and Innovation Working Group This working group discussed the ATD parking app and the desire to learn more about it. Also, this working group is interested in the Texas bill regarding rural internet access. Lastly, this group would like to explore creating a scorecard for ISP’s. Commissioner Yeatts also brought up the possibility of TARA regulating the ISP’s to ensure that the purchased bandwidth matches the actual bandwidth. FUTURE AGENDA ITEMS No items were mentioned. ADJOURNMENT Motion to adjourn made by Commissioner Floyd and seconded by Commissioner Syed passed on a vote of 6-0 at 9:17 pm.
