(B) The Committee shall: ( 1) advise the council on issues pertaining to equity, diversity, and inclusion; and (2) promote close cooperation between the council, City management, City boards, commissions, committees, and taskforces, and individuals, institutions, and agencies to increase and sustain equity, diversity, and inclusion in the city. 1. Describe the board's actions supporting their mission during the previous calendar year. Address all elements of the board's mission statement as provided in the relevant sections of the City Code. Related to FY2023-24 budget recommendations: With the support of the Equity Office the JIC conducted three virtual town hall sessions organized around the identified priority issues to receive input from community members regarding funding needs for the 2023-24 Budget. These Quality of Life town hall sessions included invited representatives from the ten commissions that make up the JIC. In addition the JIC worked with the Equity Office to organize a Budget Workshop for the commission members of the JlC that included departmental representatives. A report, Budget Recommendations to Council for FY 2023-24, was provided to Council members and management outlining the Joint Inclusion Committee efforts to revise the approach to budget recommendation to better identify the priority issues, seek input from the community and coordinate the recommendations among member commissions and improve understanding by providing the context for recommendations. The budget recommendations were grouped by priority issue as follows: The following recommendations on affordability were approved: Affordability • Recommendation 20230322-007 Increased Emergency Housing Assistance; submitted by the LGBTQ+ Quality-of-Life Advisory Commission for joint endorsement. The motion to approve (the FY23-24 Budget Recommendations under the JIC's Affordability Priority) on Increased Emergency Housing Assistance was approved on Commissioner Charles Curry's motion. Commissioner Rebecca Austen's second on a7-0 vote. None abstained. None Opposed. All in favor. • Recommendation 20230322-008 Identify Barriers for Affordable Housing for 30% MFI and Below; submitted by the LGBTQ+ Quality-of-Life Advisory Commission for joint endorsement. The motion to approve the FY23-24 Budget Recommendations (under the JIC's Affordability Priority) on Identifying Barriers for Affordable Housing for 30% MFI and Below was approved on Commissioner Charles Curry's motion, Commissioner Greg Smith's second on a7-0 vote. • Recommendation 20230322-015 Early Childhood Investments; submitted by the Early Childhood Council. The motion to approve the FY23-24 Budget Recommendations (under the JIC's Affordability Priority) on Early Childhood Investments was approved on Commissioner Raul Alvarez's motion, Commissioner Amy Ten-?perley's second on an 8-0 vote. • Recommendation 20230322-016 Guaranteed Income Program; submitted by the Hispanic/Latino Quality-of-Life Resource Advisory Commission forjoint endorsement. The motion to approve the FY23-24 Budget Recommendations (under the JIC's Affordability Priority) on the Guaranteed Income Program was approved on Commissioner Hanna Huang's motion, Commissioner Raul Alvarez's second on 87-1-0 vote. Commissioner Jennifer Powell abstained. • Recommendation 20230322-019 Homestead Tax Exemption; submitted by the Commission on Aging forjoint endorsement. The motion to approve the FY23-24 Budget Recommendations (under the JIC's Affordability Priority) on Maintaining Funding for Education and Outreach on Senior Homestead Tax Exemption was approved on Commissioner Amanda Afifi's motion, Commissioner Jennifer Powell's second on an 8-0 vote. • Recommendation 20230322-024 Emergency Housing and Utility Assistance Targeted to Older Adults; submitted by the Commission on Aging for joint endorsement. The motion to approve the FY23-24 Budget Recommendations (under the JIC's Public Safety Priority) on Alzheimer's Dementia and Other Related Training for the Austin Police Department was approved on Commissioner Charles Curry's motion, Commissioner Hanna I-Iuang's second on an 8-0 vote. • Recommendation 20230322-026 MBWE Program Expanded to include Disability; submitted by the Mayor's Committee for People with Disabilities for joint endorsement. The motion to approve the FY23-24 Budget Recommendations (under the JIC's Affordability Priority) on City of Austin MBWE Program Expanded to Include Disability was approved on Commissioner Jennifer Powell's motion, Commissioner Greg Smith's second on an 8-0 vote. • Recommendation 20230329-010 Emergency Rental Assistance; submitted by the African American Resource Advisory Commission, authored by Greg Smith. The motion to table the FY23-24 Budget Recommendations (under the JIC's Affordability Priority) on Emergency Rental Assistance was approved on Commissioner Amy Temperley's motion, Commissioner Idonna Griffith's second on an 8-0 vote. • Recommendation 20230426-003 Hungry Hill Homeless; submitted by the African American Resource Advisory Commission. The motion to approve the FY23-24 Budget Recommendations (under the JIC's Affordability Priority) on Hungry Hill Homeless was approved on Commissioner Serita Fontanesi's motion, Commissioner Amanda Afifi's second on a 6-2-0 vote. Motion passed unanimously. • Recommendation 20230628-007 endorsing a recommendation from the LGBTQ Commission & Human Rights Commission ort Transgender Rights. The Joint Inclusion Committee will strengthen the connections between City advisory bodies (boards, commissions, committees, task forces) and improve the working relationships with City departments iii order to improve the quality of life in Austin. The Joint Inclusion Committee will advise the City Council on issues pertaining to equity, diversity, and inclusion, and will: 1. make recommendations to prioritize equity, diversity and inclusion in City 2. policies and programs; review, make recommendations on, and monitor implementation of, City budgeting, programs policies, procedures, contracts and metrics as they relate to equity, diversity, and inclusion; 3. commit to promote cooperation and coordination between the City Council, City management, and City advisory bodies with the goal of increasing and sustaining equity, diversity and inclusion in City programs and policies; 4. commit to promote language and digital access (visual and auditory; multiple languages; easily understandable reading comprehension level); 5. commit to promote meaningful outreach and engagement with diverse populations of varying means; 6. commit to promote increased equity, diversity and inclusion in appointments to 7. City advisory bodies; identify federal and state policy discussions that are impacting quality of life in Austin; 8. participate in and promote the Undoing Racism training and other equity, diversity and inclusion training for the JIC, JIC members, and other City advisory bodies; 9. work closely with the Equity Office to improve the quality of life in Austin and to build and sustain a culture of equity, diversity and inclusion across the city, identities which intersect with racial identity including incorporating social ethnicity, culture, age, religion, gender identity, sexual orientation, ability and income; 10. coordinate with City advisory bodies working to address services for people experiencing homelessness,and 11. work with APH staff to drive improved collection and more granular data regarding how city programs and services are serving all communities across Austin to include demographics on age, sexual orientation, gender identity, race, ethnicity, disability, number and ages of children in families, and caregivers.
