City of Austin Commission for Women 2021 Charter • Austin will be the most equitable city in the nation for women and girls Vision Mission Values • The Commission for Women serves as an advisory body that advocates for and inspires the city council and city manager to prioritize women’s quality of life, so that Austin becomes the most equitable city in the nation for women and girls. • We prioritize diversity, equity, and inclusion • We raise awareness, are a resource, and take action through our expertise on women's issues • We recognize the achievements of women who make an impact on equity • We collaborate among the community and city leadership to accomplish collective goals • We are tenacious and drive results Quality of Life Issues for Women and Girls • Economic equity, including access to opportunity, workplace equity, affordability, housing and homelessness, childcare, and non-discrimination (e.g., CEDAW) • Safety, including sexual assault, domestic violence, trafficking, violence prevention, public safety and policing reform, victim services, and survivor experience • Health, including mental and physical well-being, access to quality and affordable healthcare, menstrual equity, maternal mortality, and impacts of the COVID-19 pandemic • Gender and race equity, including the intersection of disparities across race, ethnicity, gender, gender identity and sexual orientation These issues are a priority for the Commission for Women, and they define our work through 2023. We will measure our success on these issues and use them as benchmarks for the quality of life of women and girls, and those who self-identify as women. We will collaborate with city departments, community organizations, the Equity Office, and other Commissions (via the Joint Inclusion Committee), particularly regarding issues that affect women and girls of color. We will monitor key City of Austin leadership positions to ensure candidates make these issues a priority. Commission for Women November 6, 2020 Website: ATXPoliceOversight.org Phone: (512) 972-2OPO or (512) 972-2676 ATXPoliceOversight ATX_OPO 2018 Joint Report: Analysis of APD’s Racial Profiling Data Report Overview • Joint report between the Office of Police Oversight, The Office of Innovation, and the Equity Office released to the public on January 20th, 2020. • The report examines APD motor vehicle stop data from 2015-2018, looking closely at the race and ethnicities of people pulled over. • Data Sources • The data categorizing race and ethnicity was taken from Austin Police Department. • Austin's population data in this report is from the 2010 census. The proportions are based on comparing the APD data to the population data for proportionality. Key Findings In 2018 • Black/African American individuals were overrepresented in motor vehicle stops by 7%, as well as searches, citations, and arrests by 17%, 5%, and 17%, respectively. • Hispanic/ Latino individuals were overrepresented in motor vehicle stop by 2%, as well as searches, citations, and arrests by 13%, 5%, and 12%, respectively. • White individuals were underrepresented in motor vehicle stops by 7%as well as searches, citations, and arrests by 24%, 8%, and 23%, respectively. • Asian individuals were underrepresented in motor vehicle stops by 2%. as well as searches, citations, and arrests by 5%, 3%, and 6%, respectively. Key Findings • Black/African American individuals were the most overrepresented of any demographic and were the only racial group to receive more high discretion searches than low. • Commuting habits cannot explain the disproportional representation of Black/African Americans in motor vehicle stops. • Commuting habits are similar across race • A majority of arrests occurred in East Austin, while a majority of warnings and field observations occurred in the West part of Austin. Key Findings • Racial disparity in stops, searches, citations, arrests, of Black/African American and Hispanic/Latino people has worsened from 2015-2018. Youth remain connected to support systems, stabilize, and maintain current housing or connect to safe and supported housing options. Coordinated Assessment: An evaluation process used to determine the most appropriate housing intervention that best matches the needs of the client. Permanency through Outreach and Rapid Transitions (PORT): Temporary housing for literally homeless youth (18-24). Youth may live in this dormitory-style, 15-bed shelter while they navigate into permanent rapid re-housing apartments. Support Services: Wraparound support to build well-being and increase self-sufficiency. Supports include employment services, community-based counseling, peer support, and client-centered case management. COMMISSION FOR WOMEN RECOMMENDATION 20200805-02Aii Date: August 5, 2020 Subject: Victim Services Motioned By: Rebecca Austen Seconded By: Neva Fernandez Recommendation to Council WHEREAS, the Commission for Women (“Commission”) of the City of Austin (“City”) serves as an advisory body to the City Council (“Council”) and City Manager concerning the needs and problems of women in the Austin area and shall recommend programs designed to alleviate any inequities that may confront women in social, economic and vocational pursuits; and WHEREAS, on June 22, 20220 the Commission passed Recommendation 20200622-03A1: Race and Gender Equity, addressing public safety reform including the funding and operating structure of Victim Services, and additional measures to support survivors of sexual assault, domestic violence and human trafficking; and WHEREAS, on July 7, 2020, the Austin/Travis County Sexual Assault Response and Resource Team (SARRT) sent a letter to the City Manager, Mayor and City Council, objecting to Victims Services being moved out of the Austin Police Department (APD) and recommending increased authority for Victim Services within APD; and WHEREAS, on July 9, 2020, The SAFE Alliance sent a Position on Police and Public Safety in the City of Austin to the City Manager and City Council, addressing the needs of victims and survivors of abuse and violence, and recommending increased authority and capacity for Victim Services; NOW, THEREFORE, BE IT RESOLVED, the Commission recommends the following measures regarding public safety, policing and victim services. • Victim/survivor voices must be part of the dialogue and decision process regarding public • Victim Services must report at a level of city government that provides sufficient safety, policing and Victim Services. decision-making and funding authority. • Regardless of reporting structures, Victim Services must co-locate with police officers and have continued access to APD crime data and reporting systems. 1 • Victims must have a voice in whether to have police officers present with Victim Services when they reach out to public safety; the type of crime should influence the involvement of officers (e.g., a report of rape after the fact can be supported by Victim Services without officers present, to avoid re-traumatizing the victim). • Systems and services must support victims who choose not to prosecute as much as those who pursue prosecution. • Social services, counseling and support to navigate the criminal justice system must be available to the accused as well as to victims; the accused are innocent until proven …

COMMISSION FOR WOMEN RECOMMENDATION 20200417-03C Date: April 17, 2020 Subject: COVID-19 Responses for Women and Girls Motioned By: Chair Rebecca Austen Seconded By: Sarah Tober • • Recommendation to Council WHEREAS, the Commission for Women (“Commission”) of the City of Austin (“City”) serves as an advisory body to the City Council (“Council”) and City Manager concerning the needs and problems of women in the Austin area and shall recommend programs designed to alleviate any inequities that may confront women in social, economic and vocational pursuits; and WHEREAS, the City has been responsive to the needs of the community regarding the COVID- 19 pandemic, and Council passed Resolution No. 20200326-091 on March 26, 2020 to provide programs and resources to address the impact of the pandemic; and WHEREAS, the effects of the pandemic have amplified adverse impacts on women and girls due to shelter-in-place, job losses, school closures and other circumstances, including: Increased health and safety risks for women and children experiencing abuse, domestic violence, sexual violence, sex trafficking and homelessness, with heightened risks for women and children of color, LGBTQ+, disabled, immigrant/refugee status, and foster care or runaway youth; abusers may become more predatory and violent as they experience economic pressures, isolation and stress; many organizations have reduced or eliminated services, resulting in fewer options for victims; in-person visits by advocates have been restricted or suspended, and virtual contact may not be safe or practical; victims are reluctant to contact law enforcement or medical providers for issues unrelated to COVID-19; Increased caregiving responsibilities due to closures of childcare facilities and schools, which disproportionately fall to women; the need for skills, equipment, internet access and time to teach children, often while working; caregiving for elderly, sick or disabled family members who are more vulnerable due to COVID-19; • Loss of income and benefits due to pay cuts, layoffs and business closures, with greater impact for single mothers who are the sole providers for families (concentrated in lower 1 income and communities of color), and for women-owned businesses whose reduction or closure impacts employees and those who use the businesses’ products or services; • Increased physical and mental health risks for women and children as medical providers place priority on the needs of COVID patients; higher anxiety and depression due to isolation, stress, loss of income and caregiving burdens; gaps in ongoing care including contraception, well-woman exams, OBGYN, breastfeeding support, pediatric visits …
