AUSTIN-TRAVIS COUNTY FOOD POLICY BOARD MEETING MINUTES August 10, 2026 AUSTIN-TRAVIS COUNTY FOOD POLICY BOARD REGULAR MEETING MINUTES MONDAY, AUGUST 10, 2026 The Austin-Travis County Food Policy Board (ATCFPB) convened on Monday, August 10, 2026 at the City of Austin Permitting and Development Center, 6310 Wilhelmina Delco Dr., Room 1406, Austin, TX 78752. Board Members in Attendance: Lisa Barden - Chair, Marissa Bell – Vice-Chair, Beth Corbett, Nitza Cuevas, Seanna Marceaux, Melody McClary, Natalie Poulos Board Members Absent: Andrea Abel, Kacey Hanson, Erin McDonald Staff in Attendance: Edwin Marty (City of Austin), Amanda Rohlich (City of Austin) CALL TO ORDER Lisa Barden called the meeting to order at 5:00 PM. PUBLIC COMMUNICATION: GENERAL Lindy Colvin signed up to speak on Austin-Travis County Food Policy Board Working Groups and to offer support on farm-to-school and farm-to-institution efforts. Neel Hiremath signed up to speak about the Healthy TX Youth Ambassador, Youth Advisory Group Proposal. APPROVAL OF MINUTES 1. Board Member Nitza Cuevas motioned to approve the meeting minutes from the Regular Meeting on July 13, 2026, with Beth Corbett seconding the motion. Minutes passed on an 7- 0 vote. STAFF BRIEFINGS 2. Staff briefing regarding Austin-Travis County Food Plan Implementation. Presentation by Edwin Marty, Food Policy Manager, Austin Climate Action & Resilience and Yaira Robinson, Assistant Director of Environmental Programs, Travis County (see back-up materials for presentation). DISCUSSION ITEMS 3. Discussion regarding City Manager’s proposed social service contract spending cuts and proposed amendments to the budget. Presentation and discussion regarding the working group to expand access to nutritious foods through improvement to existing materials and resources and explore alternate or expanded hours for existing resources. Natalie Poulos reported out. The group has been discussing SNAP enrollment and how they can support organizations who would like to help with enrollment and expand access to that support. The goal is to understand how existing organizations can support SNAP enrollment and what that process looks like. Presentation and discussion regarding the working group to participate in the USDA Regional Conservation Partnership Program (RCPP) application for funding for conservation easements as a regional partnership. Marissa Bell provided an update. The group is moving forward with a RCPP application for up to $10M to protect working farm lands. Led by Andy Smith, Edwin Marty, and Melody McClary. The application should be completed this week for internal reviews. Deadline is August 24th. Review Board Member Assignments. a. Amanda Rohlich to share grant application to St. David's Foundation on behalf of the Food Plan Implementation Collaborative b. Amanda Rohlich to send a link to the City Council message board c. Amanda Rohlich to send the memo regarding Social Service contract cuts DISCUSSION AND ACTION ITEMS 7. Discuss and take possible action on electing a Vice Chair for the Austin Travis County Food Policy Board. Tabled until the next meeting. FUTURE AGENDA ITEMS September - Jamie Olson from Feeding Texas to present on impacts to SNAP and cost share and Food Plan Implementation Collaborative presentation ADJOURNMENT Lisa Barden adjourned the meeting at 6:15 PM Minutes were approved at the September 14, 2026 regular meeting on Board Member Kacey Hanson’s motion with Board Member Maggie Amaku seconding. Minutes passed on a 7-0 vote, with Andrea Abel abstaining.
