BUILDING AND STANDARDS COMMISSION MINUTES REGULAR MEETING WEDNESDAY, June 24, 2026 The Building and Standards Commission convened in a Regular meeting on June 24, 2026, at the City of Austin Permitting and Development Center (PDC), 1610 Wilhelmina Delco Drive, Room 1405, in Austin, Texas. Chair Michael Francis called the Building and Standards Commission Meeting to order at 6:31 p.m. Commissioners in Attendance: Chair Michael Francis, Vice Chair Jeffrey Musgrove; and Commissioners: Mia Ibarra, Myra Martinez, Manesh Nair and Raisch Tomlanovich, Ex Officio Commissioner Fire Marshal Carrie Stewart Commissioners in Attendance Remotely: Harrison Brown. PUBLIC COMMUNICATION: GENERAL Kyle Chapman, Arthur Valencia, and Stephanie Serrano spoke during public communication to provide an update on 6700 Branchwood Drive. APPROVAL OF MINUTES 1. Approve the minutes of the Building and Standards Commission Regular Meeting on May 27, 2026. The minutes from the meeting of May 27, 2026 were approved on Vice Chair Musgrove’s motion, Commissioner Ibarra’s second, with no objections. Commissioners Garza and Gilker were absent. PUBLIC HEARINGS 2. Conduct a public hearing and consider case number CL 2026-067812; Property address: 4302 Acropolis Court. Vice Chair Musgrove moved to close the public hearing, Commissioner Ibarra’s second, with no objections. Vice Chair Musgrove moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order for repair within 45 days, Commissioner Tomlanovich’s second. The Commission voted 7-0 in favor of the motion as adopted. Commissioners Garza and Gilker were absent. 1 3. Conduct a public hearing and consider case numbers CL 2025-162262; Property address: 6803 Wentworth Drive. Vice Chair Musgrove moved to close the public hearing, Commissioner Martinez’s second, with no objections. Commissioner Ibarra moved to adopt City staff’s proposed findings of fact, conclusions of law and amend City staff’s recommended order for repair of the commercial multi-family structure from 45 days to 90 days, with a civil penalty of $1,000 per week beginning on the 91st day from the date the order is mailed and continuing until compliance is achieved, Commissioner Tomlanovich’s second. Commissioner Tomlanovich offered a friendly amendment to change compliance timeframe from 90 days to 180 days, Commissioner Nair’s second. The friendly amendment was accepted by Commissioner Ibarra. The Commission voted 7-0 in favor of the friendly amendment. The Commission voted 7-0 in favor of the motion as amended. Commissioners Garza and Gilker were absent. 4. Conduct a public hearing and consider case numbers CL 2025-149293; Property address: 9619 Meadowheath Drive. Vice Chair Musgrove moved to close the public hearing, Commissioner Nair’s second, with no objections. Commissioner Nair moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended order for repair within 45 days, Vice Chair Musgrove’s second. The Commission voted 7-0 in favor of the motion. Commissioners Garza and Gilker were absent. 5. Conduct a public hearing and consider case number CL 2026-071416; CL 2026-071423; CL 2026-071426; CL 2026-071428 and CL 2026-071429; Property address: 1222 Algarita Avenue, Building 4, Unit 126; Building 4, Unit 226; Building 4, Unit 228; Building 12, Unit 274 and Building 14 exterior, aka 1221 Algarita Avenue, and aka Cascade Apartments. Vice Chair Musgrove moved to close the public hearing, Commissioner Nair’s second, with no objections. Chair Francis moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended orders for repair with the modification that the compliance timeframe be changed from 45 days to 30 days and that penalty thereafter be changed from $1000 per week to $2000 per week, beginning on the 31 st day. The motion also included the requirement that the property owner obtain an engineer’s report for CL 2026-071423 regarding Building 4, Unit 226, CL 2026-071428 regarding Building 12, Unit 274 and CL 2026-071429 regarding building 14, Exterior, that evaluates the Stairways, Decks, Porches and Balconies cited. The Motion was seconded by Vice Chair Musgrove. The Commission voted 7-0 in favor of the motion. Commissioners Garza and Gilker were absent. Conduct a public hearing and consider case numbers CL 2026-026484; Property address: 1015 E 10th Street, aka 916 Waller Street. This case was pulled at the request of city staff and was not heard. Conduct a public hearing and consider case numbers CL 2026-056139; Property address: 1717 E 12th Street. 6. 7. 2 Vice Chair Musgrove moved to close the public hearing, Commissioner Tomlanovich’s second, with no objections. Commissioner Ibarra moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended orders for demolition within 45 days, and on the 46th day, if compliance is not achieved, authorize the Code Official is to proceed with demolition, Vice Chair Musgrove’s second. The Commission voted 7-0 in favor of the motion. Commissioners Garza and Gilker were absent. 8. Conduct a public hearing and consider an appeal regarding case number CL 2019-088182; Property address:2303 Bendridge Trail. Vice Chair Musgrove moved to close the public hearing, Commissioner Ibarra’s second, with no objections. Commissioner Ibarra moved to adopt City staff’s proposed findings of fact, conclusions of law and City staff’s recommended orders for repair, with the modification of the compliance timeframe from 45 to 90 days, with a penalty of $250 per week thereafter, Commissioner Tomlanovich’s second. The Commission voted 7-0 in favor of the motion. Commissioners Garza and Gilker were absent. DISCUSSION AND ACTION ITEMS 9. Discussion regarding the planning and drafting of the Annual Internal Review Report, which includes a statement of the Commission’s mission, actions taken to support that mission, and the Commission’s goals and objectives for the coming year. Commissioner Garza suggested obtaining data on how many owners or residents have been engaged by social services. Commissioner Musgrove suggested obtaining data on what percentage of demolish orders are achieved by owners versus by the City. Commissioner Tomlanovich suggested obtaining data on owners of multiple Repeat Offender Program properties that are brought before BSC. Commissioner Ibarra suggested obtaining data on the success of penalty collection from orders. FUTURE AGENDA ITEMS CL 2026-026484 regarding 1015 E 10th Street, aka 916 Waller Street will be brought back before the Building and Standards Commission at the July 22, 2026 regular meeting. Staff to provide a general update in the form of a staff briefing in July regarding 6700 Branchwood Drive. Vice Chair Musgrove moved to adjourn the meeting, Commissioner Tomlanovich’s second, without objection. The meeting was adjourned at 9:22 p.m. Commissioners Garza and Gilker were absent. The minutes from the June 24, 2026 regular meeting were approved at the July 23, 2026 regular meeting on Vice Chair Musgrove’s motion, Commissioner Garza’s second, on a 7-0 vote.
