Mayor’s Committee for People with Disabilities (MCPD) Regular Meeting Minutes November 13, 2020 Mayor’s Committee for People with Disabilities REGULAR MEETING MINUTES (November 13, 2020) The City of Austin, Mayor’s Committee for People with Disabilities convened in a regular meeting via video conference on November 13, 2020 with a live broadcast on ATXN. CALL TO ORDER: With quorum present Chair Jonathan Franks called the November 13, 2020 meeting of the Mayor’s Committee for People with Disabilities to order at 1:00pm Committee Members in Attendance: Chair Jonathan Franks, Commissioners: Kathryn Broadwater, Gene Brooks, Diane Kearns-Osterweil, Robin Orlowski, Emily Shryock, Deborah Trejo Committee Member Absent: Vice Chair Jose Levy, Commissioner Taurean Burt, Joey Gidseg Staff in Attendance: David Ondich, ADA Program Administrator and Lee Nguyen ADA Program Human Resources (HR) Specialist. Chair Jonathan Franks announced the resignation of Vice Chair Jose Levy and moved item 3A, A City staff presentation up on the agenda after citizen communication and item 2A in New Business. Please refer to item 3A for description. 1. APPROVAL OF MINUTES Commissioner Gene Brooks made a motion to approve the minutes from the October 09, 2020 MCPD Regular Meeting. The motion was seconded by Commissioner Diane Kearns- Osterweil. The motion passed 7-0. CITIZEN COMMUNICATION: One citizen communication took place during the November 13, 2020 MCPD Regular Meeting. Loving Hearts for All, special needs group to support children with disabilities to support employment and inclusion, and housing for their children organization is looking for employment internships. Discussion and possible action: Update from working group regarding the receipt of nominations for the 2020 Disability Employment Awards – Commissioners Shryock and Trejo. Discussion and possible action regarding updating the current Mayor’s Committee for People with Disabilities web page in lieu of a social media page – Chair Franks. No action was taken on this item. Discussion and possible action to finalize the 2021 MCPD regular meeting schedule – Chair Franks and Vice-chair Levy Motion: Commissioner Deborah Trejo made a motion for the MCPD to approve the 2021 schedule to meet on the 2nd Friday of every month in the 5:00pm time slot. The motion was seconded by Commissioner Gene Brooks. The motion passed 6-0. Presentation and Discussion Update on training efforts by Austin Police regarding officer interactions with persons with disabilities in the community – Officer Scott Marler, Austin Police Department Training Academy presented on Police training activities regarding interaction with persons who are Deaf or hard-of-hearing. Report on Disability Quality of Life Study – David Ondich, ADA Program Administrator. The study was approved by Council on September 17, 2020, money was approved in FY2021 Budget for a staff member position from the Equity Office to serve as liaison for the vendor.
