Animal Advisory Commission Minutes October 13, 2025 Animal Advisory Commission Regular Meeting Minutes Monday, October 13, 2025 The Animal Advisory Commission convened in a regular meeting on Monday, October 13, 2025, at Austin City Hall, 301 W 2nd St, Room 1101 in Austin, Texas. Staff briefing regarding Good Fix marketing strategies, outreach efforts, and spay/neuter backlogs by Rolando Fernandez, Interim Chief Animal Services Officer, Austin Animal Services. Presentation regarding Staff’s response to Council Resolution 20241121-073 related to Bird- Friendly design by Leslie Lilly, Environmental Conservation Program Manager, Watershed Protection Department. Approve a Recommendation to Council related to Bird-Friendly design. The motion to approve the Recommendation to Council related to Bird-Friendly design was motioned by Commissioner Dulzaides and seconded by Commissioner Huddleston. The following amendment was motioned by Chair Nilson and seconded by Commissioner Dulzaides. 2 Animal Advisory Commission Minutes October 13, 2025 The amendment was to insert the following after the last Whereas clause: “Whereas, the Animal Advisory Commission recognizes that biodiversity has benefits to our community in its own right, beyond economic benefit.” The amendment was approved without objection on a vote of 10-0. Commissioner Ahmed recused. Commissioner Clinton was absent. The Recommendation to Council was approved as amended on Commissioner Dulzaides’ motion, Commissioner Huddleston’s second, on a 10-0 vote. Commissioner Ahmed recused. Commissioner Clinton was absent. DISCUSSION ITEMS CONTINUED 6. Update on Bond Election Process to improve shelter operations. The presentation was made by Rolando Fernandez, Interim Chief Animal Services Officer, Austin Animal Services. DISCUSSION AND ACTION ITEMS CONTINUED Approve the formation of a working group that advocates for renter’s policies for large breed 9. dog owners. The motion to approve the formation of a working group that advocates for renter’s policies for large breed dog owners was approved on Commissioner Holt’s motion, Commissioner Loignon’s second, on a 9-0 vote. Vice Chair Linder was off the dais. Commissioner Clinton was absent. Commissioners Holt and Loignon were added to the working group without objection. 10. 11. Approve the Animal Advisory Commission’s 2026 Regular Meeting Schedule. The motion to approve Animal Advisory Commission’s 2026 Regular Meeting Schedule was approved on Commissioner Holt’s motion, Commissioner Loignon’s second, on a 9- 0 vote. Vice Chair Linder was off the dais. Commissioner Clinton was absent. Approve an update to the membership of the Strategic Plan Working Group. The motion to approve adding Jennifer Daniel, Christy Sheehan, Jeff Liu, and Nancy Nemer to the Strategic Plan Working Group was approved on Commissioner Ferguson’s motion, Parliamentarian Norton’s second, on a 9-0 vote. Vice Chair Linder was off the dais. Commissioner Clinton was absent. WORKING GROUP UPDATES Update from the Strategic Plan Working Group on the first group meeting and 12. communications with shelter staff. Commissioner Ferguson provided an update.
