Chair Michael Mcinerney called the COMMISSION ON VETERANS AFFAIRS MEETING to order at 7:16pm CST. Commissioners in Attendance: Michael Mcinerney Armando Gonzales Commissioners in Attendance Remotely: Amber Schleuning Christopher Wilson Jose Reyes William Dahlstrom Commissioners Absent: Anita Carmichael Roberts Kimberly Frantz Bryce Laake-Stanfield Staff in Attendance: Jesus Simental – Veterans Administrator, Office of Equity and Inclusion PUBLIC COMMUNICATION – GENERAL APPROVAL OF MINUTES 1. The minutes from the meeting of 10/15/2025 were approved on Commissioner Christopher Wilson motion, second by William Dahltrom on a 6-0 vote. Commissioner Kimberly Frantz, Anita Carmichael Roberts, and Bryce Laake- Stanfield were absent. STAFF BRIEFINGS DISCUSSION ITEMS 2. Postponed discussion on holding a community input meeting for input on FY27 budget priorities until December meeting. DISCUSSION AND ACTION ITEMS 3. Approved the creation of a working group to develop FY27 Budget priorities to be held in January, motion by Chair Michael Micinerney second by Armando Gonzales on a 6-0 vote, members include Michael Mcinerney, Amber Schleuning, Christopher Wilson, Jose Reyes, and Armando Gonzales. FUTURE AGENDA ITEMS 4. Chair Michael Mcinerney discussed bringing in organizations to do presentations including Texas Legal Services Center and the services they provide for veterans, Homeless Strategy Office to educate the commission on the process that homeless veterans go through to get housed. Get an update on homeless veteran working group and request a presentation from Travis County Veteran Treatment Court. ADJOURNMENT END: 7:26 PM 5. Chair Michael Mcinerney made the motion to adjourn, Christopher second on a 6-0 vote. Commissioner Kimberly Frantz, Anita Carmichael Roberts, and Bryce Laake- Stanfield were absent. The minutes were approved at the 17 December 2025 meeting on Commissioner Christopher Wilson motion, Armando Gonzales second on a 6-0 vote, Bryce Laake- Stanfield, Kimberly Frantz, and Amber Schleuning were absent.

The minutes from the meeting of 9/17/2025 were approved on Commissioner Bryce Laake-Stanfield motion, second by Armando Gonzales on a 6-0 vote. Commissioner William Dahlstrom and Anita Carmichael Roberts were absent. STAFF BRIEFINGS DISCUSSION ITEMS 2. St. Edwards University: Dustin Noll presented on the challenges presented by the changing needs of younger veterans. Raised the point that it was well understood what veterans returning from the wars in Iraq & Afghanistan needed, and many were lined up to help — for example, mental healthcare for PTSD. Today, young Veterans are already becoming disconnected from this experience. needs are less clear and resources are more scarce. 3. Austin Community College: Dr. BethAnn Warwick presented on the challenges student veterans face pursuing higher education. Population of 1,600 Veterans at ACC, plus another 1,500 family members and spouses. ACC Military Network & Veteran Resource Center address main challenges of housing affordability, employment, and loss of community. DISCUSSION AND ACTION ITEMS 4. The Commission on Veterans Affairs 2026 annual meeting schedule was approved on Chair Michael Mcinerney motion and second by Christopher Wilson on a 6-0 vote. 5. A working group was established on motion by Chair Michael Mcinerney and second by Bryce-Laake Stanfied on a 6-0 vote to address veteran homelessness. The working group will be lead by Bryce Laake-Stanfield and consist of Chair Michael Mcinerney, Commissioner Christopher Wilson, Commissioner Armando Gonzales, and Vice Chair Amber Schleuning. FUTURE AGENDA ITEMS 6. Commissioner Bryce Laake-Stanfield to add to discussion and action items a creation of a veterans operations working group to focus on connecting the City of Austin with nonprofits that support veterans and also update the commission on the status of the veteran homeless working group. The minutes from the meeting of 7/16/2025 were approved on Chair Michael Mcinerney motion, second by Bryce Laake-Stanfield on a 6-0 vote. Commissioner Maria Brown- Spence and Anita Carmichael Roberts were absent. STAFF BRIEFINGS DISCUSSION ITEMS 2. Presentation and discussion by Patricia Morgan on the 4 day Leading to Win Bridging the Gap event at Dell Diamond. Talked about who should attend and the whole goal of connecting the many resources in the community. Patricia was asked to come back in September to present on her Texas Veterans Network/Combined Arms Program. 3. Discussed the current budget proposal and how it affects veterans. Chair Mcinerney talked about the current unfunded status of the commission recommendation but a proposed tax rate increase would increase revenue by $100 million. Commissioner Bryce Laake-Stanfield talked about allocating $1.5 million to Homeless Strategy Office targeting homeless veterans with a goal of housing 75 veterans the first year which would be a 15% reductions in veteran homelessness. 4. Discussed the 2025 Veterans Day Parade including date, time, location, and route for the event, Commissioner Amber Schleuning asked what the commission can do to support the event by getting the word out and there was discussion on the Texas Book Festival going on at the same time. 5. Discussed upcoming “Get to know your commissions” events, Commissioner Bryce Laake- Stanfield discussed dates for the JIC Committee on 15 and 22 September and Chair Mcinerney would be forwarding out other dates that were previously emailed by Commissioner Bryce Laake-Stanfield. DISCUSSION AND ACTION ITEMS FUTURE AGENDA ITEMS 6. Presentation by Combined Arms/Texas Veterans Network and presentation by City of Austin Department of Equity and Inclusion. COMMISSION ON VETERAN AFFAIRS REGULAR MEETING MINUTES WEDNESDAY, July 16, 2025 The COMMISSION ON VETERANS AFFAIRS convened in a REGULAR Meeting on WEDNESDAY, July 16, 2025, at the City of Austin Permitting & Development Center at 6310 Wilhelmina Delco Dr, Austin, TX 78752. Chair Michael Mcinerney called the COMMISSION ON VETERANS AFFAIRS MEETING to order at 7:17pm CST. Commissioners in Attendance: Armando Gonzales Bryce Laake-Stanfield Jose Reyes Commissioners in Attendance Remotely: Michael Mcinerney Christopher Wilson Amber Schleuning Commissioners Absent: Maria Brown-Spence William Dahlstrom Anita Carmichael Roberts Staff in Attendance: Jesus Simental – Veterans Administrator, Office of Equity and Inclusion PUBLIC COMMUNICATION – GENERAL APPROVAL OF MINUTES 1. The minutes from the meeting of 6/18/2025 were approved on Commissioner Bryce Laake-Stanfield motion, second by Christopher Wilson on a 6-0 vote. Commissioner Maria Brown-Spence, William Dahlstrom and Anita Carmichael Roberts were absent. STAFF BRIEFINGS DISCUSSION ITEMS 2. Commissioner Joe Reyes reached out to Chief of Staff Jason Lopez for District 2 but unfortunately were not able to meet due to illness. Chair Mcinerney discussed the memo put out by the Mayor’s office on the upcoming budget meetings, encouraged commissioners to reach out to their respective council members to lobby for our veteran’s recommendation that was submitted. DISCUSSION AND ACTION ITEMS 3. Chair Mcinerney recommended we push discussion and possible vote to address how to disseminate veteran’s information through social media now that the veterans commission is part of the Joint Inclusion Committee to the following month because not much headway has been made on this. 4. Letter was drafted and read aloud by Commissioner Bryce Laake-Standfield in support HR 1282 Major Richard Star Act, Chair Mcinerney made motion to approved letter as read and was second by Commissioner Wilson and voted on a 6-0 vote. FUTURE AGENDA ITEMS 5. Discussion on 2025 Veterans Day Parade and request to have the Austin Veteran’s Chamber of Commerce do a presentation and review on current budget proposal and how it affects veterans. ADJOURNMENT END: 7:40 PM 6. Chair Michael Mcinerney made the motion to adjourn, Bryce Laake-Stanfield second on a 6-0 vote. Commissioner Maria Brown-Spence, William Dahlstrom and Anita Carmichael Roberts were absent. The minutes were approved at the 20 August 2025 meeting on Chair Michael Mcinerney’s motion, Bryce Laake-Standfield second on a 6-0 vote, Maria Brown-Spence, Anita Roberts, and Christopher Wilson were absent.

Commissioner Maria Brown-Spence and Amber Schleuning were absent. STAFF BRIEFINGS DISCUSSION ITEMS 2. Sheila Joseph of Front Steps and her team delivered a detailed presentation on Phase One of “A Step Up Community,” an innovative housing development aimed at supporting unhoused veterans, about 80-85% of homes will be designated for veterans, approximately 18.9 acres were purchased. The initiative envisions a self-sustaining, service-oriented micro-community outside Austin city limits, in Mustang Ridge, Travis County. A total of 120 homes plan to be built. DISCUSSION AND ACTION ITEMS 3. The commission discussed and voted on the Veterans Affairs annual report with amendments to include a section on mental health on motion by Chair Michael Mcinerney second by Commissioner Byce Laake-Stanfield on a 7-0 vote. 4. Continued discussion on drafting a letter of support for HR 1282 Major Richard Star Act. This bill would allow medically retired veterans with combat-related injuries to receive full retirement pay in addition to VA disability compensation, ending longstanding financial offsets. The commission also seeks support from the JIC and City Council. Motion by Chair Michael Mcinerney to draft a letter of support second by Christopher Wilson on a 7-0 vote. 5. Commissioner Bryce Laake-Stanfield discussed how the JIC proposes to establish social media capability. Commissioner Reyes also discussed the possibility of disseminating information through their individual council member’s social media. The commission agreed to continue discussion at the July meeting in the interest of time. FUTURE AGENDA ITEMS 6. Continue discussion to address how to disseminate veteran’s information through social media. Had discussion on way ahead to sheperd Recommendation 20250219-006, creation of a veterans affairs office and establishing and veterans resource center, through the budget process. Chair Michael Mcinerney discussed future opportunities for commissioners to speak at budget council meetings for 3 minutes to lobby for our recommendations as well as recommending commissioners speak to their individual council members. Additionally, the chair mentioned a budget survey that can be done online and it takes about 5 minutes to complete. He agreed to send out the link to all commissioners. DISCUSSION AND ACTION ITEMS 3. The Commission on Veterans Affairs reelected Michael Mcinerney as the Chair, and reelected Amber Schleuning as the Vice Chair on a 7-0 vote. 4. The Commission elected Bryce Laake-Stanfield as primary representative for the Joint Inclusion Committee and Christopher Wilson as the alternate on a 7-0 vote. FUTURE AGENDA ITEMS 5. No future agenda items were mentioned. ADJOURNMENT END: 8:24 PM 6. Chair Michael Mcinerney made the motion to adjourn, Armando Gonzales second on a 6-0 vote. Justin discussed how the organization is building/refurbishing hotels to house homeless veterans all over the country and they would like to build/refurbish one here in Austin and would be all privately funded. Justin also discussed that their organization also provides financial assistance to veterans. 3. Presentation and discussion by David Gray from Homeless Strategy Office on addressing homelessness in the City of Austin. David discussed the creation and work that is currently in the works in his department. Numerous facilities being constructed/refurbished throughout the city to house our homeless. 4. There was a discussion on the purpose of the City of Austin veteran surveys that have been sent out. Staff liaison, Jesus Simental, advised the commission that the purpose in sending out the survey is to gather data to support future veteran projects/proposals. DISCUSSION AND ACTION ITEMS 5. The discussion and possible vote on reappointments of Veterans Affairs Commission members and Joint Inclusion Committee representatives was postponed until the next meeting once all new commissioners are established. COMMISSION RECOMMENDATION Commission on Veterans Affairs Recommendation Number: 20250219-006 WHEREAS, the City of Austin seeks to be a national leader in supporting its veteran and military community by providing comprehensive services and addressing critical issues such as housing, employment, mental health, and community reintegration; WHEREAS, the Commission on Veterans Affairs has accumulated information concerning the needs of veterans in the Austin community through testimony from community members, veteran service organizations, non-profit groups, and city employees as well as the 2024 Texas Veterans Needs Assessment indicating that current support and access to Veteran services in Austin is insufficient; WHEREAS, the City Council passed Resolution No. 20240814-021 directing the City Manager to develop a Veterans Affairs Action Plan to address recommendations for staffing, budget, organizational structure, and resources necessary for the effective provision of services; WHEREAS, the Interim Director, Office of Equity and Inclusion reported to the Mayor and City Council in January 2025 that she reviewed and concurs with the 2024 Texas Veterans Needs Assessment that barriers exist in the City of Austin to ensuring local veterans have access to services and support; WHEREAS, the City Council has previously recognized the great need for Veteran support services and adopted Resolution No. 20211209-057 directing the City Manager to explore the establishment of a Veterans and Military Affairs Office, identifying costs, possible funding sources, and steps associated with establishing this office; WHEREAS, the Commission on Veterans Affairs passed Recommendations No. 20200115-B003 and No. 20240320-006 encouraging consolidation of all veteran and military-related initiatives, programs, and personnel dispersed throughout the City of Austin government into a single office to improve efficiency, accountability, and service delivery; and WHEREAS, establishing an Office of Military and Veterans Affairs reporting to the City Manager, as is found in most large cities in Texas, will strengthen the City’s commitment to addressing the needs of Veterans in our community and supporting the Veterans and currently serving National Guard and Reserve members working in the City of Austin government. NOW, THEREFORE, BE IT RESOLVED that the Commission on Veterans Affairs recommends the creation of an Office of Military and Veterans Affairs. The Commission recommends the following: 1.
