MEETING MINUTES January 4, 2021 Austin-Travis County Food Policy Board The Austin-Travis County Food Policy Board (ATCFPB) convened on Monday, January 4, 2021 VIA VIDEOCONFERENCING http://www.austintexas.gov/page/watch-atxn-live Board Members in Attendance: Andrea Abel, Alejandra Boughton, Joy Casnovsky, Joi Chevalier (joined dais at 8:09 am) Emily De Maria, Kacey Hanson, Karen Magid (Chair), Sharon Mays (joined dais at 8:15), Kara Prior (Vice-Chair), Ryan Rosshirt, Ellen Sweets Absent board members: Felipe Camacho Staff in Attendance: Edwin Marty, Amanda Rohlich CALL TO ORDER Board Chair Karen Magid called the meeting to order at 8:06 am CITIZEN COMMUNICATION: GENERAL 1. APPROVAL OF MINUTES FROM DECEMBER MEETING Board Member Emily De Maria motioned to approve the meeting minutes from December 9, 2020, with Board Member Andrea Abel seconding the motion. Passed on a 9-0 vote. Joi Chevalier joined dais at 8:09 am Sharon Mays joined dais at 8:15 am 2. STAFF BRIEFINGS a. Presentation from Edwin Marty, Food Policy Manager – Update on the 87th State Legislative Agenda (see back-up materials for presentation) 3. OLD BUSINESS b. Board Infrastructure and Protocol i. Review Board Members’ meetings with City and County Officials i. Joi speaking with Commissioner Travillion about school support; keen on seeing the Board’s recommendation expanded from County perspective. ii. Ryan Rosshirt met with new Travis County Judge Andy Brown and discussed the relationship with HEB for vaccine distribution. Tesla factory to likely lead to increased population density. c. Board Vacancies i. Travis County Precinct Three, Ann Howard The City of Austin is committed to compliance with the American with Disabilities Act. Working Group Briefings and Recommendations i. Governance – Kara Prior will be reaching out to schedule kick-off meeting. ii. Food and Climate – Karen Magid provided update. Delays in taking Climate Equity Plan to City Council for approval. Instead going to Council Committees first. Karen is tracking progress and will email group of stakeholders to re-engage in working group meetings. iii. Build Opportunities for Food Entrepreneurs – Sharon Mays. APH EHS to present CFO recommendations to City Council on January 26th. Looking for ideas from Food Policy Board on how to support food businesses. iv. Support Farms & Farmers – Edwin Marty provided update on call he had with Urban Agriculture support staff in other cities across the country. There is no similar position at the City of Austin. One idea that emerged from this call was the exploration of developing Community Agriculture Land Trusts to help make land more available for urban agriculture and this is something to potentially explore for Austin. Edwin provided update on Sherry Greenberg’s student work looking at updating the Urban Farm Ordinance. v. Healthy Food Access to All Communities – Andrea Abel provided update. Meeting postponed until January. i. Emily De Maria reminded group about the Community Resilience meeting to Boards and Commissions members. Emily joined the meeting and provided udpates on what was discussed at the meeting on December 16th. The purpose of the meeting was to provide overview on the Community Resiliency planning process at the City of Austin. Next steps are to identify community members who would like to engage in the process. vi. COVID-19 Food System Response – Alejandra Rodriguez provided update. January date i. Ryan Rosshirt to make e-intro between Travis County Judge Andy Brown to Andrea Abel and Karen Magid; please copy Edwin Marty ii. Andrea Abel to continue engagement with Council Member-Elect Vanessa Fuentes iii. Edwin Marty to reach out Emily Ackland about Travis County Precinct Three board vacancy iv. Kara Prior to reach out to board members who expressed interest in Governance WG for scheduling kick-off meeting. (Kara Prior, Karen Magid, Ellen Sweets, and with limited capacity Joi Chevalier, Joy Casnovsky, Emily de Maria, Kacey Hanson for research) v. Email Karen Magid if you’d like to be looped into Food and Climate vi. Amanda Rohlich to coordinate meeting with Sharon Mays and Economic Development Department Staff to see how we can support food businesses. vii. Karen Magid to connect Ellen Sweets and Alejandra Rodriguez with Felipe Camacho to discuss urban agriculture. viii. For future meetings, WG chairs should email Karen 7-10 days prior to the full board meeting if they have substantial updates or recommendations and how much time you may need during the meeting for discussion. Possibility for Governance WG to help coordinate. ix. Amanda Rohlich to send email out for coordination of the agenda not yet scheduled. c. Amanda Rohlich and Edwin Marty to provide budget timeline; ask APH, EDD, PARD for updates on budget process xiv. Healthy Food Access and COVID Response WG chairs to discuss existing budget recommendations to bring back to full board and advocate to City Council and County Commissioners Court a. Revisit if ATCFPB has any recommendations on legislative agenda; brief updates from Edwin Marty Jan-May b. Advocacy training and internal governance issues c. Equidad to present in February d. Alejandra Rodriguez to present her Land Trust concept paper in February/March e.
