BUILDING AND STANDARDS COMMISSION MINUTES REGULAR MEETING WEDNESDAY, July 22, 2026 The Building and Standards Commission convened in a Regular meeting on July 22, 2026, at the City of Austin Permitting and Development Center (PDC), 1610 Wilhelmina Delco Drive, Room 1405, in Austin, Texas. Chair Michael Francis called the Building and Standards Commission Meeting to order at 6:31 p.m. Commissioners in Attendance: Chair Michael Francis, Vice Chair Jeffrey Musgrove; and Commissioners: Lisa Garza, Mia Ibarra, Myra Martinez, Manesh Nair, Ex Officio Commissioner Fire Marshal Carrie Stewart Commissioners in Attendance Remotely: Harrison Brown. PUBLIC COMMUNICATION: GENERAL No one appeared before the commission for public communication. APPROVAL OF MINUTES 1. Approve the minutes of the Building and Standards Commission Regular Meeting on June 24, 2026. The minutes from the meeting of June 24, 2026 were approved on Vice Chair Musgrove’s motion, Commissioner Garza’s second, with no objections. Commissioners Gilker and Tomlanovich were absent. PUBLIC HEARINGS 2. Conduct a public hearing and consider case number CL 2026-086086; Property address: 941 E 50th Street. Vice Chair Musgrove moved to close the public hearing, Commissioner Garza’s second, with no objections. Commissioner Garza moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order for demolition within 45 days, Vice Chair Musgrove’s second. The Commission voted 7-0 in favor of the motion as adopted. Commissioners Gilker and Tomlanovich were absent. 3. Conduct a public hearing and consider case number CL 2026-076095; Property address: 7810 Burleson Road. 1 Commissioner Garza moved to close the public hearing, Commissioner Nair’s second, with no objections. Commissioner Garza moved to adopt City staff’s proposed findings of fact, conclusions of law and recommended order for repair of the residential structure within 45 days, with a civil penalty of $250 per week beginning on the 46th day from the date the order is mailed and continuing until compliance is achieved, Vice Chair Musgrove’s second. The Commission voted 7-0 in favor of the motion as amended. Commissioners Gilker and Tomlanovich were absent. 4. Conduct a public hearing and consider case number CL 2026-076051; Property address: 7501 Berkman Drive. 5. 6. Vice Chair Musgrove moved to close the public hearing, Commissioner Garza’s second, with no objections. Commissioner Garza moved to continue the case until the October 28th meeting of the Building and Standards Commission, Commissioner Nair’s second. The Commission voted 7-0 in favor of the motion. Commissioners Gilker and Tomlanovich were absent. Conduct a public hearing and consider case number CL 2026-076058; Property address: 1623 W Parmer Lane. This case was pulled at the request of city staff and was not heard. Conduct a public hearing and consider case number CL 2026-026484; Property address: 1015 E 10th Street, aka 916 Waller Street. Vice Chair Musgrove moved to close the public hearing, Commissioner Ibarra’s second, with no objections. Vice Chair Musgrove moved to continue the case until the October 28th meeting of the Building and Standards Commission, Commissioner Garza’s second. The Commission voted 6-1 in favor of the motion. Commissioner Ibarra voted nay. Commissioners Gilker and Tomlanovich were absent. 7. Conduct a public hearing and consider an appeal regarding case number CV 2026-058243; Property address: 800 W 3rd Street. Vice Chair Musgrove moved to close the public hearing, Commissioner Garza’s second, with no objections. Vice Chair Musgrove moved to adopt the findings of fact, conclusions of law and City Staff’s recommendation to affirm the notice of violation thereby denying the appeal, Commissioner Garza’s second. The Commission voted 7-0 in favor of the motion. Commissioners Garza and Gilker were absent. STAFF BRIEFINGS 8. Staff briefing regarding the property located at 6700 Branchwood Drive, and status of compliance with the Commission’s Order for repair issued at the May 27, 2026 meeting. Code Investigator Farah Presley provided a staff briefing to the Commission. Code Review Analyst James Candelas added that the deadline for compliance is July 15, 2026, and a penalty is now accruing. 2 DISCUSSION ITEMS 9. Discussion regarding the planning and drafting of the Annual Internal Review Report, which includes a statement of the Commission’s mission, actions taken to support that mission, and the Commission’s goals and objectives for the coming year. The Commission reviewed and discussed a draft of the Annual Internal Review Report and made changes to the Commission’s goals and objectives for the coming year. 10. Discussion regarding the resource binder to be used as a reference by the Commission during public meetings. FUTURE AGENDA ITEMS Two items on tonight’s agenda, CL 2026-076051 regarding 7501 Berkman Drive, and CL 2026-026484 regarding 1015 E 10th Street, are to be continued to the regular October meeting. Although considered, it was decided not to bring CL 2026-051778 regarding 6700 Branchwood Drive back for a staff briefing in August. Vice Chair Musgrove moved to adjourn the meeting, Commissioner Garza’s second, without objection. The meeting was adjourned at 9:22 p.m. Commissioners Garza and Gilker were absent. The minutes from the July 22, 2026 regular meeting were approved at the August 26,2026 regular meeting on Vice Chair Musgrove’s motion, Commissioner Garza’s second, on an 8-0 vote.
