COMMUNITY DEVELOPMENT COMMISSION MEETING MINUTES DECEMBER 9th, 2025 The COMMUNITY DEVELOPMENT COMMISSION convened in a REGULAR MEETING on DECEMBER 9th, 2025, at CITY HALL, BOARDS AND COMMISSION ROOM, in Austin, Texas. Some members of the commission participated by video conference. Board Members/Commissioners in Attendance: Noe Elias, Chair, Montopolis Jenny E. PUBLIC COMMUNICATION: GENERAL The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three- minute allotment to address their concerns regarding items not posted on the agenda. None. APPROVAL OF MINUTES 1. Approve the minutes of the CDC Regular meeting on November 18th, 2025. On Commissioner Longoria's motion, Commissioner Tisha seconded, and the November 18th 2025, minutes were approved on a 10-0-1 vote. STAFF BRIEFINGS 2. Staff briefing regarding Community Services Block Grant (CSBG) activities and outcomes. Presentation by Angel Zambrano, Program Manager III, Austin Public Health. Angel Zambrano presented. 3. Staff briefing regarding Austin Housing activities and programs. Presentation by Nefertitti Jackmon, Community Displacement Prevention Officer, Austin Housing. Nefertitti Jackmon presented. DISCUSSION ITEMS 4. Discussion on “Mapping Displacement: Gentrification and Displacement in Austin”. Discussion led by Genesis Pedraza, Madi Gutierrez and Alexia Ledera from Land-Justice Community School. Genesis Pedraza, Madi Gutierrez and Alexia Ledera presented. 5. Question and concerns about HUD federal reporting and community engagement processes. Discussion led by Vice Chair Jenny Achilles. Commissioner Achilles presented. 6. Discussion on River Park Development and possible impact on the current communities. Discussion led by Vice Chair Jenny Achilles. This item was postponed to a future date by Chair Elias. Discussion led by Vice Chair Jenny Achilles. On Commissioner Longoria's motion, Commissioner Ortiz seconded, the motion to approve the retreat date of January 24th, 2026, with an agenda posting date of January 20th, was approved on a 9-0-2 vote. 8. Update from the CDC Elections and Onboarding Working Group and possible adoption of the recommendation. Discussion led by Chair Noe Elias. This item was postponed to a future date by Chair Elias. WORKING GROUP UPDATES 9. Update regarding the recent activities of the CDC Strategy Working Group. Discussion led by Commissioner Tisha. Commissioner Tisha presented. FUTURE AGENDA ITEMS -Presentation on CIS funding programs status, with regards to the reason it was paused, and what metrics are being used by the City of Austin. -Presentations on Anti-Displacement and Community Acquisition Program (ADCAP) programs and status on past recommendations to City Council. -Presentation from Austin Planning on the Equity Overlay, as well as possibly requesting to keep the subject as a standing item and to include any new updates from the consulting group. -Update on Community Engagement survey done by Financial Services, highlighting Budget and Organization Excellence to the community, with regards to the purpose, and what was discovered in this aforementioned community survey.
