Monthly & Quarterly Report on License Agreement June 2026 This report is in agreement with the terms outlined in Section 8.4 of the License Agreement between the City of Austin and Austin Pets Alive!, with a focus on APA!’s impact on Travis County through our partnership with Austin Animal Services. Austin Pets Alive! (APA!) remains the City of Austin’s largest partner in lifesaving, specializing in animals with medical and behavioral needs beyond the municipal shelter’s capacity. Since 2011, this partnership with Austin Animal Services (AAS) has helped sustain Austin as the largest No Kill city in the United States. APA! Monthly Partnership Impact: In June 2026 alone, 409 animals were transferred directly from AAS, with 9 of them being behavior pulls (Luna, Gibby, Dogtor Dre, Ridley, Duckie, Skye, Rex, Chuco, and Trish). Additionally, 78 animals were diverted from entering AAS through APA!’s PASS program and direct community intake. These combined efforts reduced strain on the City’s municipal shelter while ensuring vulnerable animals received timely intervention. Transfers from AAS as % of Annual Goal APA! must: (a) Select a sufficient number of animals from the At-Risk List so that at the end of each year of the Term, APA! will have selected from the At-Risk List 12% of the total number of animals taken in by AAS during the preceding year. APA! Transfer Requirement for FY26: 1,360 Animals AAS Dog & Cat Intake Total in FY26: 1,867 Animals As of the end of March 2026, APA! has taken 137% of the total animal number required for the fiscal year. This quarter (Q3) accounts for 62% of that total. In June 2026 alone, 30% of the annual transfer goal was met (409 animals). For comparison, an average of 113 animals each month accomplishes our annual target. 2-Year % of AAS Intake Comparison In June 2025, APA! accepted 203 direct transfers from AAS. AAS reported a total of 1,119 intakes for the month of the preceding year (2024), with APA! accepting approximately 18% of that month’s public intake. In Q3 of 2025, APA! accepted approximately 13.5% of AAS’s public intake from Q3 of 2024. In June 2026, APA!’s acceptance of 409 direct transfers equals approximately 32% of March’s public intake from 2025. In Q3 of 2026, APA! has accepted approximately 36% of AAS’s public intake from Q3 of 2025. Impact of APA! Transfers on AAS Live Release Rate (LRR) As APA! takes animals directly from AAS’s At-Risk list, this chart illustrates what the AAS Live Release Rate might look like without transfers to APA!. (APA!) responded to capacity pressure at Austin Animal Services (AAS), dramatically expanding its lifesaving support during the height of kitten season while continuing to provide specialized care for animals with significant medical and behavioral needs. From April through June, APA! transferred 1,162 animals directly from AAS and diverted an additional 299 animals from entering the municipal shelter system through the PASS Program and direct community intake. Together, these efforts provided outcomes for 1,461 animals who would otherwise have relied on the municipal shelter system. The quarter was driven largely by neonatal and maternity cases, with more than 800 orphaned kittens, nursing litters, and maternity cats transferred to APA! during kitten season. APA! also continued accepting medically vulnerable animals, behavior cases, and parvo-positive dogs requiring specialized treatment and resources. This partnership continued to have a substantial impact on community-wide lifesaving outcomes. Based on available data, Austin Animal Services' Live Release Rate is estimated to have averaged approximately 73% during the quarter without APA!'s transfers, compared with reported monthly Live Release Rates in the mid-90% range. While this calculation is an estimate, it illustrates the significant role APA! continues to play in sustaining Austin's No Kill status. By the end of June, APA! had transferred 137% of its annual contractual transfer requirement, exceeding its annual obligation with one quarter still remaining in the fiscal year. This milestone reflects the organization's ability to rapidly scale lifesaving operations in response to changing community needs while continuing to provide intensive care for the shelter system's most vulnerable animals.
